This photograph is part of a series taken at the Willsmere (Kew) Mental Hospital. The photographs were gifted to the Kew Historical Society in 2018 by Rosemary Barnes. The photos had been in the possession of her former husband, Dr Fred Stamp, the last medical superintendent of the hospital. In 2019, the photographs were transferred to the State Archives as Permanent Government Records, as the Society is only entitled as a Class-B Place of Deposit to hold Temporary Government Records. The Society was permitted to keep and publish a digital copy of each photograph. Many of the photographs include information on the reverse about individuals or locations. Where this is the case, these have been published here as images that can be viewed in the picture carousel. This photograph depicts the visit of Sir Rohan Delacombe and Lady Delacombe (on right) to Beechworth in 1965. Also present are Shire Secretary Graham Gray and Mrs Gray (left), and Shire President J McCauley and Mrs McCauley, centre. His Excellency Sir Rohan Delacombe (1906–1991) was appointed Governor of Victoria on 8 May 1963 and served until 1974, when he was replaced by the first Australian-born governor, Sir Henry Winneke. Born on 25 October 1906 at St Julians, Malta, Sir Rohan was the second child and only son of Addis Delacombe, a British army pay officer, and his wife Emma Louise Mary, née Leland. The Delacombe family seat was Shrewton Manor, near Salisbury, Wiltshire, and several generations of Delacombes had served in the armed forces. Sir Rohan took up his role in Australia following long and distinguished military and diplomatic career. He is reported to have taken great interest in local events and politics, and at the time this image was taken, he and Lady Delacombe made several appearances as guests of local government representatives at centres around Victoria. This photograph is historically significant for its record of the visit of Sir Rohan and Lady Delacombe at Beechworth in 1965. It was stored with photos from the 50th Anniversary year events or perhaps it is when Sir Rohan Delacombe was leaving the post of Governor of Victoria (1974). There were a significant number of events attended by Sir Delacombe during the Jubilee Year as he is patron of Legacy. The article mentions 'an honour was conferred on Legatee (Past President) Jim Gillespie when the Governor and Lady Delacombe opens a new wing of the Royal Melbourne Institute of Technology and called it 'The Gillespie Wing". The magnificent building of 12 stories accommodates 2490 persons (2290 students and 200 staff). A page of the programme was set out to list Jim's decorations, war service, and professional achievements and awards and his immense contribution to the RMIT extending over more than 30 years. Also that in 1968 in recognition of his proud record of service to the profession he was awarded the Gold Medal of the Institution of Surveyors Australia, and is the only person to be so honoured at the time. It is believed that the other support carriages have been de-attached and the train has pulled up at the front of the platform allowing room for other trains to pull in. Immediately behind on the same track at the platform is a Diesel Electric Rail Motor (DERM) and C-class bogey (luggage) then a small (articulated) rail car (articulated) then a cattle van. On the adjacent track is State Car No. 2 (Melville) and a C-van. State Car No. 2 (Melville) was used a power generation car for special trains and the Train of Knowledge. Emma was born in East Doncaster in 1903, the daughter of Carl Heinrich Uebergang and Sarah Buck. Emma’s grandparents were pioneers in Doncaster from 1855 and her father had an orchard in Andersons Creek Road, which was sold in 1961. Mr & Mrs Atkinson had a green-grocery business and general store at 815 Whitehorse Road, almost on the corner of Elgar Road from 1930 until about 1950. (See file for further details). In retirement the couple lived at 63 Zetland Road, Mont Albert and William continued to work as an orchard hand. Emma died in 2000 and is buried in Templestowe Cemetery. In this photo Mrs Atkinson is in the uniform of St. Johns Ambulance. In 1963 she was awarded a ‘Medal of Honour for Efficient Service’ by the Governor Sir Rowan Delacombe.
