Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. VIOSH conducted a Certificate Course in Occupational Safety and Health for the Fijian Department of Labour and Industrial Relations in 1996. The course was held in the Government Training Centre Fiji. The group was made up of Labour and Factory Inspectors. Steve Cowley led this program. It was from 23 September to 18 October, 1996. This flyer was modelled upon the "Monster Meeting" notice that was held at the time of the Eureka Stockade. The Save TAFE flyer was produced to advertise a meeting regarding Victorian State government cuts to the TAFE education system in 2012. The group remains a subcommittee of Ballarat Trades Hall. The initial meeting (monster meeting) was produced to encourage community engagement in the Save TAFE campaign. The writing on the flyer reads thus: "No taxation without education! Education is anathema to conservatism! For an educated person will not be a slave! ON Sunday July 8th At Two o'clock A MONSTER MEETING Of the Ballarat Community & all who will attend at the People's Trades Hall Camp St, Ballaarat To form a committee of interested and passionate persons to advocate for affordable and equal access to quality education and training. Down with the attack on Public Education and Training TAFE Cuts, VET Cuts, VCAL cuts, EMA cuts and attacks on students and teachers. Authorised by: Jeremy Smith, NTEU UB Branch President and Brett Edgington, BTLC President The reduction of TAFE courses and change in fee structure had particular impact upon the Ballarat community in terms of training, employment and future services available. There were several successful rallies in the Ballarat CBD, showing a great demonstration of community and union organising. This flag originally flew from the flagstaff on the Trades Hall Building in Camp Street Ballarat on December 3rd 1942. The flag prompted many enquiries to the Ballarat's Courier newspaper. The Courier in reporting that the flag was, in fact, a replica of the original Eureka Stockade flag went on to say that: "… it (seemed) very strange that the town in which Eureka made a name for Australia and its efforts to get freedom from control for the ordinary man, did not recognise the flag that flew while the first move for freedom was fought out against big odds." The Trades Hall Eureka flag, made of cotton material, was used in union marches during the 1940s. In later years it had been all but forgotten, until in 1981 it was brought to the office of the then MHR for Ballarat, John Mildren by members of the family that the flag maker had boarded with in Ballarat. David Miller, who had a keen interest in the Eureka story and was electorate officer for John Mildren, became custodian of the flag for many years and presented it to Ballarat Trades Hall for display. In 1994 The Ballarat Trades Hall Eureka flag travelled Australia as part of a touring Eureka collection. At that time, the Secretary of the Ballarat Regional Trades and Labour Council, Graeme Shearer said “…The Eureka flag then, as it does now, symbolises the struggle for basic rights and democracy”. On Wednesday 11th July 2001, following a ceremony to mark the refurbishment of the Galloway Monument, the Ballarat Trades Hall Eureka flag was unveiled at a function in the Ballarat Trades Hall by President of the Ballarat Trades & Labour Council, Rhonda Young, and Premier of Victoria, Steve Bracks. The Trades Hall gratefully acknowledges the assistance of Dean Mighell, then Victorian State Secretary of the CEPU/ETU - who was a passionate supporter of the diggers' stand at Eureka - and instrumental in making funds available to assist in Trades Hall's Eureka flag being mounted in the Main Hall of the Ballarat Trades Hall. As far as we know, this is the second oldest Eureka flag in the world. People known in the photographs are: E.J. Barker, E.J. Tippett, Mr Jim Reid and Barry Jones. E.J. Barker (Jack) was the Principal of SMB from 1964-1976. He then became the Foundation Director of Ballarat Institute/College of Advanced Education from 1976-1987. The Library Building at Mount Helen Campus if named after him. E.J. Tippett was a member of SMB Council from 1934-1960. He was President of the Council from 1940-1960. He was a member of the Interim Council established to plan the development of the Victorian Institute of Colleges. He then became a member of the Council of the Victorian Institute of Colleges. The Library Building at SMB is named after him. In 1975 he was recognised by the State Government and awarded an MBE. Hon Barry Jones, Member of State Government from 1972 to 1977. He then entered Federal Parliament and was a member from 1977 to 1998. During his time he was Minister for Industry, Science and Technology from1983 to 1990. Ann Tippett - wife of E.J. Tippett.
