This photograph was taken of the steps of the Stawell Town Hall. The original guests assembled for the unveiling of the tower and clock - 10th May 1939.

Mrs Kelly donated the tower and clock - the inscription on tablet -
"The clock and tower on this town hall were erected by Mrs Norman Kelly, in memory of her father, the late Cr. George Barnes J.P.
A councillor of the Borough of Stawell over a period of 47 years and also her mother, the late Emma Barned - 10th May 1939.
