Photograph, Entrance to Shire of Eltham Memorial Park, Garden Hill, Eltham-Yarra Glen Road, Kangaroo Ground, c.1923
View to south-east from Shire of Eltham Soldiers' Memorial Park showing the carriageway from the road to top of Memorial Park. Accompanying notes state that the entry gate was put in place in May 1921. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973. During 1910-11 the first approaches were made to the Department of Education for the establishment of a Higher Elementary School in Orbost and this became a reality in 1912. Orbost Higher Elementary School supplied post-primary education in the district until a high school was built in 1948. Higher Elementary schools took in students whose parents desired a higher level of education than the completion of Grade 6. Higher elementary classes were added to existing primary schools and were the forerunners of high schools.Orbost High School / Orbost Secondary College has played a significant part in the education of senior students in the Orbost district . Accessory - Badge, Before 1855
The badge recovered from the Schomberg wreck is believed to depict one of the first steam engines. The engine's design by Charles Tayleur & Co. was to be produced for the Great Western Railway in England. The first nineteen of these locomotives were ordered by Isambard Kingdom Brunel for the Great Western Railway including six 2-2-2 Charles Tayleur locomotives. They were built by Charles Tayleur and Company, which later the Vulcan Foundry. The locomotives were unsuccessful and were rapidly supplemented by the Star Class locomotives ordered by Daniel Gooch once he had been appointed as the Locomotive Engineer. As built, they comprised two groups of three, the first group, was delivered in 1837. This locomotive was the first to run on the Great Western Railway when it was tested on 28 December 1837 from its shed at West Drayton. It was withdrawn in 1843 but was rebuilt as a 2-2-2T tank locomotive and returned to service in 1846, running in this form until 1868. It survived for two more years at Reading as a stationary boiler. It is named after the workshops where it was built, which themselves were named after the Roman god of fire. (Although a supposition, it is possible that the owner was a passenger on the ill-fated Schomberg and that they worked either for the Great Western Railway or the Vulcan Foundry that made the engine in the 1830s.) Wreck of the Schomberg: Schomberg was a large three-masted full-ship rigged wooden ship built in 1855 by Alexander Hall and Co in Aberdeen, Scotland for James Baines' famous Black Ball Line at £43,103. The vessel was 288 feet (88 meters) in length, with a beam of 45 feet (14 meters), a depth of 29.5 feet (8.99 meters) of 2,284 tons. The mainmast was 210 feet (64 meters) high and she carried 3.3 acres of sail. The vessel was constructed with three skins. One planked fore and aft, and two diagonally planked, fastened together with screw-threaded trunnels (wooden rails). The Schomberg is one of only three clipper wrecks in Victorian waters that operated the England to Australia run. While the other two, Empress of the Sea and Lightning, were built by the famous American shipbuilder, Donald Mac Kay. Schomberg was an attempt to build a faster ship than Mac Kay and a vessel fast enough to break the sailing record to Australia. The Schomberg sailed on her maiden voyage from Liverpool on 6 October 1855, under the command of Captain James Forbes, on its maiden voyage to Australia with a general cargo, jewellery, spirits, machinery, and 2,000 tons of iron rails and equipment intended to build the Melbourne to Geelong Railway and a bridge over the Yarra from Melbourne to Hawthorn. She also carried a cow for fresh milk, pens for fowls and pigs, plus 90,000 gallons of water for washing and drinking. She also carried 17,000 letters and 31,800 newspapers. There were approximately 473 passengers and a crew of 105. It was hoped that Schomberg would make Melbourne in sixty days, setting a record for the voyage, but light winds at the equator dashed those expectations. The ship sighted Moonlight Head in southwest Victoria on Christmas Day but through a deadly combination of wind, currents, and unmarked sand spits, the vessel gently ran aground on 26 December 1855 on a spit that juts into Newfield Bay, just east of Curdies Inlet, and the present town of Peterborough. Fortunately, the SS Queen was nearby and managed to save all passengers and crew. The steamers Keera and Maitland were dispatched to salvage the passenger's baggage and the more valuable cargo. Other salvage attempts were made, but deteriorating weather made the work impossible, and within two weeks the Schomberg's hull was broken up and the vessel abandoned. The wrecking of the Schomberg caused quite a public stir, particularly in light of the fact the vessel was supposed to be, the most perfect clipper ship ever built. Captain Forbes was charged in the Supreme Court under suspicion that he was playing cards with two female passengers below decks when his ship ran aground. Despite a protest meeting, two inquiries, and the court proceedings, he was found not guilty and cleared of all charges. In 1975, divers from Flagstaff Hill, including Peter Ronald, found an ornate communion set at the wreck. The set comprised a jug, two chalices, a plate, and a lid. The lid did not fit any of the other objects and in 1978 a piece of the lid broke off, revealing a glint of gold. As museum staff carefully examined the lid and removed marine growth, they found a diamond ring, which is currently on display in the Great Circle Gallery at the Flagstaff Hill Maritime Museum that also displays ship fittings and equipment, and personal effects. Most of the artefacts were salvaged from the wreck by Peter Ronald, former director of Flagstaff Hill. The Schomberg has historical significance as one of the first luxurious ships built to bring emigrants to Australia to cash in on the gold rush era. And is included on the Victorian Heritage Register (VHR S612). The collection of Schomberg artefacts held at Flagstaff Hill Museum is primarily significant because of the relationship between these recovered items having a high potential to interpret the story of the Schomberg and its foundering during a storm. The shipwreck is of additional historical significance for representing aspects of Victoria’s shipping history and for its association with the first passenger ship, which was designed not only to be the fastest and most luxurious of its day but foundered on its maiden voyage to Australia.Gold coloured brass badge depicting an 1840's steam engine or locomotive with the figure of a fireman standing on the back. Programme, Programme for the Official Opening of the Mt Helen Campus, 10/1970
The first building at the Mt Helen Campus was opened in October 1970. Students first starting using the campus in the same year. The programme includes the following historical information: "On 26th October, 1870, Sir Redmond Barry officially opened the first venture into formal technical education in Australia - the Ballarat School of Mines. Over the preceding year a small group of Ballarat citizens interested in mining had conceived and brought into being the idea of creating such a school. They leased a derelict Court House next to the Ballarat Gaol in Lydiard St., at a nominal rental for15 years, and started classes with 4 students and an honorary lecturer. The School developed its courses beyond the initially intended range of studies related to mining, increased in enrolments, took over neighbouring properties and buildings and developed three levels of education - tertiary, trade and secondary. From the latter part of the 19th Century, even though remaining under the control of its own autonomous Council, it developed close links with the State Education Department. From the earliest times the School achieved widespread recognition and a particularly high reputation, and its graduates spread across Australia and the world. For several years it was affiliated with Melbourne University. In the last decade its scope has been further broadened by the introduction of new tertiary courses. During 1965 the State Government created the Victoria Institute of Colleges - a non-teaching body empowered to award degrees and directed towards the task of co-ordinating and developing tertiary education in Victorian in institutions other than universities. the tertiary division of the School became affiliated with the V.I.C. at the end of that same year. Subsequently the Council of the School decided that, whilst retaining for the whole establishment the time honoured title - The School of Mines and Industries, Ballarat - it should more distinctly sub-title the three divisions. the tertiary division then became known as the Ballarat Institute of Advanced Education. On receipt of substantial Commonwealth-State Grants, made to it as a college of advanced education, the Council was enabled at the start of 1967, to purchase for the Institute the 20 acre campus at Mt Helen. A master plan has been produced to develop this beautiful and spacious site as a tertiary institution enrolling, in due course, some 3000 full time students. the first sod was turned, to initiate this development, by the then Governor General of Australia, The Right Honourable Lord Casey, on 19th October, 1967. The Ballarat School of Mines was established in the disused Ballarat Circuit Court in 1870 through the initiatives of the Ballarat Mining Board, which was concerned with the shortage of trained men for the goldfields. The former Ballarat Circuit Court House was originally abandoned due to subsidence of its foundations, possible caused by under-mining. This photograph shows students in front of that building, which was demolished c1912 to make way for the Ballarat Technical Art School building. Document, Statement of the Distribution and General Account Current of the Prize Money Granted to the British Army for the Battle of Waterloo and Capture of Paris in the Year 1815, 1815
The Napoleonic Wars were a period of conflict from 1803-1815, caused by unresolved tensions following the end of the French Revolution. Coalitions of European powers fought against Napoleon Bonaparte and the French army, who were defeated at the Battle of Waterloo on the 18th June 1815, in Belgium. The conclusion of the battle would mark a period of sustained peace for Europe, that would bring with it cultural and technological innovation. This document in illustrative of the prize money awarded to different groups of soldiers following the Capture of Paris, separated into different classes. The first class consisted of General Officers, the second of Field Officers and Colonels, the third of Captains, the fourth of Subalterns, the fifth of Serjeants and the sixth of Corporals, Drummers and Privates. The Commander in Chief of the Army also received £61, 178/3/ 5 1/2. In addition to the money given to these classes, which approximately totaled £486,246 / 18/ 1 3/4, a total of £30,000 was paid to the Bank of England and £7,204 / 16/ 7 1/4 was paid to the Chelsea Hospital, to a grand total of £558,940/ 12/ 3. This money given to the Chelsea Hospital was part of the Army Prize Money Act 1814 (54th Geo. 3 c. 86, 14th July 1814), which when passed through parliament entailed that any prize money unclaimed or forfeited would be paid to the Chelsea Hospital. The Royal Hospital Chelsea is a charitable institution which provides support to war veterans and has existed since the reign of Charles II. The document goes into further details of the payments made to specific regiments, who include members of the British cavalry and artillery, rifleman, staff corps and foreign soldiers enlisted to aid with the campaign. The award of prize money following battle was meant to serve as an incentive for aggression and victory, in addition to helping deter looting of the deceased possessions. A paper watermark '1810' on the handwritten document suggests it is an original, and therefore was probably in the possession of a battle participant, most likely of a higher rank. The provenance of the document is unknown but one possibility is through former Ballarat School of Mines staff member Hester Darby, whose parents were Ernest Darby and Leah Hynam. Her maternal line boasted a Battle of Waterloo veteran. A number of handwritten pages 48 cm. x 34.5 cm. (slightly larger than A3) which has been folded in half, and in half again. When attempts were made to tape the torn document together, one page was taped in the wrong order. The top of the third page aligns with the bottom of the fourth page, the top of the fourth page with the bottom of the third. Corrections to this have been made in the transcript.
