Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. This is a souvenir of a ‘Back To’ celebration in Warrnambool in 1934. There had been a large-scale ‘Back To’ in Warrnambool in 1930, perhaps prompted by the growing interest in the history of the town ( this was evidenced in many country towns in Victoria at the time) and the need to gather together the remaining older local people as those regarded as pioneers of the district were fast dying out. In 1934 the State of Victoria was celebrating the centenary of the first permanent white settlement at Portland and many other places besides Melbourne took this opportunity to have a reunion of past and present citizens. Also Warrnambool had at the time two men very interested in the history of the settlement – Henri Worland and Patrick O’Grady and the first Warrnambool Historical Society was established the following year with Worland and O’Grady prominent in its establishment and Martin Carter on the first committee as well. Martin Carter, whose name appears on this envelope was the organizer of the 1934 reunion. The Carter family had long been established in Warrnambool as saddlers and Martin Carter was a Warrnambool Councillor from 1917 to 1925 and Mayor during three of those years. No information is available on the ‘Miss Adams ‘ in the address but ‘ R. F. Kennedy & Co.’ refers to the well-known pharmacy business in Timor Street Warrnambool.This envelope is of interest as a souvenir of a ‘Back To’ in Warrnambool in 1934. This is a small envelope with most of the back flap missing. The inside of the envelope has a blue lining. The envelope has a franked green Australian stamp and a Warrnambool Post Office stamp. A handwritten address is on the right side of the envelope. On the left side is a printed poster/advertisement in blue, black and grey colouring. Words on the building on the south west corner of Sturt Street are visible. "NATIONAL MUTUAL BUILDING". This building was used by Mark's Jewellers, and then Allan Bros. Jewellers. The next building has the writing "ARGUS" and Printers, Bookbinders, Stationers, on it. This was known as Berry Anderson's. I suspect that these are photographs before the celebrations for the coronation. Hugh George Ferguson was born in June 1900 in Williamstown. After his family moved to Kew, they lived in Fernhurst Grove while his future wife’s family lived in Fellows Street. He married in 1940 and subsequently joined the Second AIF. In 1945, he was reported to be the ACF (Australian Comforts Fund) Commissioner in Borneo [Kalimantan]. After the Second World War, he worked as a Billeting Affairs Organiser for the Dutch Government, resettling migrants in Australia. He also worked in advertising as an account manager, and as campaign director for Arthur Rylah in Victorian politics. He directed the first major trade fairs at the Royal Exhibition Buildings after the Second World War, including ‘Australia Makes It Exhibition’ in 1947, the ‘Australian Industrial Fair’ in 1949 and 1950, the ‘Modern Home Exhibition’ in 1949, and ‘Made in Australia’ in 1952. The funds raised during the latter were earmarked for a ‘bankrupt’ Queen Victoria Hospital. He built a home in Brougham Street and represented North Ward on Kew Council from 1952 to 1968. He was elected Mayor in 1959. Hugh Ferguson died in 1975, aged 75. Barkly Hyett was a leading Bendigo solicitor and solicitor to the Bendigo City Council for 45 years prior to his death in 1935. Like many men with money of this era he served on local boards such as the Bendigo Base Hospital, Bendigo Y.M.C.A. Bendigo Law Association, South Bendigo Bowling Club and St Andrew's Presbyterian Church. He was also associated with mining companies and financial institutions. His son Alan joined his business in 1914 but died during WW1 after which time his younger son Rex joined and his name appears on this receipt alongside his fathers. Richard Hartley Smith Abbott was the step son of Joseph Henry Abbott and continued on in the family tradition of entering into business, becoming a successful business man and proprietor of Abbott Supply Co. He was elected a representative in the Mandurang riding in the Shire of Strathfieldsaye in 1887, served as Mayor of the City of Bendigo from 1917 - 1918 and was Secretary of the Bendigo Art Gallery for over 20 years. Like this father he continued to build local industries with a particular interest in tanning, selling products locally and exporting to London. The Tannery (in Tannery Lane, Mandurang) was one of the largest in the state. He died in 1940. William Henry Gray was killed when a large slab of rock fell on his head at the Clarence Mine, Eaglehawk in April 1902. He was only aged 32 and left a widow and five children. The family lived at Bracewell Street, Eaglehawk.Brown poster advertising a concert at the Eaglehawk Town Hall. Wednesday, June 4th.
