Photocopied file of corresponence and documentation relating to a claim by L.J. Mills, Nurseryman, that adjoining property owner, J. Collins, Farmer, assists with replacement of a vermin proof wire netting dividing fence destroyed by 1939 bushfire. File includes 1939 and 1940 detailed property inspection reports by Vermin and Noxious Weeds Branch, Lands Department, Lilydale, describing land use in the area and signs of vermin activity. Application approved 18th April, 1940. Appeal lodged by Mr Collins disallowed in May, 1940. File closed June, 1940 with Departmental suggesion that Mr Mills consider further legal action through a Solicitor as fence had still not been wire-netted. TRANSCRIPTS: Vermin & Noxious Weeds Inspection Reports "19/9/1939 (To) Superintendent (Department of Lands and Survey, Melbourne) Re L.J. Mills application for Vermin Proof Fence. I called on Mr Mills yesterday 18th instant in connection with this matter. Mr Mills has a flower farm and claims that rabbits and hares are damaging his flowers. He showed me a bed of carnations which he stated were being damaged by rabbits. There was evidence of some leaves being nipped off, but I am unable to say whether this is due to rabbits or grubs. Very little if any real damage is being done. The property is netted on the east and south boundary and on half the north and west boundary. The surrounding country is undlating and fairly steep in places. The land to the east across Grandview Avenue (sic) is all planted out in old established orchards and well cultivated. Cleared grass land adjoins the south boundary and bush land adjoins the north and west boundaries. I walked over a large area surrounding Mr Mills land and never saw any rabbits or hares or any indications of rabbits. This locality is not rabbit infested and very little wire netting is being used. I do not consider that a vermin proof fence is necessary between these allotments. - Jas H Allison (Inspector, Vermin and Noxious Weeds Branch, Lands Department, Lilydale)." Follow up report following renewal of application for Certificate by Mr Mills, citing rabbits causing considerable damage to his flowers. He laid poison and obtained 9 carcases and stated that there is evidence of rabbit infestation from the adjoing land. "19/3/1940 (To) Mr Hannah (Superintendant, Department of Lands and Survey, Melbourne) Re L.J. Mills, Grandview Grove Ringwood, Lot 4 Grandview Estate Pt CG20 Ph of Warrandyte. I interviewed Mr Mills at his home on 15th inst. He showed me carcases of rabbits which he stated had been poisoned on his land. In places young plants had been nipped off apparently by rabbits. I made an inspection of adjoining properties and found one live burrow close to Mr Mills northern boundary. There were scratches and other evidence of rabbits on land north and west of Mr Mills property. In view of the present evidence of rabbits I consider that a vermin proof fence is now necessary to protect the flowers grown by Mr Mills. His land is netted on whole of east and south boundary and half way on west and north boundary. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. This top hat, with the initials J.H.H., belonged to John Hunter Henderson, a doctor who practised in Warrnambool from 1904 to 1939. For many years he was a member of the Warrnambool Hospital Board of Management. On his retirement in 1939 he went to live in Melbourne where he died aged 81. The John Hunter Henderson fund was established at the Warrnambool Hospital to develop the training facilities for medical and nursing staff. The bowler hat belonged to his driver (name unknown) and it is presumed that he drove a horse and buggy in the early years of the 20th century. These items are of considerable significance as they are associated with Dr Henderson, a long-serving doctor in Warrnambool and they show the status and comparative affluence of doctors in the first half of the 20th century. .1 This is a black top hat with the crown covered in beaver fur or felt of some kind. The upturned brim is slightly worn on one edge. The crown has a black corded band with a bow on one side. There is a stud with an air hole on the crown. Inside there is a brown leather lining with information on the maker on the inside base and a crown image. .2 This is a bowler hat made of black felt with lining on the edges of black cotton material. The brim is slightly turned up on the sides. The crown has a black corded band with a bow at one side. There is a circle of air holes on the side of the hat. Inside there is leather lining with some information on the maker on the inside base. .3 This is a hat box lid with a leather covering over cardboard. It is a spherical shape with some side damage where the leather is peeling. There is a leather strap handle with a metal buckle. There are remnants of travel labels pasted on to the lid. .4 This is a hat box made of leather with a metal lock on one side. It has remnants of paper travel labels on the sides. Inside the box is an insert made of maroon-coloured cardboard for storing the top hat. This insert has a leather strap to stabilize the hat. There is a name on the base of the box written on a piece of adhesive plaster. .1 J.H.H. Reginald Charles ALLARDICE enlisted first in the CMF on 10.8.1940 age 21 years Regt No V40236. During this time he applied to join the RAAF so was discharged from the Army on 21.5.1942 as a Pte in the 24/39th Bn. Two days later he is in the RAAF as a Trainee Aircrew WEF No 418577. On 31.12.1942 he is listed as a LAC (Leading Aircraftsman. Ongoing training sees him at Benalla, Mallala in SA, Mt Gambier, Pt Cook, Camp Miles Standish USA. Finally he is stationed in England at Pembroke with 461 Sqd RAAF with the rank of Sgt on 10.10.1943. This was a Sunderland Sqd which was a large long range patrol Flying Boat. The unit was mainly Australians from many nations. He rises through the ranks to T/F/Sgt, Officer, Pilot Officer, Flying Officer and last Flight Lieutenant on 10.3.1945. He is discharged from the RAAF on 7.12.1945 at RAF Station Beecles Suffolk England. 461 Sqd was a Coastal Command unit mostly involved in submarine detection and hunting in the Atlantic and Bay of Biscay. They were involved in the D Day landings. The Sqd lost 20 aircraft to enemy action and accidents. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower area of the building into a library, reference room and reading room for members and the public. The books were sorted and stored using a cataloguing and card index system that he had developed himself. He also prepared the upper floor of the building and established the Art Gallery and later the Museum, a place to exhibit the many old relics that had been stored for years for this purpose. One of the treasures he found was a beautiful ancient clock, which he repaired, restored and enjoyed using in his office during the years of his service there. Ralph Pattison was described as “a meticulous gentleman whose punctuality, floorless courtesy and distinctive neat dress were hallmarks of his character, and ‘his’ clock controlled his daily routine, and his opening and closing of the library’s large heavy doors to the minute.” Pattison took leave during 1942 to 1945 to serve in the Royal Australian Navy, Volunteer Reserve as Lieutenant. A few years later he converted one of the Museum’s rooms into a Children’s Library, stocking it with suitable books for the younger generation. This was an instant success. In the 1950’s he had the honour of being appointed to the Victorian Library Board and received more inspiration from the monthly conferences in Melbourne. He was sadly retired in 1959 after over 23 years of service, due to the fact that he had gone over the working age of council officers. However he continued to take a very keen interest in the continual development of the Library until his death in 1969. The Pattison Collection, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institute’s collection. The Warrnambool Mechanics’ Institute Collection is primarily significant in its totality, rather than for the individual objects it contains. Its contents are highly representative of the development of Mechanics' Institute libraries across Australia, particularly Victoria. A diversity of publications and themes has been amassed, and these provide clues to our understanding of the nature of and changes in the reading habits of Victorians from the 1850s to the middle of the 20th century. The collection also highlights the Warrnambool community’s commitment to the Mechanics’ Institute, reading, literacy and learning in the regions, and proves that access to knowledge was not impeded by distance. These items help to provide a more complete picture of our community’s ideals and aspirations. The Warrnambool Mechanics Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This book/magazine is a record of the company's tasks in WW11. It acknowledges the "debt owed to the armed forces involvement and role in defeating the enemy". The Australian operations of this company were originally founded by Hugh V. McKay in the 1890s. In 1906, H.V. McKay moved his manufacturing operations from Ballarat to Braybrook Junction (later Sunshine) on the western outskirts of Melbourne. In 1921 the company became H.V. McKay Pty Ltd. In 1930 it merged with the Australian operations of the Canadian agricultural implement and tractor manufacturer Massey Harris, to become H.V. McKay Massey Harris Pty Ltd. Throughout World War II H.V. McKay Massey Harris exported over 20,000 Sunshine drills, disc harrows and binders to England to facilitate the increase in food production.
