So many old people who have done so much for Eltham are buried up there and it is up to us to pass on what they left to the younger generation. Eltham is a beautiful spot; why louse it up?" Manna Gum is a species of a small to a very tall tree that is endemic to south-eastern Australia. These particular trees are part of the Gawa Wurundjeri Resource Trail at Watsons Creek. Signs share information about how the Wurundjeri people lived near the creek and used the land to obtain bush foods, medicines, tools, shelter and clothes. The trail introduces visitors to the indigenous flora and fauna, including manna gums, Lomandra (used to weave baskets) and wombat burrows. In 1848, Francis Rogerson form Dumfriesshire, Scotland purchased 80 acres of land at Kangaroo Ground on which he built a two-roomed bark hut. He named the property afterr the many Bronzewings and Wonga Pigeons in the area. Ewen Hugh Cameron moved to Pigeon Bank the same year he was elected to Parliament as the Member for Evelyn. At the time he moved in, Pigeon Bank had six rooms and the present water well. He made further extensive additions and lived there until his death in 1915. Originally built in the 1850s by Charles Souter from earth excavated from his property. It was a forerunner for a building style that was later to be synonymous with Eltham. The house is historically significant as the oldest mud brick building in the Shire of Nillumbik, as one of less than half a dozen buildings from the 1850s that survive in the Shire. It underwent several additions and alterations between c.1950s-1980s. It is also significant for its associations with Mervyn Skipper from the well-known Eltham family who was one of the founders of the artist's colony at Montsalvat. The house is architecturally significant because its north section was designed by the noted 'Eltham-style' architect, Alistair Knox, and the two long Oregon beams supporting the main floor were added by the noted 'Eltham-style' builder, Horrie Judd who built the southern room. A onetime tenant in the house, Judd built many Eltham houses and was a major builder of Montsalvat. The 1934 flood destroyed the south wall and the house remained unoccupied for some time. Sonia Skipper, one of Montsalvat’s builders who also worked for Alistair Knox oversaw rebuilding it. She employed landscape designer Gordon Ford, artist Peter Glass and Tim Burstall. The house originally had a cellar for making and storing wine, reputedly the first made in the district according to Alistair Knox in his book ‘We are what we stand on’ (p33). Water would seep into the cellar so Sonia’s father and then owner of the house, Mervyn Skipper bulldozed a channel outside to divert it. The original Shire of Eltham was founded in 1871. Prior to its founding, the district was managed by the Eltham District Road Board, which was established in 1856. The initial rate assessment commenced in 1857 for the year ending October 14, 1858. The honour of being recorded with the first assessment went to a farm of 110 cultivated acres at Lower Plenty, owned by John Porter and occupied by Albert Baines. It was assessed at 6d/acre providing for a rate income of £2 15s. In July 2017, officers at Nillumbik Shire Council discovered some early Eltham Road District Assessment books and donated them to the Eltham District Historical Society. The seven volumes were the district’s first six years of rate assessments. This was a unique and significant record of early settlers in the pre-Shire of Eltham. They immediately became one of the oldest and most valuable items in our collection. An article on page 5 in the Eltham and Whittlesea Shires Advertiser, Friday, 21 November, 1941 titled: ‘District’s Early History‘ states: “The first rate book which is still in existence at the Shire Office is for the year ending October 14, 1858 and is probably the best record possible to indicate the development of the district. At the time properties were rated as follows: Cultivated land. 6d. per acre; pasture land, 1d. per acre: estimated annual value of buildings, etc., 6d in the (pound). The total amount of rate recorded for the year was £153/14/8. Properties were described as being situated at Lower Plenty, Yarra Yarra, Eltham, Lower Eltham, Kangaroo Ground, Yarra Flats, Diamond Creek and the Yarra.” Given the precious nature of this collection, priority was given to digitise the rate books and place them in suitable archival storage to minimise further handling. Subsequent discussion amongst our Collections team arrived at the conclusion that the most appropriate home for this valuable record was the Public Record Office Victoria (PROV), the archive of the State Government of Victoria and who are charged with archiving and caring for all Government related records. An approach was made to PROV who confirmed these records would complete their collection of rate assessment books for Eltham. Crown Portion 3 of Eltham, Parish of Nillumbik, County of Evelyn, Lots 26, 26A and 26B were part of the Greensborough Railway Station Estate. The land detailed is bounded by present-day Rattray Road, Reichelt Avenue, Wooded Way and Ryrie Court, Montmorency. Originally purchased in September 1913 by George William Miller, signwriter of Greensborough and Harry Frederick Miller, the land was sold to Mrs Margaret Barr Honeyman, 24 June 1918 on mortgage for £400, deposit paid £150. In February 1920, Mr Honeyman called for the title and paid off the loan early, settlement occuring 11 October 1920. Contents: 1. Handwritten payment plan (Sep 1913 to Mar 1923) for Lots 26, 26A and 26B being parts of Crown Portion 3, Parish of Nillumbik, County of Evelyn on the plan of subdivision making up the Greensborough Railway Station Estate situated on Rattray Road; purchased for £179.2.0 with a deposit of £18.0.0. 2. Receipt: From Messrs G.W. and H.F. Miller for £11.15.8 being instalment and interest, 9 Sep 1913 3. Invoice: To Messrs G.W. and H.F. Miller for £11.12.0 being instalment and interest due 15 Sep 1914 4. Contract of Sale: George William Miller and Harry Frederick Miller to Mrs. Margaret Barr Honeyman, in respect of sale of Lots 26, 26A and 26B for £400.0.0, 24 June 1918.
