In 1985, amidst a backdrop of limited expectations for people who are blind or have low vision, PENI (People for Equality Not Institutionalisation) was formed. Frustrated by the lack of support from the agencies that were designed to help them and community attitudes, the group sought to increase representation at agencies management, employment opportunities, accessible information, participation in decisions and change perception of how they should live their lives. In 2005, archivist Anna Fairclough gave a historical presentation about the subsidiaries of the newly formed Vision Australia. The Braille Book of the Year awards were first established by the Braille and Talking Book Library in 1974, as a way of recognising excellence in Braille production. In 1990 the first Narrator of the Year was awarded, then followed by the Audio Book of the Year in 1991. With the merger with the AFB, then the name change to Vision Australia Foundation, these awards were rechristened the Vision Australia Foundation awards. In 2005, another merger took place and the decision was made to only continue the original award, due to both limited funds and the development of the commercial audio book industry and thus commercial audio awards. ABC Radio show 'Hindsight" which looks at the historical, and not so historical, limitations that were placed on blind and vision impaired people through the twentieth century. Through interviews with various people who lost or were born with limited or no sight as well as historian Judith Buckrich, the changes over the last 150 years about the politics of the blind and the thinking around it are reflected upon. From the first institute for the blind set up in Victoria in 1866, there have been restrictions on conditions, access of service, working life, education, travel, voting rights, attitudes on using white canes or dog guides, pensions, workers rights, and socialising between blind men and women.
