The letter is Legatee Kemsley's response to an article published on 20 April 1946 discussing War Memorials. The article suggested that war memorials were better to be utilitarian, such as hospitals, parks and community centres. Legatee Kemsley's reply is that such necessary amenities should be provided but not as memorials of sacrifice. "The plain fact is that unless sacrifices and deeds of heroism and national patriotism are expressed in non-utilitarian memorials they lose then special significance they are designed to provide." "As a Trustee of the National War Memorial, I ask, what hospital or park could as fittingly provide a Mecca for for national solemnity, or rejoicing, or thanksgiving, as the Shrine of Remembrance in Melbourne?" Although the St Kilda Road site was favoured early on, by 1926 there was pressure to change to a "provision of square" and Cenotaph at the intersection of Spring and Bourke Streets. 'Melbourne Legacy decided to support and work for the Shrine of Remembrance as the National War Memorial.' It is notable that the initial design 'incorporated certain features of the Mausoleum at Hellicarnasus, which is listed as on of the Seven Wonders of the World and, also, many of the refinements of the ancient Grecian architecture.' This note describes how the ray of light shining on the Rock of Remembrance was 'something of an afterthought' as Philip Hudson (one of the architects) saw something similar on a trip abroad, in a chapel in France. The final paragraph is significant 'All materials in the Shrine are of Australian origin. Indeed, with the exception of the marble in the Shrine floor which was quarried at Carloola in NSW, and the Hawksbury freestone in the bas relief panels, the remaining materials are all of Victorian origin.' This account is written by a Legatee who was heavily involved in the building of the Shrine. It is presumed to be Legatee Kemsley but it is not certain (the handwriting might be a clue if more documents written by him are found). Also the date is not known. Labelled 'Shrine of Remembrance S1 - S14' it was part of an old archive numbering system, that showed there has been efforts in the past to collect, order and save items of Legacy's history. Points of interest in the photograph are the lack of white lines along the tracks, safety zone equipment behind the tram, the "Hail Cars Here" tram stop sign on a steel pole by a traffic light and the style of traffic light. Two advertising panels on the front of the tram advertise "Jex Soap Pads" and the musical "Hair" at the Metro Theatre Bourke St. Two Fords are alongside the tramcar. The original source of photograph unknown. The Musical "Hair" was presented in Melbourne during 1971. Photos shows a Melbourne, MMTB, double-deck bus painted in an all-over livery for the Buy Bonds Let's fill the 3rd Liberty Loan - World War 2 campaign. Has images of Winston Churchill and Australian Prime Minister John Curtain on the side of the bus. The bus is a Leyland TD5c type. In the background is a bus with a James Motors 1925 body, which were remounted on K6 International chassis in 1942 - 1943. Photographed at North Fitzroy Depot. These buses were used to replace the cable trams in Bourke St from October 1940. John Curtain became Prime Minister on 7 October 1941 and died on 5 July 1945. Photo of the Mail Exchange Building with a cable tram loading prior to departure and a number of motor vehicles. The photo shows the monumental construction for the then Post Master Generals Department. The Double Deckers are built on Leyland TD5c chassis, with bodies by Leyland (1), Cheetham & Borwick (17), Martin & King (17) and J A Lawton & Sons (10) – a total of 45. The photo was taken at the Central Bus Garage North Fitzroy. All the DDs were ready for service in April 1940, but their issue to service was delayed due to the war effort to save fuel – continuing with the cable tram until the rope was almost worn out.
