This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. It presents an opportunity for present generations to consider local aspects of the process of the Federation of our country.Framed Certificate. This photograph is a copy of an original painting by the Australian marine artist A V Gregory (1867-1957), also known as Arthur Victor Gregory. Gregory lived and worked in South Melbourne. He took over the Gregory Studio owned by his father, George Frederick Gregory, painting actively between 1899 and 1932. He usually signed his works as ‘A V Gregory’. Some of his original works have been sold for thousands of dollars. The barque "La Bella" was built in 1893 in Norway. On 31st October she commenced her maiden voyage. After six voyages, the vessel was offered for sale in Hamburg. After much negotiation, she was sold on December 1900 for £3,600 to Mr D C Turnbull and sailed back to New Zealand. The "La Bella" was primarily used on the Australian-New Zealand run, her cargo being timber, coal and produce. In October 1904, she ran aground at Owhira bay, New Zealand. The vessel was subsequently refloated. In November 1904, the "La Bella" attempted to enter Warrnambool Harbour without a pilot aboard. The vessel struck Annabella reef and many members of the crew perished. The "La Bella" captain was later charged and found guilty of negligence. In 1905 he was charged and tried for manslaughter. He died of a heart attack later that year and is buried in an unmarked grave at Melbourne General Cemetery.The detailed image of the vessel depicted in this photograph shows one of the many sail and steam vessels painted by the renowned Victorian marine artist A V Gregory, whose original works are highly valued today by marine collectors.Photograph of a painting of the three-masted sailing ship "La Bella" sailing through Port Phillip Heads. Richard Liebreich of Germany invented his design of ophthalmoscope in 1855. This example is complete in its case with Coccius lenses and condensing lenses. Early ophthalmoscopes required an external source of illumination, eg lamp or candle, and light was reflected into the eye to be examined by the mirror on the ophthalmoscope. The earliest versions of the Liebreich ophthalmoscope used a polished metal surface to reflect light; glass mirrors were introduced in 1870. A condensing lens was held in front of the patient to view the image. A Coccius lens could be clipped into the holder to counter ametropia of user or subject.This Liebreich ophthalmoscope is significant for the collection as it is the only complete example of the three held in the collection.Cased Liebreich ophthalmoscope with 5 small coccius glass lenses and 2 glass condensing lenses. Non-illuminated ophthalmoscope has concave mirror in round head with central sight hole.Hinged coccius clip attached to hold lenses. Black metal head, silver coloured mount and black turned timber handle. Case has black leather outer lining and purple velvet and satin inner linings. Case hinged with snap closure. Vice Chancellor was influential in promoting University of Ballarat in becoming a central player in the Ballarat and Western Victoria region. In 1998 he oversaw the amalgamation of the University with two Tafe institutions, which created the only multi-sectorial regional university in Australia. Professor James was a formal Ballarat City Councillor, the Chairman of the Ballarat Foundation from 2001 to 2008. He was also the recipient of the Centenary Medal in 2003 – an award created by the Centenary of Federation, which recognises the achievements of a cross-section of the Australian community, by honouring people who have contributed to society of government in Australia. This item is part of the Federation University Art Collection. The Art Collection features over 2000 works and was listed as a 'Ballarat Treasure' in 2007.
