James Stewart Noel Harris was born in Rutherglen on 21 March 1905 to John Richards Harris and Jessie Lily nee Prentice. His father was a doctor in Rutherglen. John later entered politics and was knighted for his services in May 1937. After finishing his secondary schooling James (Stewart) Harris moved to Melbourne to study law, becoming a resident of Trinity College in 1925 and rising to become Senior Student in his final year, 1928-29. He enlisted in the Air Force Cadets at Point Cook in 1925 and transferred to the Air Force Reserve in 1930. On 7th October 1940 James transferred to active service as a Flight Officer. He worked his way up the ranks, being appointed Wing Commander in 1944. He also served as Chief Instructor of the RAAF School of Administration, receiving the RAAF Long Service Commendation. The RAAF School of Administration and Special Duties had moved from Ascot Vale to Trinity College in 1942 meaning that James Harris' service career had returned to the place it began in 1925. In 1945 he requested to be transferred back to the Reserve so that he could resume his civilian life. On discharge, James returned to Wodonga and resumed his legal career. In the early 1930s he had joined the legal practice of Mr. Edmondstone which had opened for business in High Street, Wodonga in 1886. The practice continued to develop and in 1966 was joined by Lou Lieberman, becoming known as “Harris Lieberman & Co”. Harris Lieberman still operates in Wodonga and Albury. James Stewart Noel Harris died in Wodonga on 30th November 1978.This item is significant because it recognises the War Service of a prominent citizen of Wodonga.A colour printed certificate presented to James S. N, Harris in appreciation for his service for "King and Empire" during World War II. The text is surrounded by columns and an arch. The Australian and British flags are at the top as well as representations of the Navy, Army and Air Force. It also features the logo of the Shire of Wodonga above the text. The badge of the Commonwealth Armed Forces is at the centre bottom of the certificate. This small collection also includes black and white photographs of James Samuel Noel Harris in uniform and also saluting on presentation of an award recognising his service in 1942.On Certificate: PRESENTED TO James S. The City of Ballarat unanimously resolved to erect a Civic Hall in Mair Street in 1951. The architects, Gordon Murphy, of Melbourne, and H.L. and L.J. Coburn, of Ballarat, were commissioned in 1952. The Council constructed the foundations and footings for the building under the supervision of the former City engineer, Mr L.H. Finch, in 1953. These footings are of massed concrete. The design for the building took advantage of the cross fall of the land, providing for the Small Hall to be entered from the Doveton Street frontage through a foyer under the Main Stage, the structure is steel with brick panels, with accommodation for 1,592 persons in the Main Hall and 440 persons in the Lower Hall. The front facade faces Mair Street, set back from the building line to provide for the entrance drive-ways and kerbed gardens. Tenders were invited on a firm price basis. A young Ballarat master Builter, Walter Benbow Trahar was the successful tenderer, the contract price being 139,841 pounds. the work was commenced in 1953 and has proceeded in spite of material and labour difficulties until its completion. The following statistics are of interest:- * The foundations contained 200 cubic yards of concrete. * The constructional steel work weighs approximately 270 tons. * The reinforcing steel 47 tons. * Reinforced concrete in the structure, 1,100 cubic yards. * The approximate number of bricks in the building, 580,000. * The flooring is of selected kiln-dried hard wood and totals 40,000 lineal feet. * The dimensions of the Main Auditorium, 100ft by 86 ft, including the side promenades each 82ft by 13ft. *The Main stage, of reinforced concret with parquette finish measures 62 ft by 40ft. *The floor area of the Lower Hall is 74 ft by 38 ft, and has a stage dimensions of 40ft by 20 ft. * Each hall has independent heating and ventillating systems. Where possible the material in the building was furnished from local business houses. The public address installation, which provided for additional microphones, is on the main Stage. There is inter-communication throughout the building connecting the front office, with the bioscope box, the stages in both the large and lower halls, and the Hallkeeper's residence. Local craftsmen have completed the painting, plaster work, and the electrical installation; local produced materials being used in the construction of the buildings with the exception of the timber for the Main Floor, the roofing and the structural steel. The City of Ballarat Councillors in 1956 were Councillors N. T. Callow, F.J. Cutts, K.C. Webb, W.E. Roff, O.W. Curnow, F.T. Woodward, Allan C. Pittard, A.W. Nicholson, J.A. Chisholm, G.L. Scott, F.W. Oliver, A.D. Mason. The Town clerk was H.R. Maddern and the City Engineer was G. Murrowood. A City of Ballarat Council meeting of 25 September 2013 voted to demolish the Ballarat Civic Hall. The Council heard from nearly 50 members of the public during a marathon six-hour meeting. Councilors John Birt, Des Hudson, Amy Johnson, Josh Morris, Peter Innes, John Philips supported the motion to demolish Civic Hall. Your Council and its Architects have planned as broadly as possible for the benefit of all to-day and for years to come. We are proud of the work executed by a Ballaarat Master Builder whose work is a monument to the City's craftsmen. I feel I should also remind this assembly that the women of Ballaarat, back in 1951, provided funds which have been applied in the purchase of a Grand Piano and two Upright Pianos which are now installed in this building. The sincere hope of myself and your Councillors is that this Hall and its amenities will prove of immense value to the development of the cultural and artistic tastes of this community and that it will be freely used for these and many other purposes. From now on this magnificent building and its furnishings and equipment will be available to all. I strongly exhort you to use and protect it. Sir Henry de Castres Kellett (1851-1924) the son of a hereditary baronet, was born at Mt Gambier, South Australia in 1851. His English title had been created in Ireland in 1801, but the family was originally Norman with the later branches living in England and Ireland. Sir Henry Kellett assumed the title in 1906. Henry Kellett was a prominent Kew retailer, continuing his father’s newspaper and stationery business in Bulleen Road (now High Street). At various stages, he also acted as an insurance, postal and real estate agent. He lived in Walpole Street and later at Lota Begg (now demolished) in Westbrook Street, East Kew. In 1884, Henry Kellett was elected to the Kew Borough Council and served for 40 years; a remarkable example of public service. He was elected Mayor for a single term in 1888-9. Sir Henry de Castres Kellett died in St George’s Hospital in 1924 following a tragic car accident in Cotham Road, Kew while on Council business. The vehicle, in which he was travelling with fellow councillors and the Town Clerk, collided with a tram. Marjorie Morgan discovered some of his carvings and found nothing about the carver. She set herself the project and contacted many family members who had received a carving as a gift. She organised a family reunion so everyone could bring their carvings to one place (Surrey Gardens) and have them photographed for the book. Some relatives even came from New Zealand.This book traces the recorded life of John Kendrick Blogg, prominent citizen, industrial chemist, poet and woodcarver. Ned Williams was born in Bristol, England in 1825 and died at Ballarat 7 September 1900. Ned took a leading role in transforming what was a swamp (Yuille's Swamp) into the modern day Lake Wendouree. Ned was the establishment and promotion of water sports on the lake, he was well liked in the community and highly regarded as a leading citizen, an athlete, a sportsman and as an oarsman. This memorial was commissioned on his passing in 1900.The item is of aesthetic and historic significance to the people of BallaratA Carrara marble fountain on a basalt base. Eight tiers of marble, the central element is bordered by four pillars with decorative capitals on top. The pillars and capitals are secured with copper allot rod at the upper junction and ferrous rods at the base.
