The current building was opened on Friday 28th February 1969 by the Premier of Victoria, The Hon. Sir Henry E. Bolte, K.C.M.G., M.P. The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. Local governments play an important role in the lives of citizens in Australia. Local government authorities exist to provide services and amenities to local communities, and are also responsible for regulating and providing services for land and property in their district. This item is representative of a time when Orbost had its own Shire Council. A stapled program and invitation to the official opening of the new Orbost Shire Council Municipal Offices. The Municipality of Kew (1860-1863), the Borough of Kew (1863-1910), the Town of Kew (1910-1921) and the City of Kew (1921-1994) were local government instrumentalities in the State of Victoria. In 1994, the City of Kew was amalgamated, together with the former Cities of Camberwell and Hawthorn, into the new City of Boroondara (1994- ). Like other local government entities of the period, Kew was administered by town clerks. The two notable town clerks in Kew's history were H. H. (Henry Hirst) Harrison (1868-1955) and W. D. (William Dickie) Birrell (1899-1974). Harrison was appointed to the position in 1901 and retired in 1938 after 37 years. Birrell, appointed Acting Town Clerk in 1921, became Town Clerk in 1938, following Harrison's retirement. He continued in this role until his retirement in 1966. A large part of this collection of civic ephemera was assembled by W. D. Birrell. This is part of an historically significant civic collection, containing hundreds of separate invitations, documents, greeting cards, programmes and tickets issued and/or collected by successive town clerks. Items in the collection illuminate the political, social and cultural history of the district. Ian Gordon played a prominent part in both the development of the Mt Helen Campus and in the progress the Institution made prior to becoming a University on 01 January 1994; In 1973 he was appointed President of the Council of hte newly created State College of Victorian at Ballarat (SCVB) which absorbed the former Ballarat Teachers' College. As President, he led the merger of the SCVB with Ballarat Institute of Advanced Education (BIAE), the tertiary division of the School of Mines and Industries, Ballarat. Out of the merger the Ballarat College of Advanced Education (BCAE) was established on 01 July 1976. Ian Gordon, a partner in the Ballarat law firm Heinz and Gordon, became the first Vice-President of the new Council and was involved with the plan to transfer the former SCVB to the Mt Helen site. In June 1981, Ian Gordon became President of the Council of BCAE and held that position until June 1989. He remained a member of the Council of the BCAE (later Ballarat University College) unti l31 December 1993, the eve of the creation of the University of Ballarat. He was the only person to remain a member of the BCAE and the BUC Councils for the whole of their existence.
