... unacknowledged contribution of local women to the development of the area... unacknowledged contribution of local women to the development of the area ...This book was conceived by the Nillumbik Women's Network as a way of writing women into local history. When seeking nominations for the 2010 editon, the press release stated: Nillumbik Shire’s official histories don’t reflect the important but often unacknowledged contribution of local women to the development of the area. To redress this, the Nillumbik Women’s Network (NWN) initiated a small project, Celebrating Nillumbik women in late 2007.( For details of the Nillumbik Women’s Network refer to attachment) The NWN sought nominations of local women who had made, or continue to make, a significant contribution to the social and cultural life of our community. The brief profiles of the nominees were published in a booklet, which was launched at an International Women’s Day celebration in March 2008, and a second publication was produced in 2009. We continue to be inspired by the quality and activism of our local women. Many of the biographies tell of women’s contribution to the building of the ‘social’ infrastructure of the Shire. These stories complement the official historical accounts which primarily document men’s role in building the physical infrastructure of the Shire. One begins to develop a clearer picture of how women went about developing the services which we take for granted today, from the small kindergartens operating out of church halls to the wide ranging network of occasional and long day childcare care to the development of home based services for older frail and disabled residents of the area. They also tell of the bravery and resilience of women in their response to the devastating impact of the Black Saturday bushfires. This volume includes profiles of 23 women, 2013 Nominees in addition to those included since the project was launched in 2008. A review of the AIATSIS ethical guidelines Michael Davis (Independent Academic) A revision of the AIATSIS Guidelines for Ethical Research in Indigenous Studies was carried out during 2009-10. The purpose of the revision was to bring the Guidelines up to date in light of a range of critical developments that have occurred in Indigenous rights, research and knowledge management since the previous version of the Guidelines was released in 2000. In this paper I present an outline of these developments, and briefly discuss the review process. I argue that the review, and the developments that it responded to, have highlighted that ethical research needs to be thought about more as a type of behaviour and practice between engaged participants, and less as an institutionalised, document-focused and prescriptive approach. The arrogance of ethnography: Managing anthropological research knowledge Sarah Holcombe (ANU) The ethnographic method is a core feature of anthropological practice. This locally intensive research enables insight into local praxis and culturally relative practices that would otherwise not be possible. Indeed, empathetic engagement is only possible in this close and intimate encounter. However, this paper argues that this method can also provide the practitioner with a false sense of his or her own knowing and expertise and, indeed, with arrogance. And the boundaries between the anthropologist as knowledge sink - cultural translator and interpreter - and the knowledge of the local knowledge owners can become opaque. Globalisation and the knowledge ?commons?, exemplified by Google, also highlight the increasing complexities in this area of the governance and ownership of knowledge. Our stronghold of working in remote areas and/or with marginalised groups places us at the forefront of negotiating the multiple new technological knowledge spaces that are opening up in the form of Indigenous websites and knowledge centres in these areas. Anthropology is not immune from the increasing awareness of the limitations and risks of the intellectual property regime for protecting or managing Indigenous knowledge. The relevance of the Declaration on the Rights of Indigenous Peoples in opening up a ?rights-based? discourse, especially in the area of knowledge ownership, brings these issues to the fore. For anthropology to remain relevant, we have to engage locally with these global discourses. This paper begins to traverse some of this ground. Protocols: Devices for translating moralities, controlling knowledge and defining actors in Indigenous research, and critical ethical reflection Margaret Raven (Institute for Sustainability and Technology Policy (ISTP), Murdoch University) Protocols are devices that act to assist with ethical research behaviour in Indigenous research contexts. Protocols also attempt to play a mediating role in the power and control inherent in research. While the development of bureaucratically derived protocols is on the increase, critiques and review of protocols have been undertaken in an ad hoc manner and in the absence of an overarching ethical framework or standard. Additionally, actors implicated in research networks are seldom theorised. This paper sketches out a typology of research characters and the different moral positioning that each of them plays in the research game. It argues that by understanding the ways actors enact research protocols we are better able to understand what protocols are, and how they seek to build ethical research practices. Ethics and research: Dilemmas raised in managing research collections of Aboriginal and Torres Strait Islander materials Grace Koch (AIATSIS) This paper examines some of the ethical dilemmas for the proper management of research collections of Indigenous cultural materials, concentrating upon the use of such material for Native Title purposes. It refers directly to a number of points in the draft of the revised AIATSIS Guidelines for Ethical Research in Indigenous Studies and draws upon both actual and hypothetical examples of issues that may arise when requests are made for Indigenous material. Specific concerns about ethical practices in collecting data and the subsequent control of access to both the data itself and to published works based upon it are raised within the context of several types of collections, including those held by AIATSIS and by Native Title Representative Bodies. Ethics or social justice? Heritage and the politics of recognition Laurajane Smith (ANU) Nancy Fraser?s model of the politics of recognition is used to examine how ethical practices are interconnected with wider struggles for recognition and social justice. This paper focuses on the concept of 'heritage' and the way it is often uncritically linked to 'identity' to illustrate how expert knowledge can become implicated in struggles for recognition. The consequences of this for ethical practice and for rethinking the role of expertise, professional discourses and disciplinary identity are discussed. The ethics of teaching from country Michael Christie (CDU), with the assistance of Yi?iya Guyula, Kathy Gotha and Dh�?gal Gurruwiwi The 'Teaching from Country' program provided the opportunity and the funding for Yol?u (north-east Arnhem Land Aboriginal) knowledge authorities to participate actively in the academic teaching of their languages and cultures from their remote homeland centres using new digital technologies. As two knowledge systems and their practices came to work together, so too did two divergent epistemologies and metaphysics, and challenges to our understandings of our ethical behaviour. This paper uses an examination of the philosophical and pedagogical work of the Yol?u Elders and their students to reflect upon ethical teaching and research in postcolonial knowledge practices. Closing the gaps in and through Indigenous health research: Guidelines, processes and practices Pat Dudgeon (UWA), Kerrie Kelly (Australian Indigenous Psychologists Association) and Roz Walker (UWA) Research in Aboriginal contexts remains a vexed issue given the ongoing inequities and injustices in Indigenous health. It is widely accepted that good research providing a sound evidence base is critical to closing the gap in Aboriginal health and wellbeing outcomes. However, key contemporary research issues still remain regarding how that research is prioritised, carried out, disseminated and translated so that Aboriginal people are the main beneficiaries of the research in every sense. It is widely acknowledged that, historically, research on Indigenous groups by non-Indigenous researchers has benefited the careers and reputations of researchers, often with little benefit and considerably more harm for Indigenous peoples in Australia and internationally. This paper argues that genuine collaborative and equal partnerships in Indigenous health research are critical to enable Aboriginal and Torres Islander people to determine the solutions to close the gap on many contemporary health issues. It suggests that greater recognition of research methodologies, such as community participatory action research, is necessary to ensure that Aboriginal people have control of, or significant input into, determining the Indigenous health research agenda at all levels. This can occur at a national level, such as through the National Health and Medical Research Council (NHMRC) Road Map on Indigenous research priorities (RAWG 2002), and at a local level through the development of structural mechanisms and processes, including research ethics committees? research protocols to hold researchers accountable to the NHMRC ethical guidelines and values which recognise Indigenous culture in all aspects of research. Researching on Ngarrindjeri Ruwe/Ruwar: Methodologies for positive transformation Steve Hemming (Flinders University) , Daryle Rigney (Flinders University) and Shaun Berg (Berg Lawyers) Ngarrindjeri engagement with cultural and natural resource management over the past decade provides a useful case study for examining the relationship between research, colonialism and improved Indigenous wellbeing. The Ngarrindjeri nation is located in south-eastern Australia, a ?white? space framed by Aboriginalist myths of cultural extinction recycled through burgeoning heritage, Native Title, natural resource management ?industries?. Research is a central element of this network of intrusive interests and colonising practices. Government management regimes such as natural resource management draw upon the research and business sectors to form complex alliances to access funds to support their research, monitoring, policy development, management and on-ground works programs. We argue that understanding the political and ethical location of research in this contemporary management landscape is crucial to any assessment of the potential positive contribution of research to 'Bridging the Gap' or improving Indigenous wellbeing. Recognition that research conducted on Ngarrindjeri Ruwe/Ruwar (country/body/spirit) has impacts on Ngarrindjeri and that Ngarrindjeri have a right and responsibility to care for their lands and waters are important platforms for any just or ethical research. Ngarrindjeri have linked these rights and responsibilities to long-term community development focused on Ngarrindjeri capacity building and shifts in Ngarrindjeri power in programs designed to research and manage Ngarrindjeri Ruwe/Ruwar. Research agreements that protect Ngarrindjeri interests, including cultural knowledge and intellectual property, are crucial elements in these shifts in power. A preliminary review of ethics resources, with particular focus on those available online from Indigenous organisations in WA, NT and Qld Sarah Holcombe (ANU) and Natalia Gould (La Trobe University) In light of a growing interest in Indigenous knowledge, this preliminary review maps the forms and contents of some existing resources and processes currently available and under development in the Northern Territory, Queensland and Western Australia, along with those enacted through several cross-jurisdictional initiatives. A significant majority of ethics resources have been developed in response to a growing interest in the application of Indigenous knowledge in land and natural resource management. The aim of these resources is to ?manage? (i.e. protect and maintain) Indigenous knowledge by ensuring ethical engagement with the knowledge holders. Case studies are drawn on from each jurisdiction to illustrate both the diversity and commonality in the approach to managing this intercultural engagement. Such resources include protocols, guidelines, memorandums of understanding, research agreements and strategic plans. In conducting this review we encourage greater awareness of the range of approaches in practice and under development today, while emphasising that systematic, localised processes for establishing these mechanisms is of fundamental importance to ensuring equitable collaboration. Mark Straughair and John Duncan, established the Beechworth Foundry, Newtown in 1858 and went on to build an important industry, employing around sixteen men, after acquiring Alexander Roger's New Ford Street Foundry in the late 1860s. Making and repairing mostly mining and agricultural machinery for the Ovens District and a Beechworth brewery, the business continued to function after Straughair's death in 1882, up until the death of Duncan in 1896, when the business folded. Believed to have been taken sometime between 1858 and 1908, featuring a man with moustache, dressed in hat and long riding coat, seated on a bob-tailed horse, is stopped in the middle of a wide dirt road in Beechworth. He is outside a row of businesses, including R.McKenzie & Sons Grain Store and Mackenzie Family Store (Wholesale & Retail Est. 1855), along a sloping hill. Behind the main rider are a parked horse and laden two-wheeled cart backed up directly outside the grain store's verandah, and another man is driving a horse and four-wheeled wagon forward towards them. At the bottom of the hill is a bridge (Newtown Bridge) with forked road on the far side, leading to a number of houses on both sides of another hill. This image is looking down Bridge Street, Newtown, Beechworth and across to Ford Street (left) and High Street (right). Road-making was a focus of town development during the 1850s, and the wide streets were created on the instructions of the surveyor-general to be between sixty-six and ninety-nine feet wide to give the town a pleasing aspect.This photograph is important in showing the development and expansion of the various businesses and buildings in Bridge Street of Newtown, Beechworth. This photograph is recorded as depicting the presentation by Mr Alan Dunlop to Cr Val Mason, Shire President, of a 2.86-gram solid gold nugget found in the area more than 100 years ago, at the Burke Museum. The gold is reported as attached to a small amount of milk quartz mounted onto a tie pin. The photo and an article about the donation appeared in the Border Morning Mail on Friday 14th May, 1979. Alan Dunlop, pictured, was Sir Edward 'Weary' Dunlop's older brother. The tie pin artefact being donated in this photo is entered into the Victorian Collections database as follows: 'This nugget was found on the Beechworth Goldfield in the late 1800s by Mr Fred McIntosh (Alan & Edward Dunlop's Uncle by marriage, husband of Elizabeth (Bessie) Dunlop), who had made it into a tie pin and presented it to the Dunlop family'. Furthermore, Val Mason was the first female president of the former Beechworth Shire for two terms and a councillor for nine years. This photograph is of historic significance as it depicts known individuals who have connections to key Australian figures. Alan Dunlop is the brother of famous war doctor Edward 'Weary' Dunlop, and both men are Beechworth locals. The object Alan holds is a tie pin made from gold found by the Dunlops' uncle. It's also significant as it documents visually the origin of the tie pin artefact in the Burke Museum collection, via donation by Alan Dunlop. In addition, it depicts Val Mason, the first female president of the former Beechworth Shire for two terms and a councillor for nine years. It is of social significance as it depicts two well-known and respected Beechworth locals handling a key artefact of significance to the Beechworth Goldfields, and therefore Beechworth local history. ... to the town history/ development and local identities collections ...Taken in 1990, this photograph depicts a row of shops in Beechworth, with the shopfront of watchmaker and jewellers, William Turner and C.F. Falck, in the foreground, and newsagent and bookseller James Ingram's shop in the background.This photograph is of social significance to the Beechworth community in depicting the Street of Shops, the creation of curator, Roy Harvey, which opened in 1979 at Burke Museum. According to the Indigo Shire Council webpage for Burke Museum, this addition 'began a new period of collecting with Roy Harvey calling to the community for donations. The response resulted in an influx of material adding to the town history/ development and local identities collections. The Shops and their contents reflect another period in museology.' The historic shopfronts in this image portray those of local settlers, William Turner and CF Falck's Watchmaker and Jeweller store, and James Ingram's news agency and bookshop. William Turner was originally a goldfields official who became a commissioner on the Ovens goldfield, and later a resident warden, at times performing magisterial duties and chairing the Local Court. Charles Frederick Falck, born in Korlin, Germany, in 1833, a skilled watchmaker and jeweller, ran the jewellery business from 1862. Along with William Turner and Melbourne barrister, George Milner Stephen, he prepared a dazzling display of gems and jewellery from Beechworth for the Royal Society's Exhibition in Melbourne in 1865. This act signposted Beechworth's progress as a nineteenth-century gold rush town with a population of around 3000. In the mid-1850s, newsagent James Ingram established a newsagency and supplied papers and stationary to the goldfields. He and bookseller R.T. Vale stocked a wide range of literary, historical and religious works, textbooks, periodicals and newspapers, as well as hosting a reading and writing room on Camp Street{?}. James Ingram was a 'devoted instigator and supporter of the town's welfare institutions', who raised funds for to establish a hospital, primary school and benevolent asylum, and assisted people who'd fallen on hard times with his wife. He was also a mainstay of the early Baptist church, holding meetings in his house. He died in 1928, six weeks short of his 100th birthday. Ingram's Rock, north-west of Beechworth near where he lived in later life, was named after him. There were 400 Chinese market gardeners and hawkers in the area in 1868. Taken on 14 May 1979, this photo depicts Mr Alan J. Dunlop and his wife presenting a 2.86-gram solid gold nugget found in the Beechworth area more than 100 years ago, to the Shire President, Councillor Mrs Valerie Mason. The gold is reported as attached to a small amount of milk quartz mounted onto a tie pin, and was donated to the Burke Museum by the Dunlop family. Alan Dunlop, pictured, was Sir Edward 'Weary' Dunlop's older brother. The tie pin artefact being donated in this photograph is entered into the Victorian Collections, and records that the nugget was found in the Beechworth Goldfields by Mr Fred McIntosh, in the last 1800s. Fred McIntosh, the husband of Elizabeth (Bessie) Dunlop (the sister of Alan & Edward's father, John) had the nugget made into tie pin and presented it to the Dunlop Family. Furthermore, Valerie 'Val' Mason was the first female president of the former Beechworth Shire for two terms and a councillor for nine years. This photograph is of historic significance as it depicts known individuals who have connections to key Australian figures. Alan Dunlop is the brother of famous war doctor Edward 'Weary' Dunlop, and both men are Beechworth locals. The object Alan holds is a tie pin made from gold found by the Dunlops' uncle, and the provenance of the item – from goldfield to family collection to museum collection – provides a recent context with which to interpret the significance of gold-mining on present and future generations, as well as strong research potential on minerals known to be sourced in the area. In conjunction with other photographs in the collection, this photograph visually documents the donation and acquisition of the tie pin artefact into the Burke Museum Collection. In addition, it depicts Valerie ‘Val’ Mason, in her role as the president of the former Beechworth Shire. Val was the first female in this role, which she held for two terms, and was a councillor in the Shire for nine years. This photograph is of social significance as it depicts two well-known and respected Beechworth locals handling a key artefact of significance to the Beechworth Goldfields. Depicted in the photograph is Newtown Bridge or the Newtown Falls Bridge, in Beechworth, Victoria. Noted for its location, detailed craftsmanship and stonemasonry by Scottish stonemasons the Newtown Bridge was built in the 19th century provincial town of Beechworth (completed in 1875). The bridge was built over Spring Creek, spanning 6.3 meters wide and 24.8 meters tall. Beechworth held a distinct role in the administrative and commercial management of Victoria's north-eastern goldfields, with many objects and structures still well preserved from the towns establishment. The bridge indicates the growth of the town, replacing a previous timber structure as well as its association to the mining activity in the area and the rapid increase in Australia's economy that led to investment and development of roads and railways. The local granite used in the construction of the single arch Newtown Bridge makes the bridge and other buildings made with the granite unique to the area, the honey-toned material distinct to Beechworth. This photograph is historically significant as it provides insight into the industrial development of Beechworth and the surrounding area, contributed to by the goldfields. Mavis Jensen (nee Knight) was born in Broadford in 1920 and came to Beechworth with her family a year later, so her father could assist his father at Knight's Blacksmith at 1A Camp Street, where the Hotel Nicholas is now located. Mavis Jensen left school at the age of 13 and worked as a kitchen maid at Ovens Benevolent Asylum. She was employed as a ward assistant at Mayday Hills Hospital from 1939 to 1980, except for 1958-59 when she gave birth to her son, Noel. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This project involved recording seventy oral histories on cassette tapes of local Beechworth residents which were then published in a book titled: Listen to what they say: voices of twentieth century Beechworth. These cassette tapes were digitised in July 2021 with funds made available by the Friends of the Burke.Mavis Jensen's account of her life in Beechworth and the local area during the 20th century is historically and socially significant to the cultural heritage of the region. Ray Stone was born in 1927, growing up in Beechworth as the oldest of eight children, but spent much of his life travelling, which he recalls in this oral history. Although he started working at the Beechworth Tannery with his father, he joined the Navy before he was of age in 1944 to support the war effort, and upon returning to Beechworth gave up on the Tannery after half a day to continue working jobs across Victoria instead. He talks extensively about watching Beechworth's famous Wheelbarrow race, where Tony Evans bet Tom Parkinson that the latter would not be able to push the former in a wheelbarrow from the Beechworth Post Office to Mt Buffalo in eight days. Calling himself a "helper all [his] life", he discusses the way many towns he worked in would come together to support struggling families, especially widows. In comparison, he suggests that the Beechworth of 2000 is much less community-orientated. He also discusses the economic changes he's witnessed around Beechworth, from the difficulties during the Depression while he was a child, to business improvements at the Tannery and Brewery, to the tourism boom. Fred was born on the 1st of March 1928 and Bette in 1934, in Beechworth. Both of their families immigrated from England on convict ships in the 1800s. Fred and Bette both had large families of 9 and 5 siblings respectively, with 2 of Fred's siblings suffering from muscular dystrophy both dying at 20 years old which affected the family. Bette originally worked in multiple cafes and kitchens in Beechworth before working in "Ennals Store" which was a grocery store, for over 30 years. Fred worked as a milkman during the war before becoming an engineer at the tannery and the brewery in Beechworth. He rebuilt the factory at the brewery during the 1970s and worked there until he retired. This oral history recording was part of a project conducted by Jennifer Williams in the year 2000 to capture the everyday life and struggles in Beechworth during the twentieth century. This photograph was taken in the 1960s of the Lake Sambell Swimming Pool with the lake itself in the background. The swimming pool area has multiple features including park benches, a water slide, and a fenced area with a diving pontoon for lap swimming and racing. Lake Sambell Swimming Pool was completed in 1961, driven largely by R.E. Carter, Beechworth shire engineer from 1954-63. Carter advocated for improvements to the lake and surrounding area in order to encourage tourism in Beechworth. The opening of the swimming pool was part of many improvements to Lake Sambell made during this period by Carter including establishing the caravan park in 1959, water skiing and boating facilities, and increasing the lake surface in 1964. These improvements were financed mainly by grants from the Tourist Development Authority. For many decades, members of the local Beechworth community had advocated for the development of swimming pool at the lake that would include a safe wadding area and Olympic standard lanes for laps and races. Throughout the 1940s the Beechworth Swimming Club tried to raise awareness and funds to address the structural engineering issues, raise the water levels, and improve swimming facilities at the lake. Beechworth Swimming Club hosted a swimming carnival at the lake in 1948, but it was decided due to several issues at the event, that no further carnivals would be hosted until necessary improvements were made to the area. Swimming pools, both artificial and built into natural environments, were an extremely popular public space throughout the 20th century in Australia. Increasing in accessibility and popularity through such developments as less restrictive swimming outfits during 1920s, public building works during the 1920s and 30s, and an increase in leisure time during a period of post-war prosperity. This photograph is of historical significance as it documents the newly established Lake Sambell Swimming Pool in the 1960s after many decades of discussion and proposals around creating a safe swimming area at the lake. Further, this photograph provides important social insights into the facilities and uses of this pool in the 1960s, and underlines the significant role public swimming pools have played in Australian social and recreational experiences. Agate occurs when amygdales (gas pockets) form in the upper levels of basaltic lava flows. If these pockets or bubbles are iniltrated by water bearing silica in solution, the fluid dries and hardens in layers, forming round or egg shaped nodules or geodes within the rocky matrix. Agate is formed of a silica mineral chalcedony similar to quartz. Although relatively common and semi-precious, agate has been prized since at least 1450 BC - an intricately carved agate seal was found in the 2015 excavation of a grave belonging to a Mycenaeum priest or warrior near Pylos in Greece. Agate is also used in jewellery and other decorative or ritual purposes due to its often striking appearance. Quartz is found all over Australia, including Beechworth in Victoria. It is formed in deep-seated igneous rocks and crystallized through hot aqueous solutions. It can have two forms; Microcrystalline quartz or Crystalline quartz. Microcrystalline quartz is a fine grain quartz where crystalline quartz is often a large crystal. The colour of quartz can vary. These specimens were collected in Victoria in the vicinity of the Burke Museum. Victoria and other regions of Australia were surveyed for sites of potential mineral wealth throughout the 19th Century. The identification of sites containing valuable commodities such as gold, iron ore and gemstones in a locality had the potential to shape the development and history of communities and industries in the area. The discovery of gold in Victoria, for instance, had a significant influence on the development of the area now known as 'the goldfields', including Beechworth; the city of Melbourne and Victoria as a whole.The specimens are significant as examples of surveying activity undertaken to assess and direct the development of the mineral resource industries in Victoria and Australia, as well as the movement to expand human knowledge of earth sciences such as mineralogy and geology in the nineteenth century.Geological specimens of Agate and Quartz respectively; the fist-sized piece of Agate has peach/coral colouring with grey concentric patterning and the smaller piece of quartz is a uniform yellow/orange shade. The photographer has capitalised words in the label, indicating that 'The Precipice' may have suggested a particular rather than a general vantage point to local people at the time. Although the exact location of the photograph is yet to be determined, Beechworth Gorge is popular today with hikers and nearby Mt Stanley is noted for its views. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques.This glass slide is significant because it provides insight into Beechworth's built environment and natural landscape in the early Twentieth Century, around the time of Australia's Federation. It is also an example of an early photographic and film-making technology in use in regional Victoria in the time period.Thin translucent sheet of glass with a square image printed on the front and framed in a black backing. This slide shows a train proceeding along the Beechworth rail trail in approximately 1900. The rail line to Beechworth was the subject of significant lobbying by local officials such as John Orr and G.B. Kerferd in the 1860s, as it was recognised that the poor quality of roads to Melbourne and Albury hindered trade and formed a barrier to the social development of the town. The subsequent positioning of Beechworth on a branch rather than a main line was not considered ideal to achieve these aims, but the Everton-to-Beechworth and Beechworth-to-Yackandandah components of the line cost an average of £7,277 per mile and State Government officials felt the need in the area did not justify the cost of a direct line. The Beechworth Railway Station was officially opened on the 29th of September 1876 and ran services twice daily to Melbourne, transporting nearly 12,000 passengers and around 6,500 tons of cargo in 1900. It closed in 1976 and is today used as a cycling trail used by locals and promoted as a feature of the area to tourists. This lantern slide shows the Ovens District Hospital (also called the Ovens Goldfields Hospital) in Beechworth in approximately 1900. The Hospital was built as part of a community push to develop the infrastructure needed for a permanent town in the 1850s. At the time there was no hospital located between Melbourne and the NSW town of Goulburn and it was recognised that the nature of mining and agricultural work predisposed people to serious injury. The community voted in 1853 to raise funds for a hospital and a voluntary committee elected from people who contributed £2 or more annually determined the organisation's management policies, which aimed to provide care for poor people at rates levied according to the person's means. Ongoing operations of the hospital were primarily supported by Government grants, however. The foundation stone was laid at a site in Church Street at a ceremony held 1st September 1856 which was attended by 2000 people using a locally crafted trowel with a tin ore handle and pure gold blade. The hospital, which was designed by J.H. Dobbyn, cost £2347. The hospital had two wards, a dispensary, apartments for a resident surgeon and the matron, an operating theatre and a board room. Further medical facilities including services to meet the cultural and health needs of the local Chinese community were later added, in addition to a Palladian-style cut-granite face built in 1862-63. It functioned as the region's primary hospital until surpassed by the Wangaratta Hospital in 1910. In the 1940s much of the building materials were salvaged and repurposed, with the exception of the facade which was restored in 1963 by the Beechworth Lions Club and still stands today. The facade featured on the covers of local history volume 'Beechworth: a Titan's Field' by Carole Woods and heritage-focused travel guide the 'Readers Digest Book of Historic Australian Towns'. Lantern slides, sometimes called 'magic lantern' slides, are glass plates on which an image has been secured for the purpose of projection. Glass slides were etched or hand-painted for this purpose from the Eighteenth Century but the process became more popular and accessible to the public with the development of photographic-emulsion slides used with a 'Magic Lantern' device in the mid-Nineteenth Century. Photographic lantern slides comprise a double-negative emulsion layer (forming a positive image) between thin glass plates that are bound together. A number of processes existed to form and bind the emulsion layer to the base plate, including the albumen, wet plate collodion, gelatine dry plate and woodburytype techniques. Lantern slides and magic lantern technologies are seen as foundational precursors to the development of modern photography and film-making techniques.This glass slide is significant because it provides insight into Beechworth's built environment and infrastructure in the early Twentieth Century, around the time of Australia's Federation. It is also an example of an early photographic and film-making technology in use in regional Victoria in the time period.Thin translucent sheet of glass with a round-edged square image printed on the front and framed in a black backing. The Royal Federation of Aero Clubs of Australia is the national body of Aero Clubs and other aviation associations. The prime objectives of the Federation are to foster aviation in Australia, to ensure adequate flying training is available to all pilots and to encourage national and local competitions, air races and other aviation events.(ref R.F.A.C. web site) Orbost Aero Club began in 1969 with Basil Dowie as Chair, David Nixon as Secretary/Treasurer. The group went into recess from 1977-1991 closing in 1997. The mid 1960s were boom years in flying training in Australia and the number of Aero Clubs grew rapidly. The Club played a significant role in the establishment of the small airport at Marlo and in the ongoing operation and development of the airport over the years particularly for patient transfer by aerial ambulance. This is an extract from the Victorian Parliamentary Debates on Tuesday 18th July, 1922. It is titled "Death of the Honorable James Cameron" and is a tribute from Mr Lawson, the Victorian premier. In 1882 James Cameron was the first Orbost councillor of the newly constituted Tambo Shire. In the next twenty years he served as justice of the peace, shire councillor, guardian of St James's Anglican Church, Sunday school superintendent and president of the local agricultural society. In 1902 he won a by-election for Gippsland East and took his seat in the Legislative assembly. He serve for eighteen years and his main achievements were securing one million pounds for East Gippsland development bringing the railway to Orbost and establishing the Country Roads Board.James Cameron was an early Orbost pioneer, a respected community member and a prominent politician.A memorial extract from the Victorian Parliamentary Debates. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave from 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However, he continued to take a very keen interest in the continual development of the Library until his death in 1969. WARRNAMBOOL MECHANICS’ INSTITUTE Warrnambool's Mechanics' Institute (or Institution as it was sometimes called) was one of the earliest in Victoria. On 17th October 1853, a meeting was held where it was resolved to request the Lieutenant Governor of the Colony to grant land for the erection of a Mechanics' Institutes building. A committee was formed at the meeting and Richard Osburne chaired the first meeting of this committee. The land on the North West corner of Banyan and Merri Streets was granted but there were no funds to erect the building. The Formal Rights of the Warrnambool Mechanics' Institute's encompassed its aims and these were officially adopted in1859; "This Institution has for its object the diffusion of literary, scientific, and other useful knowledge amongst its members, excluding all controversial subjects, religious or political. These objects are sought to be obtained by means of a circulating library, a reading room, the establishment of classes, debates, and the occasional delivery of lectures on natural and experimental philosophy, mechanics, astronomy, chemistry, natural history, literature, and the useful and ornamental arts, particularly those which have a more immediate reference to the colony." The Warrnambool Mechanics' Institute opened its first reading room in November 1884 in the National School building at the corner of Banyan and Timor Streets. The Institute was funded by member subscription, payable on a quarterly, half-yearly or yearly basis. Samuel Hannaford, the Manager of the Warrnambool Bank of Australasia, was the first Honorary Secretary of the Mechanics' Institutes, and an early President and Vice-President. He also gave several of the early lectures in the Reading Room. Another early Secretary, Librarian and lecturer was Marmaduke Fisher, the teacher at the National School. Lecture topics included The Poets and Poetry of Ireland', 'The Birth and Development of the Earth', 'The Vertebrae - with Remarks on the pleasures resulting from the study of Natural History' and 'Architecture'. In 1856 the Reading Room was moved to James Hider's shop in Timor Street, and by 1864 it was located in the bookshop of Davies and Read. In the 1860's the Mechanics' Institute struggled as membership waned but in 1866, after a series of fundraising efforts, the committee was able to purchase land in Liebig Street, on a site then called Market Square, between the weighbridge and the fire station. A Mechanics' Institute building was opened at this site in August 1871. The following year four more rooms were added to the main Reading Room and in 1873 the Artisan School of Design was incorporated into the Institute. The same year Joseph Archibald established a Museum; however, it deteriorated when he was transferred to Bendigo in 1877. In 1880, with Archibald's return to Warrnambool, the Museum was re-established, and in 1885 a new building was built at the back of the Institute to accommodate the re-created School of Design, the Art Gallery and the Museum. In 1887 the Museum section was moved to the former courthouse in Timor Street (for some time the walls of the building formed part of the TAFE cafeteria but all is now demolished)). In 1911 the Museum was transferred back to the original building and the management of the Mechanics' Institute was handed over to the Warrnambool City Council. The Museum and Art Gallery became one and housed many fine works of art, and the Library continued to grow. The building was well patronised, with records showing that at the beginning of the 20th century there were between 500 and 800 visitors. During World War One the monthly figures were in the thousands, with 3,400 people visiting in January 1915. The Museum was a much-loved Institution in Warrnambool until the contents of the Museum and Art Gallery were removed to make room for the Warrnambool City Council Engineers' Department. The contents were stored but many of the items were scattered or lost. When the original building was demolished the site became occupied by the Civic Centre, which included the new City Library. (The library was temporarily located in the old Palais building in Koroit Street.) In the process of reorganisation the Collection was distributed amongst the community groups: -The new City Library took some of the historical books and some important documents, historic photographs and newspapers. -The Art Gallery kept the 19th Century art collection and some of the artefacts from the museum. -The Historical Society has some items -The State Museum has some items -Some items were destroyed -Flagstaff Hill Maritime Village has old newspapers, Government Gazettes, most of the Mechanics' Institute Library, ledgers and documents connected to the Mechanics' Institute Library, some framed and unframed artworks and some photographs. The Warrnambool Mechanics' Institute Library book collection is deemed to be of great importance because it is one of the few collections in an almost intact state, and many of the books are now very rare and of great value. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. The Warrnambool Mechanics' Institute’s publication collection is of both local and state significance. This Photograph is one of a number of photographs of the Warrnambool Militia. The photograph entitled "Warrnambool First Volunteer Corps" is dated 24th May 1860. (The First Volunteer Corps began in 1855.) It was presented by James Astley Bromfield (former Mayor of Warrnambool) to Major Walter Helpmann, head of Warrnambool’s 1st Volunteer Corps in 1887. The photograph shows the Corps lined up for inspection in Timor Street, Warrnambool. The location is outside what is now the Archie Graham Centre and the camera is looking west towards Liebig Street. A number of Warrnambool streets are named after members of the Militia. It is also historically significant because of its connection to the unrest that was taking place in Europe at this time. The Port of Warrnambool - In the early years the Port of Warrnambool was a busy port. Steamships and sailing ships were frequent visitors to the port. Steam navigation companies were plentiful, carrying passengers and freighting cargo such as coal, timber, food, livestock, furniture, hardware and haberdashery between Melbourne and the ports along the southwest coast of Victoria, including Warrnambool. The carts would take their loads into the township for distribution. The Breakwater was built (using 32 ton blocks of concrete) between 1874 and 1890 to provide ships with greater protection from the Southern Ocean. The Lifeboat and Rocket House - The coastline of South West Victoria has had over 600 shipwrecks and many lost lives; even in Warrnambool’s Lady Bay there were around 16 known shipwrecks between 1850 and 1905, with eight lives lost. In 1859 the first Government-built lifeboat arrived at Warrnambool Harbour and a shed was soon built to house it, followed in 1864 by a rocket house to safely store the Rocket Rescue equipment. In 1878 the buildings were moved to the Breakwater area, and in 1910 the new Lifeboat Warrnambool arrived with its ‘self-righting’ design. For almost one hundred years the lifeboat and rocket crews, mostly local volunteers, trained regularly to maintain and improve their skills, summoned when needed by alarms, gunshots, ringing bells and foghorns. Some became local heroes but all served an important role. By the end of the 1950s the lifeboat and rescue equipment had become obsolete. Joseph Jordan - Joseph Jordan was born in 1841 in Leicester England. When he was 16 he joined the 7th Queen's Own Hussars and was sent to India at the outbreak of the mutiny. He took part in the relief of Lucknow and remained in India for eleven years. It was during this time, he became interested in photography. He was posted to New Zealand and later came to Victoria, becoming a sergeant major of the Mounted Rifles. In the mid 1880s he came to the Western district where he was responsible for establishing units of the Mounted Rifles in various country towns such as Dunkeld, Mortlake, Panmure, Bushfield, Koroit etc. He resigned from the army in 1889 and set up a professional photography studio in Liebig Street, Warrnambool. He became very well known in the Western District for family photographs, official photographs of local councillors and groups as well as views of local scenery. In 1891 he photographed the wrecked barque "Fiji" at "Wrecks Beach" near Princetown. His business was taken over by his son Arthur around 1917. Joseph was a keen rifle shot and in 1924 he donated the "Jordan Shield" as a prize to the Victorian Rifle Association. He was made a "Life Honorary Member" of the Warrnambool Returned Soldiers League and in 1933 he was recognised as being the oldest living soldier in Victoria. Joseph died in 1935 aged 95. Valentine Publishing Company Pty. Ltd. Valentine and Sons was a printing and photography business based in Dundee, Scotland and Canada. In the early 1900's, at the height of the postcard craze, they published large numbers of postcards in the U.K., Canada, U.S., Australia and South Africa. Valentine postcards have a 6 digit serial number on the view side with the initials "J. V." in a circle adjacent to the number. The 300,000's related to views of Australia. From around 1900 (or earlier) the firm bought many images for their postcards from local and national photographers who sold publishing rights to Valentines.This postcard is significant for its association with the Port of Warrnambool and the Warrnambool Breakwater as it shows a point in time when shipping activities were an important part of Warrnambool's commerce and social development. It is also a record of the Warrnambool Lifeboat and Rocket house which was important in aiding ordinary citizens, harbour employees and the volunteer boat and rescue crew in saving the lives of sailors and passengers due to the high number of shipwrecks that occurred along the coastline. Joseph Jordan is a significant figure in Warrnambool history as he helped to establish early units of the Mounted Rifles (G Company) in local towns during the late 1880's and later, photographed local scenes, groups and citizens of early Warrnambool. Mr John Wilson Gillie was born on the 31st of March 1864. On the 31st of July 1880 he was apprenticed for four years to J.J. Wilson and Sons, Nautical Instrument Makers of Sunderland. Following the apprenticeship he spent six months to a year as an ‘improver’ in Glasgow, and then started a new company ‘Wilson and Gillie’ in North Shields. At this time sail had just given way to steam and wooden ships to steel, and the railways were competing with colliers for the carrying of coal from the North East of England to London and the South. In 1858 only seven out of 44 shipyards on the Tyne were using iron, but by 1862 there were ten, employing around 4,000 men. These changes had a significant effect on nautical instrument manufacturers, as the magnetic compass for a wooden sailing vessel was very simple and required little in the way of compensation. For steel vessels much more was required and this was a period of great development, both in the compass bowl and the binnacle in which it was housed. In 1870 Sir William Thomson (later Lord Kelvin) designed his dry card standard compass, which completely replaced all previous designs. Wilson and Gillie started as agents for the Thomson compass, but later J.W. Gillie, using similar principles, redesigned the compass suspension and patented the ‘UNIT’ standard compass. It became popular with local shipowners and shipbuilders. In 1910 the firm of John Lilley and Son (which had been established in London in 1812), found themselves in financial difficulties and were saved with the help of John Wilson Gillie, who established, on the 8th of August 1911, a new firm of John Lilley and Son Limited. John Lilley and Son had been the sole London agents for Sir William Thomson, a very enviable position during this period, when the Thomson compass led the field. Unfortunately, Mr. Lilley had quarreled with the Glasgow company, who withdrew the agency and established their own branch in London (later to become Kelvin White and Hutton). On November 7th 1913, the firm of John Lilley and Son Limited of London amalgamated with Wilson and Gillie of North Shields, and after this date instruments manufactured by the two companies bore the name John Lilley and Son Limited of London and North Shields. During the 1930s many of the London nautical instrument makers were in difficulties, including John Lilley and Son Limited and Reynolds and Son, Dobbie and Clyde Limited, and Mr. J.W. Gillie arranged an amalgamation between these two companies. The new firm became Lilley and Reynolds Limited. In 1943, with estate duties in mind, the North Shields company was reconstituted and took the name of John Lilley and Gillie Limited, although the shareholders, directors and personnel remained unchanged In the early 1970s Lilley and Gillie developed close links with Observator in Rotterdam, who manufactured one of the first fully reliable transmitting magnetic compass systems. The Observator shareholders, Holland America Line, bought the share capital of John Lilley and Gillie Limited., but retained all the personnel and the directors. John Lilleys company began in 1812 growing at a time when the transition of compasses from timber ships, to steel vessels. Compasses at this time required a method of compensation to allow their inclusion in steel vessels without magnetic deviation. This therefore was a period of great development, both in the compass bowl and the binnacle in which it was housed and the Lilley company were leaders in the field. Ships binnacle, wood with brass fittings, consists of 2 brass lamp holders, place for compass, Also has an inclinometer with a scale 40 to 0 to 40, one red and one green iron Kelvin compensation balls, one on each side of binnacle denoting port and starboard, a brass cylinder attached perpendicular at the rear for storing a Flinders Bar, 2 hinged cupboards containing adjustable wooden racks with drilled holes in them to hold iron Heeling error magnets.Textured brass plate attached to front stating "JOHN LILLEY & SON LTD (WILSON & GILLIE), NAUTICAL INSTRUMENT MAKERS, NORTH SHIELDS" .
