On 12 January, the World Health Organization (WHO) confirmed that a novel coronavirus was the cause of a respiratory illness in a cluster of people in Wuhan City, Hubei Province, China, who had initially come to the attention of the WHO on 31 December 2019. On 3 March, the Reserve Bank of Australia became the first central bank to cut interest rates in response to the outbreak. Official interest rates were cut by 0.25% (25 base points) to a record low of 0.5%. On 12 March, the Federal Government announced a A$17.6 billion stimulus package, the first since the 2008 GFC. he package consists of multiple parts, a one-off A$750 payment to around 6.5 million welfare recipients as early as 31 March 2020, small business assistance with 700,000 grants up to $25,000 and a 50% wage subsidy for 120,000 apprenticies or trainees for up to 9 months, 1 billion to support economically impacted sectors, regions and communities, and $700 million to increase tax write off and $3.2 billion to support short-term small and medium-sized business investment. On 16 March, Premier Dan Andrews and Minister for Health Jenny Mikakos declared a state of emergency for Victoria for at least four weeks. On 19 March, the Reserve Bank again cut interest rates by a further 0.25% to 0.25%, the lowest in Australian history. On 22 March, the government announced a second stimulus package of A$66bn, increasing the amount of total financial package offered to A$89bn. This included several new measures like doubling income support for individuals on Jobseeker's allowance, granting A$100,000 to small and medium-sized businesses and A$715 million to Australian airports and airlines. It also allowed individuals affected by the outbreak to access up to A$10,000 of their superannuation during 2019–2020 and also being able to take an additional same amount for the next year. on the same day Victorian Premier Daniel Andrews announced on 22 March that the state will bring the school holiday forwards to 24 March from 27 March. On 30 March, the Australian Federal Government announced a $130 billion "JobKeeper" wage subsidy program offering to pay employers up to $1500 a fortnight per full-time, part-time or casual employee that has worked for that business for over a year. For a business to be eligible, they must have lost 30% of turnover after 1 March of annual revenue up to and including $1 billion. For businesses with a revenue of over $1 billion, turnover must have decreased by 50%. Businesses are then required by law to pay the subsidy to their staff, in lieu of their usual wages. This response came after the enormous job losses seen just a week prior when an estimated 1 million Australians lost their jobs. This massive loss in jobs caused the myGov website to crash and lines out of Centrelink offices to run hundreds of metres long.The program was backdated to 1 March, to aim at reemploying the many people who had just lost their jobs in the weeks before. Businesses would receive the JobKeeper subsidy for six months. On 2 April, the number of cases in Victoria exceeded 1,000, including over 100 healthcare workers. On 5 April, New South Wales Police launched a criminal investigation into whether the operator of Ruby Princess, Carnival Australia, broke the Biosecurity Act 2015 (Cwth) and New South Wales state laws, by deliberately concealing COVID-19 cases. On 6 April, the Department of Health revealed that 2,432 people recovered from the infection as the federal government started reporting recovery statistics. This is more than a third from the official number reported so far, Deputy Chief Medical Officer Professor Paul Kelly stating, "I think it is important. Firstly it really reinforces that message, which is a true one, that most people who get this disease do recover”. The day before, at 3pm, it was announced that 2,315 of the 5,687 confirmed coronavirus cases had recovered. May 2020 - An outbreak in Victoria at a meatworks that was later revealed to be Cedar Meats was announced on 02 May with eight cases. By 8 May, the cluster of cases linked to Cedar Meats in Victoria was 71, consisting of at least 57 workers and 13 close contacts, including a nurse, aged care worker and high school student. The number had increased to 75 by 9 May, 88 by 13 May, and 90 by 14 May. On 9 May, two Victorian cases were announced to be related to McDonald's Fawkner. By 18 May, this had increased to 12 cases, and on that day it was revealed that a delivery driver had tested positive, prompting the closing for cleaning of 12 more McDonald's locations: Melton East, Laverton North, Yallambie, Taylors Lakes, Campbellfield, Sunbury, Hoppers Crossing, Riverdale Village, Sandown, Calder Highway Northbound/Outbound, Calder Highway Southbound/Inbound, and BP Rockbank Service Centre Outbound. On 15 May, South Australia became the second jurisdiction, after the ACT, to be free of any active cases, however on 26 May, a woman returning from overseas who was granted exemption into South Australia from her hotel quarantine in Victoria tested positive for COVID-19. This was the first new case in 19 days for the state.[101] On 4 June, it was announced that the woman had recovered and the state was free of any active cases once again.[102] On 17 May, Victoria announced two further business sites had been shut down due to a suspected case at each. Domino's Pizza in Fairfield has been shut for two weeks, and mattress manufacturer The Comfort Group in Deer Park was closed from Friday 15 May to at least Wednesday 20 May. On 6 June, both New South Wales and Victoria reported no new cases for the previous 24 hours, with only Queensland and Western Australia reporting one new case each, the lowest national total since February. Western Australia also announced two old cases. The design of the bottle is called a Codd, sometimes referred to as a marble bottle or "Codd's patent bottle". During the mid-to-late 1800s, there were many inventions to keep the fizz in carbonated drinks such as ginger ale, soda water, and fruit drinks. Hiram Codd, an English engineer invented a successful process that he patented as "Codd's patented globe stopper bottle" in 1872. The Codd-neck bottle (commonly called Codd or marble bottle) is manufactured in two parts. The body of the bottle is cast in two sections. At the time of joining the sections, glass marble and rubber seal are inserted into the neck section. The lip is then applied to the top of the bottle. The Codd bottle is filled upside down as the pressure of the gas from the carbonated liquid holds the marble up and out of the way. When the bottle stands upright the gas pushes the marble up against the washer, creating a firm seal to keep the fizz inside. The bottle is opened by pushing the marble down firmly to allow some of the gas to escape. The marble drops down and is caught in a depression formed in the neck. When the bottle is tilted to pour or drink the liquid the marble rests in a dimple. Two Ballarat miners, Evan Rowland and Robert Lewis started manufacturing mineral and aerated waters, bitters, cordials, and liqueurs in 1854, in a tent on the shores of Lake Wendouree Ballarat. Another 13 firms at that time employed manual operations, whereas they introduced Taylor's No. 1 machine that speeded up the process and laid the foundation for their fortune. Evan Rowland was a pioneer in the aerated water trade in Australia. He was born on August 2, 1826, in North Wales. In 1852, during the gold rush, he emigrated to Melbourne, and in 1854 he went to Ballarat and formed a partnership with Robert Lewis, the firm being called ‘‘Rowlands & Lewis’’. Their next step was to secure a supply of pure water. Using mineral Waters that they found via a natural spring at Warrenheip, Victoria. From the outset, the beverages made from this water gained repute and were in great demand. Their business prospered so well that in 1858 they were able to build a factory at the corner of Sturt and Dawson Streets, Ballarat, and to fit with the most up-to-date machinery then in use. By 1870 their business had increased so much and demand had grown to such an extent that Mr. Rowlands erected another factory, covering over an acre of ground at the corner of Dana and Doveton Streets, costing £13,000. The factory was fitted with the most modern equipment of the time to manufacture cordials and aerated water. In 1873 Rowlands established an agency at 116 Collins St, Melbourne, because the demand for the products of the Melbourne factory became so large. The company expanded to Sydney opening a factory at the corner of Burns & Hay Streets Darling Harbour obtaining spring water to supply this plant from Katoomba in the Blue Mountains. The water was brought to Sydney by rail. In the meantime, the Melbourne concern had progressed so rapidly that in 1888 a magnificent factory embodying all the latest ideas and equipment was built in King Street Melbourne. Robert Lewis was a fellow Welshman born in 1816, and he arrived in Port Phillip in 1853 and became a partner in the early day with Evan Rowland but with lesser and shorter involvement in the firm, from which he retired in 1876. Robert Lewis was perhaps better known as Ballarat's first mayor and a Member of the Legislative Assembly. He was a strong supporter of local charities, president/treasurer of the Eisteddfod Committee, a major force in the development of the Ballarat Hospital, and he was the mayor of Ballarat five times, the first in 1863, (having been a counsellor as early as 1859) and for the last time in 1881. Lewis died in 1884 of a stroke in Ballarat. Rowlands continued in the firm and invented and patented an improved soda water bottle. The water used in Rowlands products was filtered four times but his attempts to use local corks failed on quality grounds. He was a stickler for quality, which was so good that many outside Victoria were prepared to pay the 'premium' imposed by inter-colonial customs duty payable at that time. By the 1890s, Rowlands had factories in Ballarat, Melbourne, Sydney, and Newcastle. He died in 1894 but his company continued until well after the Second World War when it was sold to Schweppes.An early manufacturing process producing the first mineral waters in Australia was invented and developed by an early Welsh migrant to Australia. The Evan Rowlands story gives an insight into the early development of manufacturing industries in Australia that allowed their workers and the towns they were situated in to prosper and develop into what they are today. In 1872 William Tulloch and Alexander McLaren constructed a new brick 'Royal Standard Brewery' to the design of architect Henry R. Caselli. They had been operating a much smaller 'Royal Standard' Brewery, possibly since 1859. The Ballarat Brewing Company was established in 1895 and took over operations of the 'Royal Standard'. This new company resulted in the merger of the 'Royal Standard Brewery', James Coglans 'Phoenix Brewery' (Warrenheip) and Henry Leggo's 'Barley Sheaf Brewery' (Creswick Rd). J. Coglan and W. Tulloch were principals of the new company. By 1912 the Ballarat Brewery buildings fronting Armstrong Street were upgraded and new plant installed. Ballarat Brewing Company was well established as a thriving business. In 1926 'Ballarat Bertie' (the cellar-man) advertising image was introduced. It was used successfully until 1994 on 'Ballarat Bitter' labels. During the1940s and 50s the Ballarat Brewing Company was significantly upgraded and extended equipment and buildings. In 1959 Carlton and United Breweries purchased the Ballarat Brewery, its brewing rights and the land (but not the 114 BBC hotels or the Dana Street offices). The Lydiard Street frontage become the 'front' of the CUB Brewery. CUB ceased brewing at the Ballarat Brewery site in 1989 and closed the plant. Four years later the 'brewery site' was purchased by the Ballarat School of Mines to enlarge its campus area as TAFE was a rapidly expanding areas of education. In 1994 plans were developed for the 'Brewery Complex' with careful regard for needed educational facilities and due concern regarding historical aspects of the site and its buildings. There was close consultation and cooperation with the Ballarat City Council during the planning process. In 1995 most of the Brewery buildings were demolished by some special structures and features are preserved. The old brewery chimney was retained as a permanent reminder of the original industrial site, as were two boilers. The SMB Brewery Complex was completed in 1996 and reflects aspects of the former brewery's appearance. It was opened by Prime Minister John Howard on 28 February 1997. Four photographs framed together to produce a panorama. The four photographs were taken from the slope of the Ballarat School of Mines where the Wesley Church now stands. When joined they gave a panoramic view of one of the world’s richest alluvial goldfields. The town you see had over 50,000 people. Bridge Street on the left is well established. The crude pans and cradles of the early “diggers’ were already giving way to steam power and the deep shafts of the “miners”. Money and machinery were needed to get to the deeper leads, and the smoke stacks of the great company mines can be seen across the photo. The waterloo mines was one of the first deep shafts and was sunk at the foot of the Dana Street hill. Stone of which wall is constructed is believed to have been used in the construction of Jamieson's Buninyong Inn, built for Margaret Jamieson starting about 1853. She owned the earlier Buninyong Inn which impinged on they surveyed Learmonth St. and was demolished. Margaret died in 1854 before the building was completed by her son, who built the third Buninyong Inn on the corner of Learmonth and Warrenheip.
