The South Star Mine commenced operations in the 1880s and worke the quartz laods after the great floods of 1875 forced the closure of most alluvial mines. The South Star Mine sunk its first shaft in 1886, but broke into old alluvial workings and had to be abandoned because of flooding. In 1885, at the instigation of James Oddie, the Government reserved three acres (about 1.2 hectares) for an observatory in Cobden Street, Mount Pleasant, originally known as the Ballarat School of Mines Observatory. In March 1886 a committee was appointed for the care, protection and management of the reserve. Captain Baker, a retired sea captain, was invited to become the first Superintendent of the Ballarat Observatory. Six colour photographs of the stained glass windows in the Ballarat Observatory. The first stained glass window was installed from around 1915-16, and were probably associated with John Brittain. The Sebastopol, or Guiding Star Lodge was consecrated on 22 May 1999 following the amalgamation of ‘Hope No. 274’, ‘Orion No. 53’ and ‘Sebastopol No. 63’, three of Ballarat’s oldest Freemasons Lodges with a combined total of over 345 years of masonic history, and is chartered under the United Grand Lodge of Victoria. In 2011 the Sebastopol and other Central Ballarat Lodges were sold, with the lodges now meeting at 616 Barkly Street, Golden Point. The old Sebastopol Town Hall was erected in 1868 and opened on 19 March, 1869. The newer Town Hall was rebuilt in the 1950s and opened on 20 December 1960. The building was demolished except for the facade to build a new library in Sebastopol. The $2.8 million redeveloped Sebastopol Library Community Hub opend its doors to the community on Wednesday 2 January, 2019.
