Bush Fire Working Party Registration Form (Blank), 1962
In 1962, bushfires in the Dandenong Ranges (Melbourne, Victoria) took the lives of 32 people and saw the destruction of many homes. St Andrews was one of the places affected, and the Melbourne YCW (Boys) contributed to the re-building effort by providing skilled trades on a voluntary basis. In the days before online communication, this proforma was distributed to YCW members either by post or through the channel of the branch meeting to garner volunteers to the bushfire recovery effort. The document reveals the coordinating role of the diocesan team based at headquarters, and how the YCW (Boys) in Melbourne understood it's role as a service organisation. This document is part of a broader set of documents exploring this effort, including a subsequent report evaluating the effort and letters of thanks. The discovery of gold in Smyth's Creek in 1854 and subsequent gold rush to the Caledonia diggings led to the establishment of Queenstown (present day St Andrews). The first recorded burial was July 31st, 1861 and it was officially declared a Cemetery Reserve in 1866. Many graves are unmarked and unrecorded including many Chinese and other itinerant miners. The cemetery was closed for new burials in 1851. The last recorded burial was in 1981 in an existing family grave. In Loving memory of David Band Died 30th Decr. 1862, aged 51 years. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p73 The discovery of gold at Smyth’s Creek* in 1854 brought 3000 people to the area in search of their fortunes.1 However in the harsh conditions many miners and their families died young, and were buried in unmarked graves. Their stories died with them but by 1861, the first burial was recorded at the Queenstown Cemetery – that of William Dalrymple aged 65 – although the cemetery was only officially declared a reserve in 1866. Even before this in 1856, a double burial had been recorded for the twin baby daughters of George Harrison at Market Square, the miners’ settlement – presumably where the cemetery is today. In 1951 the Queenstown Cemetery at 70 Smiths Gully Road, Smiths Gully, closed for burials. However the last burial in a family plot, that of Grace Evelyn Smith, occurred in 1981. Today only 55 headstones remain, but more than 380 burials are recorded. Remnant bushland dominates the cemetery where many graves are merely mounds and others have been damaged by vandalism and the neglect of time. Bushfire in 1962 destroyed the picket fencing, grave markers and cypress boundary planted in the early 1900s. The box/stringybark woodland in the 1.7 hectare Cemetery Reserve is regrowth from then and the indigenous and heritage vegetation is protected. Thanks to the volunteer Cemetery Trust and Friends & Relations of Queenstown Cemetery, the cemetery is maintained, stories recorded and the burial index corrected and expanded.2 Close by the cemetery on the site of today’s Peter Franke Picnic and Nature Reserve stood Market Square, the Caledonia Diggings village of tents and stores, the forerunner of Queenstown, now St Andrews. Many of the Caledonia Diggings miners were Chinese, many of whom, with itinerant prospectors, were buried in unmarked graves. Histories are being recorded of other immigrants, mainly English and German, who settled after the gold rush, some of whose descendants fought and died in the two world wars. Names on many headstones are also recorded on the district’s roads, reserves and war memorials such as Motschall, Joyce, Howard and Coutie. The oldest surviving tombstone is that of Scot, David Band who died in 1862 at 51 years. His oldest daughter Elizabeth, with husband John Knell, owned the Queenstown Hotel and the post office. Child-rearing in a colonial gold town was often tragically difficult, as demonstrated in the first 20 years, when 41% of the 34 burials recorded were children. Settlers endured harsh conditions graphically illustrated with the deaths of Annie Joyce at 30 years and of her family. Annie was married to gold miner Walter Joyce. Their third child Walter, born in 1886, died in March 1887. Eight months later Annie died of breast cancer. Walter died in 1909, aged 53, of miner’s phthisic caused by stone dust destroying his lungs. It was so hard to make a living that burials were usually held from 2.30 pm to allow mourners to work a day before paying their last respects.3 Most burials before 1890 were recorded as Anglicans, as the only church on the Caledonia Diggings was the Church of St Andrew, until 1897, when the Primitive Methodist Church came to Panton Hill. Generally miners came to better themselves, but some, like Grace Hopkinson (nee Milward), born in England in 1828, came from a well-off and educated family. According to family legend Grace emigrated with husband William, to live in a tent, but had kept her personally embossed sterling silver cutlery service. Amid the tough environment were some successes like that reported in The Evelyn Observer April/May 1901 of miner William Hopkinson who was buried at the cemetery in 1912 aged 81. The Observer stated that Hopkinson ‘recently dropped across another find in his claim at One Tree Hill’. The lump of gold found this time weighed more than half a kilo. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p103 The Eltham railway trestle bridge is the only one of its kind still regularly used in Melbourne’s metropolitan railway network. Opened in 1902, it is also one of Victoria’s very few timber rail bridges that still carries trains.1 The bridge is part of the railway line extension from Heidelberg - extended to Hurstbridge in 1912. This extension resulted in one of the greatest social changes experienced in Eltham Shire, as it considerably lessened its isolation attracting tourists, artists and suburban commuters particularly after World War Two.2 The bridge has been classified by the National Trust as historically, scientifically, aesthetically and socially significant at state level. But this has not always been recognised, and in 1977, locals fought to save it from destruction. The Victorian Railways proposed to replace the bridge with an earth embankment and large culverts to avoid maintenance problems and fire. This was rejected by the Eltham Council who protested that the bridge helped maintain the area’s rural character, historic link and beauty, as well as avoiding possible serious flooding on the flood plain if a culvert was blocked. The bridge stands as part of a National Trust classified landscape which includes the Alistair Knox Park, named after the local conservationist and architect who helped to make Eltham famous for its mud-brick houses. The landscape includes tall and spreading manna gums and candlebarks, and the historic Shillinglaw Cottage. Artist Walter Withers, one of the Heidelberg School of painters, painted the bridge early in the 20th century. The 38 span single-track railway bridge over creek and road has 34 timber-beam spans and four steel-joist spans, supported by four-pile timber piers and timber abutments. It has almost 200m of timber deck. All of the timbers have been replaced over the years, but the only change to the bridge’s character was the addition of pylons and wiring for electric trains in 1923. A petition for a railway to the shire was first made in 1883. A large deputation of local citizens to the Commissioner of Railways proposed a route passing through Alphington to midway between Greensborough and Eltham up the Diamond Creek valley towards Queenstown and Kinglake. As a result the Princes Bridge-Heidelberg Railway was opened in 1888. From 1888 locals demanded a railway extension. Kangaroo Ground farmers in particular, led by Shire Councillor and Member for Evelyn, Ewen Cameron, said it would assist local farmers and orchardists send their produce to the Melbourne market. In 1890, before the severe economic Depression, an extension of the line to Hurst’s Bridge (now Hurstbridge) was included in a new Railways Bill. The parliamentary delegations were regaled with a banquet at Hurst’s barn and entertained by the Diamond Creek Brass Band, but the extension was abandoned when the Depression struck in 1892-1893. The extension of the railway to Eltham, completed in 1902, was one of the few built in those hard times. That is why the Eltham timber-trestle railway bridge is a rare example of a broad-gauge rail bridge constructed between 1893 and 1910. At the opening, despite persistent drizzle, 300 children waving flags and banners were among the large crowd welcoming the first train, carrying official dignitaries, to Eltham. It had taken 24 years to bring the railway to Eltham. From then Eltham became a popular destination for outings. Mr Orford of Eltham recalled that after the railway came to Eltham ‘the craze for picnics on weekends and holidays began…. During the wattle season, wattle trains came to Eltham frequently. The visitors roamed the creek pulling great armfuls of wattle blossom to take back with them to Melbourne’.3 In 1926 the railway line was electrified as part of the metropolitan rail network. Built c.1868, St Andrew’s Anglican Church is Nillumbik Shire’s oldest timber church and is historically, socially, and spiritually significant to the Shire of Nillumbik. The church is historically significant because it may have given its name 'St Andrews' to the town (another suggestion is that the name came from the local hotel), it is also historically significant as one of only four buildings that remain from the Caledonian goldfields era of Queenstown (now St Andrews) and one of only a handful of buildings that survived the 1960s bushfires. The church is historically, socially, and spiritually significant because it has played an important part in community life for more than 150 years; a proposal to move the church in 1984 met with strenuous opposition. Much of the fires on Black Saturday 2009 were the north of the town. The town itself remained intact - as did this heritage building. Covered under Heritage Overlay, Nillumbik Planning Scheme. St Andrews, then called Queenstown, was the earliest goldfield in the Caledonia Diggings.1 It was the Upper Diamond Gold Mining and Administrative Centre, with 3000 miners. Queenstown was also the seat of the Court of Petty Sessions. The church and school then stood close to European and Chinese stores, three hotels, a brewery and a quartz mill.2 In 1861, Queenstown was officially proclaimed a township. From 1865, the name Queenstown was interchangeable with St Andrews, until 1952, when the town was officially named St Andrews. As gold declined from the early 1880s, Queenstown changed dramatically into a settlement of small farms. St Andrew’s Anglican Church, built in 1868, is the Shire’s oldest timber church and possibly gave its name to the township.3 The small timber church was opened on November 1, 1869, by the Dean of Melbourne. Anniversary tea meetings helped raise funds, and in 1889, a three-bedroom parsonage was built alongside. In 1910, the vicar, the Rev Selwyn Chase (and friend of the Scouting Movement’s founder, Baden Powell), established the 1st Queenstown Scout Troop, only two years after Scouting began in Australia. The church was important to the lives of many local residents who were baptised, married and had funeral services there. But by the 1950s the population had decreased and so did the weekly attendances. Around the mid-1960s the church closed, then fell into disrepair. So in the mid 1980s it was sold to the Education Department and was under threat of relocation or demolition. However this caused such opposition from locals,4 that instead, the Anglican church leased it as part of the Panton Hill parish5 and it was reconsecrated in 1987. Queenstown’s first school was held in a tent after transferring from Andersons Creek, Warrandyte.6 From 1858 a church school, Caledonia Diggings, stood west of the main road, a quarter of a mile (0.4km) before Buttermans Track. In 1882 the school was moved from a leased building, owned by headmaster Robert Harris, into a larger building on the corner of the School and the Heidelberg-Kinglake Roads. It had been moved from Smiths Gully and included a teacher’s three-roomed residence.7 In 1887 the school was replaced by the Queenstown State School No 128, although it was also called Caledonia Diggings until 1891. In 1956 it was renamed St Andrews. Still standing, this building is now used as the St Andrews Community Centre and the residence is leased for private use. The original timber-lined room remains alongside the extensions, and is distinctive with its high ceiling and tall small-paned windows. In 1984 a new school was built 500 metres west of the old school. Many residents have contributed much to St Andrews but one family that has done so for several generations is the Harris family. Robert Harris was an active member of the St Andrew’s Anglican Church, and worked hard at improving the town’s amenities until his death in 1887. He was a signatory to the successful 1863 petition to the Chief Commissioner of Police, against the proposed removal of the Court of Petty Sessions and police station at the Caledonia Diggings. The police station stayed in the town until 1917. Harris was Head Teacher of Queenstown State School from 1864 to 1874, then of the Smiths Gully school until it closed in 1882, and he continued teaching at Panton Hill until his death. His son, Robert Charles Harris, was editor and printer of the local newspaper, The Evelyn Observer, from 1873 until 1915. Robert’s son, William Shelley Harris, served in the Boer War and in World War One. In 1928 he became Kinglake National Park’s first park ranger. The c1860 St Andrews Hotel, with the c1930 additions, and the Canary Island Palm, and the surrounding site to the title boundaries are historically, socially and aesthetically significant to the Shire of Nillumbik. The St Andrews Hotel is historically significant because it may have given its name 'St Andrews' to the town (another suggestion is that the name came from St Andrews church) and for its connection to Ewen Hugh Cameron (1831-1915) the prosperous local farmer, member of the Eltham Roads Board/Shire Council and local MP. It is also significant as the oldest hotel building in the former Shire of Eltham, as one of the few surviving buildings connected with the Caledonian goldfields era and as one of a handful of early structures to have survived the 1960s bushfires; the additions and alterations to the hotel reflect its long life. The hotel is socially significant because it has served as an important meeting place for more than 160 years. The Canary Island Palm is historically significant as a rare example of exotic tree planting in this rural area. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p71 Built around 1860, St Andrews Hotel has changed little since it first welcomed thirsty gold diggers from the Caledonia Goldfields. The timber building, with gabled roof, beamed ceilings and a massive fireplace, is Nillumbik Shire’s oldest hotel and has always been an important community centre, particularly in its early days. Fortunately, the hotel and the near-by Canary Island Palm Tree, which is quite rare in this area, survived the 1960s bushfires, along with a few other early buildings. St Andrews (formerly Queenstown) was founded on gold, as were Panton Hill (formerly Kingstown), Research and Diamond Creek, from the mid-1850s to the 1860s. But by the early 20th century common use changed the name Queenstown to St Andrews, possibly after this hotel or after the church or the mining district.1 The Caledonia Diggings were probably named by Scottish settlers after the Roman name for Scotland, despite this land bearing little similarity to their homeland.2 Queenstown, which was proclaimed as a township in 1861, was the gold-mining centre on the Upper Diamond and in the 1850s had up to 600 European inhabitants and a small camp of Chinese on the flats along the creek. Queenstown was the administrative centre of the Upper Diamond with three hotels, a brewery and a slaughterhouse.3 It is unclear which hotel was the district’s first, as distinct from the earliest unlicensed grog shops, some of which operated in tents. John Corke Knell was one of eight unlicensed storekeepers supplying drink to miners at Caledonia in 1857, named by Sgt. McNamara of the Caledonia Police Station.4 In February 1859, Knell apparently bought most of the present hotel’s site at the first township land sales. As he was a local storekeeper, he might have first established a store there.5 Knell and his wife Eliza were early licensees of the St Andrews Hotel. The hotel had eight bedrooms – including three for public use – and the dining-room seated 30 people. It is thought they named the hotel St Andrews after Eliza’s hometown of St Andrews in Scotland. St Andrews Hotel was an important local centre in several ways. In the same building the Knells also operated a post office and general store. In 1867 Mrs Knell was appointed Deputy Registrar of Births and Deaths for Queenstown. The hotel was also used to hold inquests into people’s deaths when the police residence became too small.6 The hotel also became a fashionable destination at Christmas for parties from Melbourne. In 1868, possibly following her husband’s death, Mrs Knell applied for a temporary licence, which was then transferred to Robert Smith after their marriage in 1869. But then, possibly after Robert’s death, Mrs Smith operated the hotel until 1892. This contradicts a report in The Evelyn Observer 1882 that JC Knells of the St Andrews Hotel was granted a publican’s licence in the Queenstown Police Court. At that time he was supposed to have been dead for around 14 years! Although Mrs Smith was a respected citizen, known for her geniality and as an ideal hostess, she had a minor brush with the law when she was fined ten shillings for not lighting a lamp outside her licensed premises.7 From 1892 several publicans owned the hotel including W Atkins, from 1895. In 1909 the licensee was apparently Mrs Smith’s son, Walter Knell, who held the licence until at least the 1920s. Not surprisingly, this old hotel has attracted romantic stories. The Panton Hill Primary School building, which has served the community since 1889, was not the area's first. Kingston School (an early name for Panton Hill) opened in May 1865. This was replaced in 1871 when the Panton Hill School number 1134 opened and in 1874 the school moved to its current location [September 2023] where many additions and renovations have taken place to meet the needs of local children in the 21st century. In 1871 Henry Edelman opened a Common School in a paling-clad hut, replacing the Kingstown No 786 school. The two-acre (0.8ha) site of crown land had previously been held under Miners Right. In 1875 the Education Department bought a building on the main road for State School No 1134, for £200 and remodelled it as a school.4 Panton Hill had as one of its teachers, Frank Tate, who was to become one of Victoria’s most influential educational reformers. It was his first school, when he began teaching on January 22, 1884, as a 20 year old.5 The following month Robert J Harris was appointed to the school and remained as head teacher until his death in 1887. His son R C Harris was apprenticed to Mr Rossiter, editor of the first local paper. The Evelyn Observer, first published in 1873. Harris later bought the newspaper which remained a family business until the 1920s. J Hughes of Cherry Tree Road succeeded Harris as teacher at Panton Hill and sold his land for the school site. Though now unrecognisable, the school building includes the classroom of the last Smiths Gully State School No 1737, which was built in 1882, and moved to Panton Hill in 1894. From 1922 each school day began with the ringing of the bell, which is still in its stand, and is an unusually old memorial of this kind. To accommodate the growing population, the building was remodelled, with additions in 1923 and classrooms were added in 1955, 1963 and 1970. The former teacher’s residence is the only surviving 19th century dwelling in the centre of Panton Hill, and is now used as part of the school. The residence was originally rectangular but is now L-shaped. Similar weatherboard State School buildings in the shire from this period are the Kangaroo Ground and the St Andrews Primary Schools. St. Matthew's Church has historic significance as the town's church and physical and social focus for the community. The standard design buildings are good examples and important streetscape elements. The war memorial cross is the area's monument to the 20th century wars and its modest scale in comparison with the granite Eltham and towered Kangaroo Ground memorials illustrates the lack of affluence in the town and surrounding area. The grouping of church, school, store and post office is typical of country villages throughout Victoria. The building was also used for Sunday School, a school and a hall.1 The St Matthew’s Church and hall at the corner of Church Road and Kangaroo Ground-St Andrews Road, were built in the early 20th century in the standard rectangular style of the times. The intact belt of Radiata Pines was common at that time. The war memorial concrete cross is the area’s monument for the 20th century wars. It is much more modest than those in Eltham, and particularly in Kangaroo Ground, demonstrating those townships’ comparative affluence.2 Early settler J Hughes, who donated the land to the Church of England, was the first to be married at St Matthews when he married Rachel Coutie. Stations of the Cross by Clifton Pugh is a contempooray art piece in four sections making up 11 stations of the cross. It was commissioned by the Catholic parish in Eltham (Our Lady Help of Christians) in 1961 Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p81 Art is an important means of nurturing faith at Our Lady Help of Christians Church, Henry Street, Eltham. The Stations of the Cross by Clifton Pugh and The Crucifix with the Ascending Jesus by sculptor Charles Rocco are two of the fine works that enhance the parishioners’ worship. These two inspiring works of art were added in 2001 – long after Roman Catholics began worshipping in Eltham around 1864. This beautiful worship centre was built following hardship and change – for parishioners have endured their church being destroyed by fire and have built four churches since they first worshipped together. Before 1864, according to local legend, a visiting priest administered sacraments in the parlour of former convict-turned-respected citizen Thomas Sweeney at Sweeneys Lane, Eltham.1 The first church was blessed in September, 1865, by the Archbishop of Melbourne, Dr Goold. It stood on an acre (0.4ha) of land in Little Eltham as that area was known then, near the present Fordhams and Main Roads and was part of the Heidelberg Church Parish. In 1912 the church was relocated to a new building on the present primary school site at 1 Henry Street. This was closer to the town centre, which had moved from Little Eltham after the railway line was extended to Eltham in 1902.2 In 1958 the church split from the Sacred Heart parish, Diamond Creek, to become a parish in its own right, with Father Tom Curran as inaugural priest. Not long after in 1961, a fire destroyed the church and huge working bees under the prominent Catholic builders, the Sibbel brothers, rebuilt and extended it, using the original altar from the first church. It was then that builder and parishioner Herman Sibbel asked his friend, artist Clifton Pugh, to paint the Stations of the Cross for the church. But the priest, Father Curran, neither approved of Pugh’s bohemian reputation nor liked the paintings, so they were hung in the corridor of Our Lady’s Primary School instead. The parishioners almost sold the paintings in 1989 to pay for major school renovations. However the paintings remained there for about 40 years, until 2001, when the church was extensively renovated by Father Barry Caldwell. Another change awaited the church, as it outgrew its building, later to be used as the school hall. So, in 1976, the present church was built across the road. Three beautiful stained-glass windows depicting the Passion, Death, Resurrection and the presence of Christ’s Spirit, link these with the church’s experiences. The first depicts a bushfire in Eltham, referring to their church damaged by fire. Another represents the Resurrection of Christ with new growth on a blackened stump and the Holy Spirit is represented by the Southern Cross. A window depicting Our Lady Help of Christians by parishioner Bill Peperkamp, was donated by parishioners to commemorate the Silver Jubilee of Father Desmond G Jenkins’ ordination to the priesthood on July 27, 1977. This, with the statue of Mary, creates a Marian shrine. In the 14 Stations of the Cross painted on four masonite panels Pugh captures the pathos of the suffering Christ and his disciples.3 The figures are stylised, except intriguingly, that of Pontias Pilate, who looks like Clifton Pugh. Charles Rocco’s sculpture is an extraordinary Jesus figure being raised from the Cross. The delicate stainless steel mesh of the figure creates a sense of the power of God over death. The organ, built in 1868 by George Fincham and Sons, was first installed in the All Saints’ Anglican Church, East St Kilda, then in the St Andrews Church, Clifton Hill. It was rebuilt into a modern instrument with a donation from parishioner Jim Murray, in memory of his wife Gwendolene Mary.4 Church members created their own work of art in front of the entrance, by painting designs and messages on 700 tiles. Published: Nillumbik Now and Then / Marguerite Marshall 2008; photographs Alan King with Marguerite Marshall.; p175 It’s Saturday morning and thousands of people are visiting St Andrews Market at the corner of Heidelberg-Kinglake Road and Proctor Street. It’s hard to find a park. Cars are banked up along the narrow road and crammed in a nearby parking area. Yet, at the market, people look relaxed and happy amongst the yellow box gums on the site where the Wurundjeri people used to gather. Stone artefacts unearthed there by Koorie researcher, Isabel Ellender, indicate the site was once a Wurundjeri meeting place, according to Aboriginal Affairs Victoria.1 Acoustic sounds mingle with quiet conversations. A guitarist blows a mouth organ while his bare toes tickle chimes. A tiny busker, perhaps five years old, plays a violin while sounds of a harp emerge from the hall. One stallholder, selling delicious-looking pastries, chats to another in Spanish, then to me in broad Australian. ‘I was born in Fitzroy but my mother came from Mexico and my dad from Serbia,’ she smiles. A New Zealander fell in love with Mongolia and now imports their hand-made embroidered clothes and Yurts (tents) and runs adventure tours. A young woman visited Morocco and when friends admired the shoes she bought, she decided to import them and sell them at the market. Oxfam sells Fair Trade toys and clothes and displays a petition to Make Poverty History. Other stalls sell Himalayan salt, jewellery made from seeds from northern Australia, glass paper-weights from China as well as locally grown vegetables, flowers and organic freshly baked bread. A woman sits in a state of bliss under the hands of a masseur. Another offers Reiki or spiritual healing. A juggler tosses devil sticks – ‘not really about the devil,’ he smiles. This skill was practised thousands of years ago in Egypt and South America he says. At the Chai Tent people lounge on cushions in leisurely conversation. The idea for the market was first mooted among friends over a meal at the home of famous jazz and gospel singer Judy Jacques.2 Jacques remembers a discussion with several local artists including Marlene Pugh, Eric Beach, Les Kossatz, Ray Newell and Peter Wallace. ‘We decided we wanted a meeting place, where all the different factions of locals could meet on common ground, sell their goodies and get to know one another,’ Jacques recalls. They chose the site opposite another meeting place, St Andrews Pub. A week later Jacques rode her horse around the district and encouraged her neighbours to come along to the site to buy or sell. On February 23, 1973, about 20 stallholders arrived with tables. They traded ‘second-hand clothes, vegetables, meat, cheese, eggs, chickens, goats, scones, tea, garden pots and peacock feathers’. Now around 2000 people visit each Saturday. People usually linger until dusk. The market – with around 150 stalls of wares from a wide variety of cultures – stands alongside Montsalvat as the most popular tourist attraction in Nillumbik. By the 1990s St Andrews Market was in danger of being loved to death, as the site was becoming seriously degraded. The market was spreading in all directions and the degradation with it. A local council arborist’s report in 1994 noted exposed tree roots from erosion and compaction. The Department of Sustainability and Environment threatened to close the market if the degradation was not rectified. After many months of research, discussions and lobbying by a few residents, the council formed a Committee of Management, with an Advisory Committee, and introduced an Environment Levy. The State Government, the council and the market, funded terracing of the site to stop erosion, and retain moisture and nutrients. Vehicles were excluded from some sensitive areas and other crucial zones reserved for re-vegetation. Volunteers planted more than 3000 locally grown indigenous species.
