This photograph is a "snap shot" in time circa 1950s detailing the rural environmental change and the progressive effects of the Kiewa Valley Hydro Scheme on the basic rural setting of the valley (note the sparsity of rural infrastructure). This photograph shows the beginning of the accommodation and administration buildings for use by the construction workers and auxiliary administration employees of the Victorian State Electricity Commission. It also provides a view of the landscape before extensive development of Pondage and other non rural buildings.This photograph details a dramatic period in time which saw an enormous change to the exclusively rural area of the Kiewa Valley region in the mid 1900s (see sparse rural buildings/houses). This change presented both physical and mental challenges to the existing quiet rural inhabitants of the valley. The State of Victoria had to make adjustments to the changing demands imposed by population and industrial expansions. The development of cleaner energy supplies to a growing population has its downside ,which ever way the intrusion into the "natural" landscape is made. This photograph shows how (early to mid1900s), before the establishment of the Mount Beauty "gated" village, the Kiewa Valley was farmed and the scarce population was spread out over acres of productive land. This photograph catches a time before (what appeared to the local farmers as the invasion by a mass of construction workers) when this remote valley was part of a "lay back" rural landscape,occasionally visited by friends and some wayward tourists. The mountain ranges provided an adequate barrier against the way-would traveller. The immigration numbers coming into Australia was still quite small ( due to the "white" Australia policy) which was in force before World War II. After World War II a mass of displaced European refugees and migrants boosted the Australian population and provided for a greater degree of diverse professions and rural related work force.This photograph depicts the borderline in time between an exclusively rural based population and respective activities(early 1900s)to the present (2000 on wards) integrated village, tourist and retiree/holiday area. The time when land was exclusively used in agriculture is over and the impact of cheaper rural produce from Asian markets will see a shift of land useage and population activities. The Kiewa Valley is loosing its hiding place and is becoming more and more a source of untapped residential land. This sign is a part of the "human" factor required for remote and difficult, large impact (both labour and other resources) projects. It is one of the "human" factors which was clearly used in the big 1930's to the 1970's "landscape redevelopment" schemes which started in the early 1900's and is highly regarded as lifting the Australian psyche of only primary producers to an industrial level, equal to any in the world.This "Wet Canteen" sign was installed at the entrance of the Bogong "workers" village "provision's hut" detailing the operational times for the SEC Victorian staff and construction workers, involved in the building of the Kiewa Hydro Electricity Scheme to obtain alcoholic beverages. This facility lasted for over the extensive period (1938 to 1961) of the "Schemes" building phase. This large project was the forerunner when industrial legislation provided for the welfare of workers living in the Bogong Village. The provision of facilities such as a "wet canteen" was of the utmost importance not only to ensure that the long running project was both successful, production wise, but also that its employees were not only physically but also mentally healthy. This sign details that all aspects required for a fit and productive labour force were in place, in this remote and demanding work environment. The majority of heavy equipment and machinery used was either made in England or Europe. A section of the specialised workforce came from local and European expertise in dam construction and water management in alpine terrain. The majority of labour came from migrants and some specialists recruited from England and Europe. At this point in time, the quality of the machines used came from England, Europe and the USA and could not be matched from anywhere else in the developed world. With a specialised workforce came the responsibility of providing all the "comforts of home" including alcoholic beverages. On site accommodation for the workforce is still a requirement for some mining areas but high market returns have produced fly in/out labour.This anodised metal sign has been "block" stenciled on. The Heidelberg School Artists Trail was established in about 1999 with about 52 signs across four local governemnt areas including Nillumbik and Banyule. This one located in Wingrove Park Eltham pays tribute to Walter Withers and his painting "The Silent Guns" Transcription of sign: Walter Withers – The Silent Gums, 1909 Walter Withers painted this tranquil pastoral scene in the vicinity this park. Here he has captured the dairy cattle belonging to local Eltham farmer, Mr. Tom Orr, feeding and resting in the shade of the tall Manna gums. Wither’s daughter, Nan recalled how her father, for inspiration, often visited the property of their neighbour, Mr. Tom Orr, and in his later years, Withers painted many landscapes depicting Mr Orr’s sheep and dairy cattle. The Heidelberg School Artists Trail was established in about 1999 with about 52 signs across four local governemnt areas including Nillumbik and Banyule. This one acknowledges "Landscape with Sheep" by Walter Withers. The text on the board states: Walter Withers depicts in this work a number of sheep on Mr. Tom Orr’s property. Our view is from the rise above this park, from the Lower Plenty side of the nearby Diamond Creek, looking northwards towards the main Eltham township. The area that is now Wingrove Park, would have been to the right, in the valley below the sheep. The mood of this work is warm and vibrant, with the use of strong blues and pinks, and this stands in marked contrast to the softer, cooler greens used by Walter Withers in his work ‘The Silent Gums’. The stereoscope was an interpretation device used to interpret aerial photography and the landscape. It was used by National Parks Victoria located at Mt Beauty to look at aerial photos so that they showed up the relief of the topography and therefore looked 3D.Used by National Parks Victoria staff located at the Mt Beauty office during the 1970's and early 1980's.Dark green wooden box with padded protection around the perimeter and on lid where 2 rectangular pieces of wood touch the stereoscope. The box is fitted with wooden dividers that fit around the stereoscope. The stereoscope is green metal with folding legs and sides attached to allow the stereoscope to sit on a surface. The instrument has 2 round glass ('mirrored viewing lens') cylinders eye distance apart, that allow light in from the side swinging doors. The amount of light is constricted by a rectangular piece of metal at the top of each leg. The box has swing clips used to close it and a metal swing handle all on the front side.The hinges are reinforced (and offer protection) by additional rubber pieces at each end. Inside the box is a brush made of bristle with a wooden handle - used for cleaning.Outside and top of box: written in black: No. 1026.
