The City of Melbourne initially wanted a conduit system, main issue was overhead wires, looks at other possibilities. The Melbourne Tramways and Omnibus Company (MTOC) operated a horse tram from the Victoria Bridge cable tram terminus to Boroondara General (Kew) Cemetery from 28 December 1887.
