This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. Looking east across Pryor Street towards the Eltham Police Station. The Police purchased the residence at 23 Pryor Street in 1959 to move from the old town centre of the late 1800s to be closer to the new town centre that shifted as a result of the railway opening in 1901. As Sunbury grew from a country town to an outer suburb the town centre and shopping centre expanded along Evans and O'Shanassy Streets. The building suppliers and the Sunbury CFA were sited at the northern end of Evans Street and in the past were away from the main shopping centre. The building was the former Sunbury Fire Station. It was in Evans Street on the site where the shopping square has been built. Mount Holden can be seen in the background. A newer building was built for the CFA on the opposite side of Evans Street and closer to Macedon Street. The village of Westoutre (now Westouter) remained in Allied hands from the early months of the First World War to the Armistice, but in the summer of 1918, after the Battles of the Lys, it was within 2.4 Kms of the front line. In 1976, the Shire of Pakenham recognising that Cockatoo was the second largest township within the shire, acknowledged requests for the provision of recreation facilities. Council purchased four hectares of land strategically located in the Town Centre and in conjunction with the local community, embarked upon a programme of staged development of the site. The first stage saw the construction of the kindergarten building which was opened in 1977, followed by the bowling green, tennis courts, netball courts and public toilets. The Community Complex Building was the final development of the site.The Cockatoo Community Complex building, was the final stage of the development and was opened on the 20th November 1982. It was a replacement for the old Cockatoo Hall, which had not been renovated since 1936. The old Cockatoo Hall was lost in the Ash Wednesday fires on the 16th February 1983.
