The new Eltham Library was opened 22 May 1994 and celebrates its 30th anniversay in 2024. This audio recording, presented by Harry Gilham, President of Eltham District Historical Society at the time of the opening is a summarised history of the Eltham Library service to 1994. Eltham Library Service 1930s - 1994 Originally collated by Harry Gilham, President, Eltham District Historical Society Inc (1993-2009) (edited 2022) In the Eltham township area, in the early 1930s, library books for adults were available from E J Andrew's newsagency in Main Road. In the newsagency come haberdashery, some shelves were set aside for a lending library of adults' books. In 1935, Mr & Mrs JC Rains purchased the newsagency and continued the lending service until the late 1940s. At this time the business was extended from haberdashery to sell ladies' and men's clothing. The library section was discontinued. In the 1930s a mobile book library was also run by a Mr Foster of Bible Street, Eltham. In the 1950s adult books were available from racks in the foyer of the Eltham Shire Offices which was then located beside the Eltham Hall on the comer of Arthur Street and Main Road. In the early 1950s a referendum of ratepayers was called to seek public opinion on the issue of raising money for a public library for which the rates would have to be increased - the motion was defeated. On 11 November 1965 Eltham Shire Council, in conjunction with the City of Heidelberg and the Shire of Diamond Valley, met to form the Heidelberg Regional Library Service. Eltham was represented by Councillors Charis Pelling and John Lewis. The first library service for the Shire of Eltham from this group came in the shape of a bookmobile van which had, amongst others, a central stopover near the Shillinglaw trees outside the newly opened Shire offices at 895 Main Road, the original site of Shillinglaw Cottage and the former Shillinglaw farm. Present-day Wingrove Park was another stopover and the many recorded requests for this service can be read as denoting the areas of population or gathering points at that period throughout the Shire. 1968 saw the Shire convert the ‘Brinkkotter’ house in Dudley Street to house both adult and children's books. This library was originally staffed from the City of Heidelberg Library and records of committee meetings range from borrowing Heidelberg's old library shelving to trying to increase the Government's subsidy to a dollar for dollar basis. Book loans in the period 1966-67 totalled 30,400 and the following year ran to 52,113. With 2 books plus 1 paperback the limit per person, it was overcrowded and unable to house the range of other services which had become common library stock. Planning to extend the Shire Offices by the addition of the south wing was an opportunity to re-house the Shire's Library. The opening of the library in the extension was carried out on 17th August 1971 by the Hon R J Hamer ED, MP, Chief Secretary of Victoria. Cr Geoffrey Dreverman officiated as the Shire President. The Heidelberg Regional Library Service continued until September 1985 when it disbanded. On 21 November 1985 the Yarra Plenty Regional Library Service was established. At that time Eltham was represented by Councillors Mary Grant and Robert Manuell. By 1987, over-crowding of the Eltham Library and an inability to house the range of other services yet again rose to prominence. At a Council meeting held on 1 June 1987, the Councillors supported a resolution which threatened to close the library on 30 September 1987. Council's frustration arose from yet another re-run of the annual State Government versus Council Library funding and records show first arose in Eltham Council in 1967 with the Government of 1he day. After prolonged public anger and petitions the motion to close the library was rescinded in August 1987. Council, considering the community's concern, set up a ‘Library Review Working Party’ which a year later became the Library Occasional Committee with direct access to Council. This Committee investigated the workings of the 386 square metre library and found inadequate space for storage and display, lack of equipment, out-of-date furniture together with an increasing patronage which resulted in queues of borrowers becoming longer no matter when the library was open. Community consultation took the form of 1,000 questionnaires sent to users and non-users along with noticeboard reminders of what was planned. Council developed a strategy to set aside capital funds from 1988 on an annual basis so that preliminary planning and consultative expenses could be met, and construction could be completed early 1997. The Committee visited metropolitan libraries which were catering for a similar population as was projected for Eltham. Australia-wide Federal Government funding grants under the Local Capital Works Program became available from October 1992 for community projects endorsed by local Councils. The Eltham Council submitted a proposal, based on library findings and requirements accumulated by the Library Occasional Committee, to the Federal Grants Committee to build a new Eltham Library. The Federal Grants Committee supported the funding request allowing commencement of the library project three years earlier than planned. With finance finalised, the Council set up its Eltham Library Re-development Special Committee which was given the task of overseeing what could be the last major expansion of the Shire's Library Service as Eltham's population nears its projected maximum. The new library was designed by Gregory Burgess and Peter Ryan of Gregory Burgess Pty Ltd. Construction of the library commenced in 1993 and was officially opened May 22nd, 1994. The library building was designed to reflect its parkland setting. External features include: the roof which includes interesting aspects when viewed from Main Road; verandahs which provide ramp access and give a sheltered entrance to the building; walls which feature locally made mudbricks, conventional bricks and copper panels; and space for an outdoor courtyard/reading area which will be developed later. Internally there are several features. The building includes a foyer with a fireplace suitable for displays including artwork, a community multi-purpose room suitable for meetings or functions and an outdoor cafeteria. The ceilings are lined with Victorian Ash. The shapes for the ceiling give a free-flowing form to the building. Brush Box has been used for the circulation and information desks. The tree trunk columns are Grey lronbark from New South Wales. Arches and various-shaped windows add interest to the internal structure. The carpet design reflects the Eltham environment and compliments the natural colours and timbers used in the building. Tiles by artist Felix Bosari feature in the building and additional art by local artists added externally and internally to the building. Since 1994 the library has undergone a major extension to cater for children’s services and others. Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders in the field. Each year The Australian Insitutue of Mining Engineers held a meeting in an important mining district or township. In 1906, via the good offices of David Ham an invitation was extended to the Ballarat students to take part in a trip to Broken Hill, via Wallaroo and Moonta, and Port Pirie. They left the Ballarat station on Saturday May 19, 1906 aboard the Adelaide Express. The Ballarat party consisted of David Ham (Ballarat School of Mines Council Member); staff members Frederick J. Martell, A.D. Gilchrist, John Sutherland, A.E.C. Kerr, A. Garard and E.J. McConnon. The attending students were W.P. Avery, M. Boyer, M.H. Bade, E. Booth, E. Crossly, A. Cooper, G.H. Davenport, W.E. "Koornung School, Warrandyte was established by Clive and Janet Blake Nield in 1939, after they had visited progressive schools in Europe and America. They believed children should be given freedom to grow while learning to accept responsibility; that school should be a miniature democracy and education not a preparation for life but experience of life itself. A government of children and all staff (whatever their jobs in the school) met regularly, made the rules and dealt out punishment for breaking them. The few rules set down by staff related to health and safety, for instance, no pupils were allowed to go into the river without supervision. The school could not have been started at a worse time. Food rationing and coupons, petrol shortages and men at war limiting teaching staff made difficulties. It was an expensive school to run. Financial difficulties became more serious and eventually the school had to close in 1946. Efforts by the children and a Board of Management of notable people failed to save it. Janet Nield (M.A., Dip Ed.) was an inspired teacher of history. She was one of the few women at Melbourne University at that time to gain a Masters degree in history. The Nields left Melbourne to live in Sydney, Clive to work at Sydney University in lecturing in Education and particularly interested in Colombo Plan students. Janet devoted herself to children as a Lay Analyst. Situated near the top of what was known as 'Policeman's Hill' according to Miss Ivy Reynolds, neice of the photographer, Tom Prior. From the left, Eltham Court House, Police Residence and Police station on Main Road and corner of Brougham Street. These buildings formed part of Little Eltham and still stand (without the front fence) today though the Police Station was demolished in 1986 due to termite damage. A replica was built circa 1989. The institutions of law and order in Colonial Victoria included the police, courts and prisons. The 1852 report of the Snodgrass Select Committee appointed to "identify the policing needs of the colony” noted there existed seven independent police forces that did not co-operate or regularly communicate. Following the committee's report all these police entities were merged into the Victoria Police, founded on 8 January 1853, to implement law and order responsibilities throughout the Colony of Victoria. The Eltham Courthouse (1860) and adjacent Police Residence (1859) formed a justice precinct established in the immediate aftermath of the 1852 police inquiry and the effects of the gold rush. The physical presence of these buildings, in the centre of the early Eltham township, defined centralised control over law and order. In the early days the Police Constable in charge would conduct his duties travelling around the district by horse; a stable was located at the rear of the residence. At times the horse would be grazed on the paddocks across the road. Horseshoes were forged by the blacksmith beside the Courthouse on the high side of “Policeman’s Hill”. Along with the stable, there was a two-cell bluestone lockup where prisoners were held awaiting trial in the adjacent Courthouse. Their meals were usually provided by the policeman’s wife or from the hotel just up the road. With the arrival of the railway in 1902 the town centre gradually shifted towards the railway station. The Police Station and operations were moved into the town centre in 1961 to a renovated house in Pryor Street, which was later replaced by the current Police Station. From 1961-1981 the residence was occupied by the Vermin and Noxious Weeds Destruction Section of the Department of Crown Lands and Survey. Prior to August 1967 the former Police Station was dragged to the rear of Police Residence to make way for the construction of a driveway and access from Main Road. The building was placed on the site of a former Scullery and modified for Lands Department use. In 1981 the Shire of Eltham took over management of the former Police Residence in Eltham. It remained unoccupied for a period whilst its future was discussed in Council. It was then used for a community job creation scheme until 1985. In 1985 the Shire of Eltham Parks and Environment occupied the residence. Council improved the driveway but later added a second rear access from Brougham Street due to the dangerous nature of the Main Road entrance. Additionally, a rear toilet facility between the Police Residence and the relocated former Police Station, which was doubling up as a lunchroom. Council also commenced discussions to re-establish a replica Police Station. Around November 1986 the former Police Station was demolished; believed to have been suffering termite damage. About 1989, after some years of discussion, a replica Police Station was built, based on photographs, to act as a lunchroom and meeting room for the Parks and Environment staff and volunteers doing community service. In 1996 Eltham District Historical Society held discussions with Nillumbik Shire Council commissioners throughout the year regarding a home for the Society. A proposal was put forward by the Society in October to occupy the former Police Residence. In March 1997 Eltham District Historical Society gained access to former Police Residence and on July 12, 1998, moved into its Local History Centre. In July 2018, Eltham District Historical Society gained access to the replica Police Station (which had been used as a music library and storage for the Eltham Concert Band) for use as part of regular heritage tours for schools and community-based groups.This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as 'The Shire of Eltham Pioneers Photograph Collection.' It is significant in being the first community sourced collection representing the places and people of the Shire's first one hundred years. The Reynolds family were early settlers in Research. The Reynolds/ Prior collection of photographs were taken by Tom Prior, the maternal uncle of Ivy Reynolds, around 1900 and the 60 photos in the album give a fine overview of many of the landmarks of Research and Eltham over 100 years ago. lvy lived in the family home for many years at 106 Thompson Cres Research. Ivy's father, Ernst Richard Reynolds and grandfather, Richard Reynolds, lived at the same address. Ivy's father Richard worked for Mr. Trail on his property in Research. Reynolds Road is named after the family. Mr Tom Prior (wife Eva) worked at the Melbourne zoo. He was very innovative and made his own camera, using the black cloth hood to exclude the light. This service bell was recovered from the wreck of the ship Schomberg. The Schomberg was a large three-masted full-ship rigged wooden ship built in 1855 by Alexander Hall and Co in Aberdeen, Scotland for James Baines' famous Black Ball Line at £43,103. The vessel was 288 feet (88 meters) in length, with a beam of 45 feet (14 meters), a depth of 29.5 feet (8.99 meters) of 2,284 tons. The mainmast was 210 feet (64 meters) high and she carried 3.3 acres of sail. The vessel was constructed with three skins. One planked fore and aft, and two diagonally planked, fastened together with screw-threaded trunnels (wooden rails). The Schomberg is one of only three clipper wrecks in Victorian waters that operated the England to Australia run. While the other two, Empress of the Sea and Lightning, were built by the famous American shipbuilder, Donald Mac Kay. Schomberg was an attempt to build a faster ship than Mac Kay and a vessel fast enough to break the sailing record to Australia. The Schomberg sailed on her maiden voyage from Liverpool on 6 October 1855, under the command of Captain James Forbes, on its maiden voyage to Australia with a general cargo, jewellery, spirits, machinery, and 2,000 tons of iron rails and equipment intended to build the Melbourne to Geelong Railway and a bridge over the Yarra from Melbourne to Hawthorn. She also carried a cow for fresh milk, pens for fowls and pigs, plus 90,000 gallons of water for washing and drinking. She also carried 17,000 letters and 31,800 newspapers. There were approximately 473 passengers and a crew of 105. It was hoped that Schomberg would make Melbourne in sixty days, setting a record for the voyage, but light winds at the equator dashed those expectations. The ship sighted Moonlight Head in south west Victoria on Christmas Day but through a deadly combination of wind, currents and unmarked sand spits, the vessel gently ran aground on 26 December 1855 on a spit that juts into Newfield Bay, just east of Curdies Inlet, and the present town of Peterborough. Fortunately, the SS Queen was nearby and managed to save all passengers and crew. The steamers Keera and Maitland were dispatched to salvage the passenger's baggage and the more valuable cargo. Other salvage attempts were made, but deteriorating weather made the work impossible, and within two weeks the Schomberg's hull was broken up and the vessel abandoned. The wrecking of the Schomberg caused quite the public stir particularly in light of the fact the vessel was supposed to be, the most perfect clipper ship ever built. Captain Forbes was charged in the Supreme Court under suspicion that he was playing cards with two female passengers below decks when his ship ran aground. Despite a protest meeting, two inquiries and the court proceedings, he was found not guilty and cleared of all charges. In 1975, divers from Flagstaff Hill, including Peter Ronald, found an ornate communion set at the wreck. The set comprised a jug, two chalices, a plate and a lid. The lid did not fit any of the other objects and in 1978 a piece of the lid broke off, revealing a glint of gold. As museum staff carefully examined the lid and removed marine growth, they found a diamond ring, which is currently on display in the Great Circle Gallery at the Flagstaff Hill Maritime museum that also displays ship fittings and equipment, personal effects. Most of the artefacts were salvaged from the wreck by Peter Ronald, former director of Flagstaff Hill.The Schomberg has historical significance as one of the first luxurious ships built to bring emigrants to Australia to cash in on the gold rush era. And is included on the Victorian Heritage Register (VHR S612). The collection of Schomberg artefacts held at Flagstaff Hill Museum is primarily significant because of the relationship between these recovered items having a high potential to interpret the story of the Schomberg and its foundering during a storm.
