The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966.This card is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. When marking a boundary for a registered plan, a surveyor would place “Reference Marks” with a stated bearing and distance to a boundary corner. These trees were typically marked by cutting the bark of the tree in a shield or blaze. Until July 1886, surveyors were only able to use trees as reference marks to boundary corners. After July 1886 surveyors were able to use “permanent marks” which were either a glass bottle, gas pipe or iron bolt (for homestead surveys only). This photograph shows the reference tree, 83 miles from Marlo via the original surveyed road v ia Sydenham Inlet and Tamboon, south of Mount Drummer to the New South Wales border - now the Princes Highway.This is a pictorial record of an old survet tree. Knowledge of their location, abundance and condition not only provide important insights to past survey practice, but also provide a lasting legacy of a regions land-use history. The reference numbers enable individuals research the history of the property. The other is on a smaller scale giving only the allotment numbers. This is a reference written on 14th October, 1942, by the Head of the Art Department at the School of Mines and Industries Bendigo, Ernest H. Duncan, for a former pupil, Miss Ivy Jack. It is a complimentary reference assuring 'To Whom it May Concern' that Miss Jack 'is a fine type of girl possessing many fine qualities...' and that she has '...proved herself an energetic, careful and reliable student with ability in Dressmaking above the average.'This is significant in relation to the history of the Bendigo School of Mines and Industries. It gives an insight into the type of courses being offered by the school in 1942, as well as an insight into how references for individuals were written in the 1940's, as opposed to the way they are written in 2013.
