He began as a carter and settled near Healesville. Robert Marshall grew up on a small farm in Panton Hills in the 1950s and became an architect, designing in an Australian style, sometimes working with Alistair Knox. Marshall first stood for local council in 1974, having to overcome a childhood stutter by relaxation techniques. He was active in the formation of Nillumbik shire; after 20 years as councillor, he was elected president for 1978 and 1979. In February 1997, his adopted son Stewart Anthony Marshall died as the result of a drug mix-up. He lived in St Andrews and his business was in Hurstbridge.
