Cr. G. C. Dreverman J.P. and President of Eltham Shire Council gives a speech at the opening of the Eltham Library in August 1971. Cr Dreverman was a Councillor for the Central Riding of the Shire of Eltham since 1966. The Eltham Branch of the Heidelberg Regional Library Service was opened on 17 August 1971 by Victoria’s Chief Secretary R. J. Hamer. The library was designed by the firm Leith and Bartlett and was the southern wing of the Shire of Eltham Offices in Main Road Eltham. Visitors entered a “book plaza” which embodies the display techniques of a bookshop. Through this area was located a quieter area for reference and the more “purposeful” reader. The library was opened as part of the Shire of Eltham’s centenary celebrations. The library and Shire Offices were demolished exactly 25 years later in 1996. The ribbon is a souvenir of the first Australia Day, held 30 July 1915. Across Australia, this day was set aside for a nation-wide fundraising effort to assist wounded soldiers returning to Australia during WWI. In Linton Australia Day 1915 was celebrated with a jumble sale, raffles, and the collection of donations. There was also a stall outside the Shire Offices, attended by a group of girls dressed as Red Cross nurses, which sold flowers, postcards, toys and souvenirs. Mrs Surman, then Stella Todd, was one of this group of girls, along with her sister Millie Todd. From late in 1960 VR took what were the first definite steps to close the Colac-Beech Forest line. 1,101 tonnes of freight per year flowed from Colac to Beech Forest because of increasing competition from the roads. From 1 July 1960 onwards, when pulpwood (hardwood) stopped being shipped from Beech Forest, a maximum of only 7,000 tonnes/year would be shipped to Colac. Including special trips passenger revenue earned a little more than $200 per annum. The issue of second-hand sleepers stopped entirely and the two track gangs only patrolled the track and tightened loose bolts. The line did not earn its way and on 4 November 1960 it was recommended that services over the narrow gauge line be discontinued.The rear of a goods train from Colac arrives at Beech Forest on 9 August 1961. June Meeting (Newsletter No. 240, Jun. 2018) Prior to Shillinglaw Cottage (c1878-80) being relocated to where it is now operated as a popular cafe near the Eltham Library, it was within Josiah Holloway’s 1850s subdivision known as Little Eltham, which later became the centre of the first Eltham township. Originally a farmer’s cottage it is historically significant because it is one of the Shire’s oldest dwellings and a fine example of the work of the well-known pioneer builder George Stebbing. In 1964 the then Shire of Eltham purchased the Shillinglaw property with the intention of demolishing the cottage and constructing new Shire offices on the site. However extensive community action resulted in funds being raised to have the building saved and relocated further south to the Eltham Common, where it was joined by the Eltham Library 1994. New Shire offices opened in 1965, but following municipal restructure in 1994 these were demolished and the land sold to a developer, which precipitated a dramatic trail of community angst, threats of legal action, the sacking of a newly elected council and several unsuccessful development proposals, by subsequent councils. After all these years the vacant site there is still guarded by the three trees that were outside the front of the Shillinglaw Cottage. The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. Shillinglaw Cottage looks stable enough now but it was the first colonial building in Australia to be pulled apart brick by brick and reconstructed on a different site. Community outrage prevented the council from demolishing the cottage in 1963 to make way for Eltham’s Shire Offices and local people paid for the cottage to be moved. Originally built by respected local builder George Stebbing in 1859, the cottage is typical of European farmhouses, but is constructed of handmade local bricks in a style known as “Flemish Bond.” The chequered pattern created by the burnt “header” bricks is a unique feature of this style. The cottage’s name comes from its long association with the Shillinglaw family, who loved there for more than eighty years. The Cottage is classified by the National Trust.
