Victorian Institute of Occupational Safety and Health (VIOSH) Australia is the Asia-Pacific centre for teaching and research in occupational health and safety (OHS) and is known as one of Australia's leaders on the field. VIOSH has a global reputation for its innovative approach within the field of OHS management. VIOSH had its first intake of students in 1979. At that time the Institution was known as the Ballarat College of Advanced Education. In 1990 it became known as Ballarat University College, then in 1994 as University of Ballarat. It was 2014 that it became Federation University. VIOSH Australia students are safety managers, senior advisors and experienced OHS professionals. They come from all over Australia and industry. Students are taught active research and enquiry; rather than textbook learning and a one-size fits all approach. VIOSH accepts people into the Graduate Diploma of Occupational Hazard Management who have no undergraduate degree - on the basis of extensive work experience and knowledge. The Background Paper prepared for a meeting to be held on Friday 2 May 1994. It is a Stakeholders Workshop. Information on VIOSH over the years provided. The range of OHS activities include: 1. Accredited Tertiary Courses 2. Short Courses 3. Research 4. Consultancy 5. Advisory Function 6. Information Resources The Graduate Diploma in OHM started in 1979 and was the first Occupational Health and Safety tertiary course in Australia. Since then it has continued to attract students at a national level even though similar courses were offered elsewhere. The map on Page 2 shows the extent of enrolments. The Courses Review Process is outlined and VIOSH is now able to define its own procedures and processes for reviewing its post-graduate programs.This is being managed by a small internal project management team. Documents relate to the planning for the introduction of a Graduate Diploma in Occupational Safety and Health to begin in 1978. It was developed for the Victorian Institute of Colleges 1977-81 Academic Master Plan. The working party submitted a Third Draft in April 1977. The Course Co-ordinator was Derek Viner, Senior Lecturer, School of Engineering. The internal working party was Dr E Phillips, Head of School of Applied Science; Derek Woolley, Head of School of Engineering; Tom Norwood, Head of Department of Mechanical Engineering; Max Brooke, School of Business Studies; G Fernandez, School of Business Studies; J Harvey, School of Applied Science; B Rollins, School of Community and General Studies. An External Advisory Panel was also formed was different safety and injury bodies. Harold Greenwood Thomas was one of a group of students who founded the Safety Institute of Australia (SIA). They all had attended the first Industrial Safety and Accident Prevention Course conducted by Melbourne Technical College in 1948. Due to his long service to safety and prevention there is the Harold Greenwood Thomas Lifetime Achievement Award. This is the most prestigious award by the Institute and may be issued to a person who has demonstrated a combination of long term outstanding and influential contribution to the profession in a specific or generalist area of Occupational Health and Safety and Work Health and Safety, where there work has made a major impact on outcomes in Australian workplaces. The Award will be issued once annually, but the board retains the right not to award in any given year, or in special circumstances more than once in a year. It Award is for an individual. Dennis Else, VIOSH Ballarat, is the 6th person to win the Harold Greenwood Thomas Lifetime Achievement Award. In 1984 the Health and Safety Unit conducted its first "short course". This was a three month course in industrial safety. The first group was for Australian International Development Assistance Bureau (AIDAB) Factory Inspectors. The group was made up of twelve chief inspectors and deputy inspectors from India and one inspector from Fiji. AIDAB provided the funding for those who participated - course, accommodation and fares. It has been written by Dr Dennis Else, Visiting Fellow, Ballarat College of Advanced Education. Dennis is also a Senior Lecturer, University of Aston, Birmingham, England. The document outlines the need for a databank and often ""our failure to control health and safety problems is from our inability to apply existing knowledge rather than because the knowledge does not exist." The control solutions would need to be technically vetted to ensure feasibility of the solution. An experienced group of specialists in aspects of health and safety and from engineering branches would be required. Ballarat CAE already has this blend of expertise. A project titled "Reducing Back Injuries and Energy Costs of Shearing Through the Development of Practical Modifications to Shed Layout" was funded by Worksafe Australia. The budget was $101,170. VIOSH Australia collaborated with the School of Human Movement and Sports Science to look for ways to reduce muscle injuries associated with shearing. The study set up a number of focus groups in the Ballarat area, New South Wales and Western Australia to gather different inputs and perspectives on causes of injuries. Groups represented were shearers, doctors, farmers and shearing shed designers. Shed design was a principal factor with the emphasis on minimising body twisting associated with catching and releasing sheep, removal of floor obstructions along path between pen and release, battens oriented along direction of drag and slope in pens. A black and white photograph of Children at the Catholic Orphanage, Vung Tau which was supported by the Medical Staff of the 1st Australian Field Hospital (1AFH), vung Tau. The Diggers and the nurses, in particular, did an outstanding job of maintaining the health and well being of the orphans. The hospital staff conducted regular medcaps and provided food and clothing sent from relatives and friends back home in Australia. From time to time the orphaned children were taken for a day at Back Beach behind the 1AFH area. The children ranged in age from new born babes to teenagers. Pru Sanderson, in her groundbreaking ‘City of Kew Urban Conservation Study : Volume 2 - Development History’ (1988), summarised the periods of urban development and subdivisions of land in Kew. The periods that she identified included 1845-1880, 1880-1893, 1893-1921, 1921-1933, 1933-1943, and Post-War Development. These periods were selected as they represented periods of rapid growth or decline in urban development. An obvious starting point for Sanderson’s groupings involved population growth and the associated economic cycles. These cycles also highlighted urban expansion onto land that was predominantly rural, although in other cases it represented the decline and breakup of large estates. A number of the plans in the Kew Historical Society’s collection can also be found in other collections, such as those of the State Library of Victoria and the Boroondara Library Service. A number are however unique to the collection.The Kew Historical Society collection includes almost 100 subdivision plans pertaining to suburbs of the City of Melbourne. Most of these are of Kew, Kew East or Studley Park, although a smaller number are plans of Camberwell, Deepdene, Balwyn and Hawthorn. It is believed that the majority of the plans were gifted to the Society by persons connected with the real estate firm - J. R. Mathers and McMillan, 136 Cotham Road, Kew. The Plans in the collection are rarely in pristine form, being working plans on which the agent would write notes and record lots sold and the prices of these. The subdivision plans are historically significant examples of the growth of urban Melbourne from the beginning of the 20th Century up until the 1980s. A number of the plans are double-sided and often include a photograph on the reverse. A number of the latter are by noted photographers such as J.E. Barnes.An unnamed subdivision in Studley Park including five lots for sale in Studley Park Road, Highfield Grove and Tara Avenue. Unidentified on the plan, but clearly existing, are the Henty family mansion of Field Place and Tara Hall in Studley Park Road. The first attempted subdivision of Tara Hall was advertised in 1927 in which Lots 5, 6 and 7 in this plan were also advertised. Unusually, Lot 2 in Studley Park Road was created from the northern part of the Henty mansion, rather than Tara Hall. In the subdivision, lots were advertised at varying prices, with the highest price for land being Lot 2 in Studley Park Road. This photo is a very early example of an action image from an Australian Rules football match in a rural area in Victoria. The identity of the two teams is not confirmed. The team with the dark colored uniform is probably the Bacchus Marsh football team. The other team is possibly Parwan. The style of uniforms suggest the date of the photo is from around 1910 or possibly a few years earlier. This item has particular historic and social significance as an action image of two of the early sporting teams of Bacchus Marsh and district. These type of images are very rare for teams outside of the major metropolitan competitions such as the Victorian Football League of Victorian Football Association. It therefore provides a rare and fascinating depiction of an early football game as it was played and the ground conditions in which footballers played in the early 1900s.A black and white photograph produced from a digitized glass negative held by the State Library of Victoria titled, ‘Men and boys playing football on an oval set among trees and fields’ ca. 1910, Pictures Collection, State Library Victoria, H92.433/20. The description for the image held by the State Library of Victoria does not identify the location where the image was taken. By close comparison with other images of Maddingley Park held by the Bacchus Marsh and District Historical Society the location has been identified as Maddingley Park, Bacchus Marsh. A significant identifier for this image is the presence of the Evans Pavilion in the background which was built in 1896. Broadmeadows was home to the major army training camp for the Australian Imperial Force. The land was previously known as Mornington Park. It was a wide field, suitable for military practice, including training for the Light Horse regiments. It is the current location of the Maygar Army Barracks on Camp Road in Broadmeadows. To reach the camp, soldiers marched from Victoria Barracks in St Kilda Road and headed north up Sydney Road, only resting near Fawkner Cemetery. Soldiers slept in tents and food was basic. Training was hard, but it did not prepare soldiers for a modern war with machine guns, gas, shells and aeroplanes – technology that did not exist in previous wars. Some men only completed a few months training before departing on troopships from Port Melbourne. Once overseas, some soldiers received further training in Egypt. It is likely that these men are associated with the Orbost district.This photograph is a reminder of the personal stories of those who were involved in WW1.Two copies of a black / white photograph on dark grey buff cards. 1. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. 2. Example of the type of heavy machinery used in clearing and building of Lake Guy, Bogong Village and Clover Dam 1. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Lake Guy is one of the many water storage reservoirs used to supply the power stations their main power to run the huge turbines generating the final product, electricity 2. Seal Skins Ski Straps / Soles
Seal skin straps and webbing were introduced into the Victorian Alps by European skiers. Enthusiasts travelled to enjoy the snow and to explore the Victorian Alps including the Bogong High Plains. This equipment enabled them to travel over snow without slipping when going up hills. They took the skins off when they wanted to slide down hills. In later years, waxes were used for cross country skiing and then 'fish tail' markings on the back of skis to enable skiers to travel distances up and down mountains. Later developments also included motor transport (replacing horses to get to the snow line) and roads to take skiers to the ski fields and mechanised tows to take skiers up mountains so they could ski down (downhill skiing). Skate skiing has also developed as another form of skiing.Skiers visited the Bogong High Plains during summer and winter to explore and enjoy the High Plains. The equipment used was a forerunner to the variety used today and the different types of skiing done today. Falls Creek was developed during the construction of the Kiewa Electric Hydro Scheme and was influenced by the number of Europeans working on the scheme and their desire to make use of the snow during winter.Each Seal skin has: Seal skin sewn onto one side of a strap of webbing. There is a webbing loop on the front that slips over a small point at the front of the ski. It is doubtful that Fabbro's farm holding was ever called Barrak Park, This title is fairly recent after the Shire of Eltham purchased the land, including the last section in 1993/94. About this time the area on the west side of Falkiner Street was purchased by a private developer and developed as housing. The area in Bell Street opposite the Eltham High School was purchased by the State Government is recent years and is called Fabbro Fields. Looking north towards Research along Main Road near the intersection with Dudley Street. Luther Hayley’s Bakery and General Store on left promoting refreshments and summer drinks. With the opening of the railway to Eltham in 1902, Melbourne residents would regularly enjoy a Sunday excursion journey on the train to Eltham for a day’s outing to the countryside. Possibly the annual State schools picnic held by the Board of Advice at Haley's Paddock near Eltham railway station on 11 March, 1904. Haley’s Paddock (now occupied by Eltham shopping centre) was capable of accommodating 10,000 people, with ample shade and hilly surroundings, an ideal place for any gathering. The main foreground is the site of the present day Eltham Village and Coles Shopping Centre. This photo forms part of a collection of photographs gathered by the Shire of Eltham for their centenary project book,"Pioneers and Painters: 100 years of the Shire of Eltham" by Alan Marshall (1971). The collection of over 500 images is held in partnership between Eltham District Historical Society and Yarra Plenty Regional Library (Eltham Library) and is now formally known as the 'The Shire of Eltham Pioneers Photograph Collection.' Letter, J.B. Rankine to Frederick Martell, 1898, 17/10/1898
"Mr. J. B. Rankine, the inspector for the Dundas goldfield, entered upon his duties on June 4, 1897. He states that his preliminary examination of the mines in active operation on the field, which was of a hurried nature, revealed in several instances a very unsystematic method of mining, which must have been attended with grave risk to the workmen had it been allowed to continue. The underground workings in one, particular mine which he inspected, and wherein a large number of men were employed, were of such a serious and dangerous nature that immediate steps and measures had to be taken to secure the ground for the safety of the men so employed. Without entering on this occasion into the question of culpability, he desired to place on record that the manager had shown a readiness and willingness to carry out his (the Inspector's) instructions. Entrance requirements for a full-course student was an Intermediate Certificate of equivalent. The Certificate of Art was a two year course of basic study to enable students to undertake a further two years of specialised training in a chosen field of art. Albert E. Dorling was the Instructor in Printing at the Ballarat Technical Art School in 1933. The art school was a division of the Ballarat School of Mines. The objectives of Typographical Instruction at the Ballarat Technical Art School was to develop an appreciation of art in printing; to create and foster a wholesome respect for books; to develop a justifiable pride in persona achievement; to broaden the educational and social outlook; to broaden the field of vocational choice; to prepare for effective entrance into the printing trade; to give mastery of many of the principles of design; to help in forming habits of accuracy, thoroughness, neatness and industry; to give opportunity to turn out a product of use, beauty and value; to cultivate appreciation of the value of co-operation and service; to aid in mastery of other school subjects,particularly English; to provide an appropriate instructional medium for pupils whose constructive instincts desire this method of expression; to provide experience which will show the practical application and value of academic subjects.Coloured soft covered book bound with a brown ribbon. Westouter Churchyard and Extension is located 12 Kms south-west of Ieper town centre, on a road leading from the N375 Dikkebusseweg. The village of Westoutre (now Westouter) remained in Allied hands from the early months of the First World War to the Armistice, but in the summer of 1918, after the Battles of the Lys, it was within 2.4 Kms of the front line. The Churchyard and Extension was used by field ambulances and fighting units at intervals from November 1914 to September 1918. French was born in Kent in 1852. He had a brief service in the Royal Navy before becoming a cavalry officer. He distinguished himself on the Gordon Relief Expedition and was rapidly promoted. French became a national hero during the Second Boer War. He won the Battle of Elandslaagte near Ladysmith, escaping on the last train as the siege began. He commanded the Cavalry Division, winning the Battle of Klip Drift during the march to relieve Kimberley. In Cape Colony he conducted Counter-insurgency operations. Attained the rank of Field Marshall. Awards he received: Knight of the Order of St Patrick, Knight Grand Cross of the Order of the Bath, Member of the Order of Merit, Knight Grand Cross of the Royal Victorian Order, Knight Commander of the Order of St Michael and St George. French died in Kent in !925, aged 72.
