Black and white photograph of SEC Ballarat No. 21 decorated for the 1969 Ballarat Begonia Festival. Photographed at a Wendouree Parade crossing loop by Brian Weedon 2/3/1969. Tram is painted white - based on the Myer's Christmas tram of 1968 (See Reg. Item 1881) and used later for the Ballarat Base Hospital Appeal May 1969 Begonia Festival (See Reg. Item 1885).
