This is a smaller version of the large framed photograph donated to the new City of Kew by Cr Wishart. The framed photograph was hung in the Walpole Street Town Hall. Presumably, each of the Councillors in the portrait was presented with a smaller version.This photograph was donated by a descendant of the Kellett family. This picture, like it framed counterpart, is historically significant as a record of a major civic event in Kew's history. It is also aesthetically significant as the last official photograph taken by the photographer Josiah Earl Barnes before his death in the same year.Kew Becomes a City, 1921. Hugh George Ferguson was born in June 1900 in Williamstown. After his family moved to Kew, they lived in Fernhurst Grove while his future wife’s family lived in Fellows Street. He married in 1940 and subsequently joined the Second AIF. In 1945, he was reported to be the ACF (Australian Comforts Fund) Commissioner in Borneo [Kalimantan]. After the Second World War, he worked as a Billeting Affairs Organiser for the Dutch Government, resettling migrants in Australia. He also worked in advertising as an account manager, and as campaign director for Arthur Rylah in Victorian politics. He directed the first major trade fairs at the Royal Exhibition Buildings after the Second World War, including ‘Australia Makes It Exhibition’ in 1947, the ‘Australian Industrial Fair’ in 1949 and 1950, the ‘Modern Home Exhibition’ in 1949, and ‘Made in Australia’ in 1952. The funds raised during the latter were earmarked for a ‘bankrupt’ Queen Victoria Hospital. He built a home in Brougham Street and represented North Ward on Kew Council from 1952 to 1968. He was elected Mayor in 1959. Hugh Ferguson died in 1975, aged 75. He was buried on 2 September in Grave 201, Special (Non- Denominational) Compartment A, Boroondara General Cemetery.City of Kew identification badge issued to sitting councillors. On 22 June 1994 the City of Kew ceased as a municiplity and was absorbed into the City of Boroondara as a result of local government restructuring. The City of Kew has a rich history as a commnity based local government and was widely revognised as a leader in the provision of local government services. Kew was gazetted as a Municipality in 1860, as a Borough in 1863, as a Town in 1910, and as a City in 1921. Under a conservative Victorian Government, led by premier Jeff Kennett, Councils across Victoria were amalgamated, including the City of Kew, which was joined with the Cities of Hawthorn and Camberwell to form a new City of Boroondara (1994- ). This is one of two photographs recording the last Kew Council and senior corporate staff in 1994. The City of Kew (1860-1994) was a municipality within the boundaries of suburban Melbourne, bordering on the inner suburbs. It was governed by a Council who employed council officers and workers. Services offered to ratepayers included garbage collection. Workers also carried our rubbish removal. From the evidence of photographs, garbage trucks has a semi-circular top with openings on the side of the top and at the rear. Rubbish carts were simple open top containers. Both garbage trucks and rubbish carts were drawn by horses and, in the interwar years and after, operated out of the Council Depot in High Street (formerly the 'horse tramway' sheds and later was to be replaced by the Kew Recreation Centre. The depot was on the corner of High and Disraeli Streets, kew. Small, original black and white positive photograph of a City of Kew horse and garbage cart. This is one of eight embroidered panels, completed during the 1988 Australian Bi-Centennial, and carried out under the auspices of City of Kew Council and the Kew Historical Society. Nearly 600 residents, including many children, participated in their production by adding a few or more stitches. A book records their names and the panels upon which they worked. While not all of the photographs are of Studley Park, Kew or East Kew, each photo provides a fine snapshot of the work of local government engineering departments of the period. Robert (later Sir Robert) Menzies was the member for Kooyong from 1934 to 66, and Australian Prime Minister from 1939 to 41, and again from 1949 to 66. The City of Kew was within the boundaries of his electorate.
