World War 2 commenced in 1939 in Europe. The first controls over the production and distribution of products in Australia were introduced in 1940, partly due to disruption of shipping. In 1942, after Japan entered the War, comprehensive rationing was introduced to manage shortages and control civilian consumption. After the War, rationing was gradually phased out. Clothing rationing was abolished on 24 June1948. The last rationed product was tea, which ended in July 1950.Many young men from the City of Moorabbin volunteered for active service during WW2 .The market gardeners had to manage their farms with reduced labour. Farms and businesses over the whole country were affected so rationing was introduced to control the civilian use of commodities. This cushion cover was owned by Arthur Lock, a soldier in the 2/23rd Battalion. After initial training in Albury, N.S.W. and Bonegilla, Victoria, they left for overseas service. Embarking in November 1940 on the transport Strathmore at Port Melbourne, the 2/23rd arrived in Egypt in mid-December. From Egypt they were deployed to Tobruk. The battalion helped defend Tobruk for eight months, manning a series of concrete pillboxes located in a semicircle around the town, called the Red Line. In October the majority of the 9th Division, except the 2/13th Infantry Battalion, was evacuated by sea. The 2/23rd left on 18 October and sailed to Alexandria. The division was transferred to Palestine and then Syria for rest and garrison duties.This item is part of a collection of items owned by Athur Lock, a member of the 2/23rd Battalion, an all-volunteer Second Australian Imperial Force which served as part of the garrison during the Siege of Tobruk, then at El Alamein, New Guinea and Borneo. This is a Federation certificate showing the signatures of the Shire of Warrnambool personnel who signed the addresses presented by the Municipalities of Victoria to the Duke of York and the Governor-General in 1901 on the occasion of the Federation of the six colonies in Australia. This was a highly significant event in Australia’s history and Warrnambool shared in this occasion by voting overwhelmingly in the Referendum in favour of Federation. This certificate shows the official local government acceptance of the inauguration of the Commonwealth of Australia and the regard for matters of Empire and the representatives of British Royalty. It also has the signatures of the Shire personnel, many of whom were prominent men in the Warrnambool district in the early 20th century, especially Gideon Nicol, James Lindsay, Alexander Rollo and John Glasgow. It was reported in the Warrnambool Standard at the time that this certificate had been designed and illuminated by Victor Henry, an art student from Warrnambool and the son of one of Warrnambool’s Councillors, This is a certificate indicating that the Shire of Warrnambool Councillors signed the Addresses presented by the Municipalities of Victoria to the Duke of York and the Governor- General in January 1901. The certificate is mounted on card with paper binding on the edges and contains the signatures of the President of the Shire of Warrnambool, nine Councillors and the Shire Secretary. It is highly ornamented with lithographs of the crests of the six States of Australia, an archway , an image of a woman representing the British Empire, a lion, a British flag and the crest of ‘United Australia’ and other symbols. The printers of this copy were Sands and McDougalls of Melbourne. The certificate is coloured in mostly yellow, green and brown tonings.
