Shire of Phillip Island managed the Phillip Island Penguin Parade during this era, and made several improvements for visitors including the building of a kiosk for food and beverage and some souvenirs. The building was located on a bitumen area at the base of the hill along with a brick toilet block. The area was actually raised from creek bed adjacent to the bitumen area, with Little Penguin rookery either side. The Shire tendered out the contract for the running of this kiosk on a 3 yearly basis.This small public notice from a Wonthaggi newspaper at a time when no local newspaper was being published on Phillip Island, marks the time when the Shire of Phillip Island began to increase provision of tourist facilities at the Penguin Parade. The number of visitors being 100,000 for the previous year is also an excellent indication of the popularity of the Penguin Parade. Death notice in local newspaper - Ringwood Mail 19/12/1947, recently retired from his position as engineer to the Ringwood Cool Stores.Beloved hustand of Gertrude, dearly loved father of Jack, Clifford (deceased), Lloyd and Res, loved father-in-law of Joy. Aged 62 years. Outside his home and his work, his two great interests in life were his Lodge and bowls. He was one of the foundation members of the Ringwood Masonic Lodge, consecrated in 1925. He was Worshipful Master in 1929 and was appointed secretary in 1934. He took all the degrees in Masonry and was a member of the Grand Lodge. In the wporting world he took a keen interest in bowls and was a foundation member of the Ringwood Bowling Club. He was president of the Club in 1942, 43, 44 and 45. -

TUNIC - RAAF (Blue Grey) Service Dress Uniform Jacket, Military Uniform, 1998
This item of military uniform was worn by Squadron Leader (SQNLDR) Bernard Farley during his period of Full Time service in the Royal Australian Air Force (RAAF) between 27 January 1976 and 02 March 1997. Bernard joined the RAAF as an Airmen was trained and employed as a Clerk Supply (CLKSPL) between 1996 - 1977. He undertook officer cadet training at the Army Officer Cadet School in 1978 and was commissioned into the Ground Defence Category on the 09 December 1978, where he served for 18 years and rose to the rank of SQNLDR. Royal Australian Air Force (RAAF) 1A Service Dress Uniform 1A - Tunic (Jacket - Blue Grey). This uniform was in the period 1966 - 2001 as the primary uniform. Service Dress is approved for wear as either ceremonial dress or working dress when employed in office or business type environments. The Tunic consists of a jacket has a lapel collar, with two external chest pockets and exposed pocket flaps, two side jacket pockets with external flaps and two internal jacket pockets positioned just below the external chest pockets. There is a crescent shaped cloth badge 'AUSTRALIA' sown at the side/top of each sleeve and Squadron Leader - rank stripes sown around each sleeve on the upper wrist area. The Tunic is closed with four gold buttons down the front. Each button is inserted through a small round hole sewn into the right side of the tunic front and held in place at the rear with a safety pin. There are four corresponding button holes sewn into the left front of the tunic to fasten the jacket in the normal closed position when worn. Maker: Australian Government Clothing Factory (A.G.C.F.) - Coburg Victoria The Tunic has two military decorations attached above the exterior left chest pocket. The decoration are: 1. Conspicuous Service Medal - Yellow and Green right sloping diagonal strips 2.. Defence Service Medal (with one clasp) - Blue and Gold upright stripes and round metal clasp positioned centrally. The DSM is awarded for 15 years service and a clasp is awarded for each additional 5 years service. -

Equipment - Resuscitator Unit, c. 1960
Mechanical resuscitation devices, such as the Pulmotor and Lungmotor, were popular in the early part of the twentieth century. Their use waned in the 1920s as significant bodies like the British Medical Research Council and American Red Cross refused to endorse them. The most popular of the resuscitators to emerge in the 1930s was the E&J (Ericson and Johnson) resuscitator. The device was soon widely available, vigorously promoted with support from many medical practitioners. They were soon to be found in hospitals, emergency services like the ambulance and fire brigade, and voluntary life-saving organisations. In Australia, Norman James, director of anaesthesia at the Royal Melbourne Hospital, developed an interest in equipment for ambulances and the resuscitation of drowning victims. Little in the way of practical, portable equipment was available to either the ambulances or the voluntary life-saving organisations, such as Surf Life Saving Australia (SLSA); American resuscitators, like the E&J, were expensive and bulky to import. James designed a simple portable resuscitation device for local use after being approached by Jack Conabere, secretary of the Elwood Life Saving Club (ELSC). The resulting Royal Melbourne Hospital resuscitator, or the R.M. resuscitator as it was marketed, was a simpler, manual version of those available overseas. It was gas driven with a plunger, marked “Press”, and a safety valve. The small working unit attached directly to the facemask. Once the patient was positioned facedown and the airway cleared of debris, the mask was placed firmly over the face. The plunger allowed gas to flow and lung inflation; releasing the plunger allowed expiration. This simple resuscitator was marketed by Commonwealth Industrial Gases (CIG) and became very popular in Australia with volunteer and professional rescue organisations. It represents one of the many innovations in resuscitation equipment that resulted from cooperation between volunteer life savers and medical practitioners. Norman James worked closely with Jack Conabere and the Government Pathologist to develop the equipment. ELSC was the first life saving club to use the resuscitator on the beach. While conducting an early training exercise on 23 December 1951, they used it to successfully resuscitate a man who had drowned after capsizing his home made yacht. The R.M. resuscitator was also used in more inventive ways. At Fairfield Hospital in Melbourne, a group of physiotherapists and doctors did some innovative work with polio patients, teaching them glossopharyngeal (or “frog”) breathing, as a means of becoming less dependent on ventilators. In 1981, the Australian Standards Association stated that the RM head failed to meet its revised standards and it was withdrawn from the market.
