In Kew’s Civic Century (1960), Cr. W.D. Vaughan described William Dickie Birrell M.B.E. (1899-1974) as follows: “Mr. W. D. Birrell, who had been on the staff of the Country Roads Board after his return from active service with the First A.I.F., was appointed assistant town clerk on February 15, 1921. On Mr. Harrison’s retirement he was appointed town clerk and city treasurer, and has given outstanding service. His knowledge of municipal administration has been acknowledged by the Government calling on his services to advise on amendments to the Local Government Act. He is a past president of the Town Clerks Institute, and on the nomination of that body was honoured by Her Majesty the Queen in 1958 with the award of the M.B.E. He still occupies the position and is held in the highest esteem not only by the Kew Council, but also by local government administrators throughout the metropolitan area.” (page 132) He died on 7 May 1974, and his ashes were interred at the Boroondara General Cemetery. Cr. W.D. Vaughan in his civic history of Kew includes a chapter (XXXII, pages 132-3) to Town Clerks and Surveyors. He states that H.H. Harrison began his career with the Borough of Kew in 1888 as his predecessor's assistant, becoming Town Clerk on the latter's death in 1901. On his retirement, The Herald on 30 Jul 1938 reported that: "H.H. HARRISON, Town Clerk of Kew, was entertained last night by members of the Metropolitan Institute of Town Clerks and presented with a walking stick and case of pipes, on the occasion of his retirement after 50 years' service with Kew City Council. He began his municipal career as a youth with the Bendigo City Council, and in 1888, was appointed Assistant Town Clerk at Kew. The 8th/13th Victorian Mounted Rifles was raised as a regiment of the Royal Australian Armoured Corps on 1 May 1948 with Headquarters in Melbourne and squadrons in Sale, Benalla/Wangaratta and Albury. In 1955 Regimental Headquarters moved to Wangaratta and a second squadron was located at Albury. The Sale squadron transferred to 4th/19th Prince of Wales’s Light Horse. The G42 Garratt Steam Locomotive was one of two heavier more powerful locomotives that operated on Victoria's narrow gauge railways. These Beyer Garratt locomotives were built in Manchester, England and delivered in 1926. They were numbered G41 and G42. They operated on the Colac–Beech Forest–Crowes line and the Moe–Walhalla line respectively. After the line from Moe closed in 1954, G42 was sent to Colac, where it worked until closure of that line in mid-1962. At that time the G41 was in poor condition and was scrapped. "Grace Blake’s conversations with older members of the Club have elicited the following information during July 2014: • Don Christie recalls the machine being acquired by (or donated to) SMRC in the 1960s. SMRC later donated it to APRC. • Bob Duncan remembers it being at APRC. • Max Shaw joined the club in 1946 but doesn’t recall it at all. • Peter Watson recalls collecting the rowing machine from the old APRC club house before its demolition (c. 1995). The AP-SMRC machine carries a ‘maker’s plate’ with the name Moore... Moore Crane and Engineering Company Pty Ltd was a subsidiary of Malcolm Moore Industries Ltd whose manufacturing engineering works were located on Williamstown Road, Port Melbourne from 1927. The founder established the main business in 1921 and retired in 1953.21 The business was delisted from the Australian Stock Exchange in 1976. Grace Blake advises that some of the earlier SMRC members were plumbers and therefore worked in trades connected with engineering. She reports that Peter Watson recalls some of his contemporaries completing their engineering apprenticeships at Malcolm Moore Industries Ltd in the 1970s. There are still many unanswered questions concerning the history and provenance of the rowing machine at the time of writing this report, but the connection with a local engineering works is certainly fascinating. Questions to explore in the future include: Did Moore manufacture the machine, or import it (and perhaps assemble it) under licence? Was this machine a ‘one-off’ or did Moore make / distribute others within Australia? When, why and how did SMRC acquire the machine? Why did SMRC decide not to retain it, but to pass it over to APRC? "The ‘Moore’ Rowing Machine at the Albert Park – South Melbourne Rowing Club (AP- SMRC) is a rare example in Australia of the Kerns patent design from 1900. This machine may not, however, be that old in construction or use. The AP-SMRC machine is almost intact, appearing to lack only the leather straps for fastening the rower’s feet to the foot-rests. Spalding manufactured the design in the USA in the early decades of the 20th century, but the metal elements in its models are traditionally black. The bright red paint on the AP-SMRC machine suggests something different. The AP-SMRC machine carries a maker’s plate that associates it directly with a local engineering business, Malcolm Moore Industries Ltd of Williamstown Road, Port Melbourne. Club members recall the machine being at the South Melbourne Rowing Club in the 1960s, and being transferred at a later date to the Albert Park Rowing Club. The machine has not been used since the founding of the amalgamated AP-SMRC and requires careful conservation. The ‘Moore’ rowing machine is of national research significance as a rare survivor, in Australia, of the well-regarded Kerns patent design that was popularised by Spalding in the northern hemisphere. The English River and Rowing Museum website quotes a testimonial from an AG Spalding & Bros’ Mail Order Catalogue: ‘This machine was described by ‘an experienced oarsman’ ... “to be the most perfect rowing machine ever produced”. A feature was the adjustment of the resistance so “the weaker sex can use the machine”’. Its historic significance lies in its rarity (and perhaps uniqueness) as an aid to the training of rowers at two successful clubs on Albert Park Lake. Additional historic significance lies in the connection that the rowing machine represents between local rowing clubs and a major local manufacturing engineer. The ‘Moore’ rowing machine bridges the realms of innovation and application, of industry and recreation, of land-based and aquatic sports, and of two neighbouring rowing clubs on the Albert Park Lake." 2014 Significance Assessment, p43"A rowing machine that appears to be built to the Kerns patent design from 1900 but may not be that old in construction or use. The machine is heavy and includes parts made from cast iron. The cast iron components are painted in a distinctive bright red. The wooden seat moves on timber slides. The photograph is taken in the car park at Royal District Nursing Service ( RDNS) Headquarters, 452 St. Kilda Rd, Melbourne. Sr. Harris is assisting to load the bassinet and the other nursing equipment into the RDNS Van for Mr. Pincher to deliver to the appropriate RDNS Centre or to patient's homes. In 1971 the Commission shop donated a Van to Royal District Nursing Service (RDNS), to be used by the Maintenance crew for delivery of equipment and transporting goods and documents between RDNS Centres and Headquarters. It was also used for transporting Maintenance staff, and the equipment they required, to do maintenance work at RDNS Centres as needed. The Commission Van was kept at the RDNS Service Centre at Chessell Street, South Melbourne. From the founding of the Melbourne District Nursing Society (MDNS), in 1885, known as the Royal District Nursing Service (RDNS) from 1966, equipment was loaned and demonstrated to patients, and their family members, to enable them to care for their loved ones in their home. In the 1970s RDNS employed a Physiotherapist who taught RDNS staff the correct transferring techniques, including the use of a hoist when this became available. RDNS staff taught and used these techniques in patient’s homes to undertake safe transfer of the patient and to reduce physical strain on RDNS Sisters and family members. The photograph appeared in the MDNS Annual Report of 1922 and is taken on the veranda of the Melbourne District Nursing Society (MDNS) Nurses Home at 39 Victoria Parade, Collingwood. The Sisters lived and worked out of the Nurses Home from June 1914 to 1953. They attended the disadvantaged in the inner suburbs of Melbourne. The Sisters and Matron are wearing the grey uniform and hat with a red Maltese cross is in the centre of the hatband which was introduced in 1921. These Sisters, plus two others visited 29.079 visits in the metropolitan area and in suburbs as far distant as Elwood, Glen Huntly, Deepdene, Essendon and Fairfield. Of the 1666 patients on the books 394 were midwifery patients nursed in their own homes. It is believed the Matron in the photograph is Matron Reynolds. In February 1885 it was recognized that nursing care was needed for the sick poor in inner Melbourne. The Melbourne District Nursing Society (MDNS) was founded on the 17th of February with one Trained nurse (Nurse) who qualified under the Hospital training system, commencing on the 1st of May, and a second employed six months later, both working in the now CBD, ie from Spencer Street to Spring Street and from Victoria Parade to Flinders Street. From its inception the Society was at the forefront of health care. They provided high quality nursing care; educated their patients in the curing and prevention of disease; teaching the importance of cleanliness and good nutrition, both by verbal instruction and demonstration, even supplying soup and milk when needed. At that time they walked the streets and lane ways amid the slums of inner Melbourne carrying their nursing bag containing lotion, ointments, powders, liniment, bandages, dressings, a case of spirits, and the Nurse's own clean apron. The also supplied equipment, such as earthenware hot water bottles, splints, urinals, bed pans, bed cradles, feeding mugs, and air-cushions as well as providing clean bed linen and nightdresses and clothes as necessary. In 1891 the first Nurses Home was rented for 1 year at £65 per annum at 66 Cardigan Street, Carlton; Nurses wages were now £60 per annum. A Doctor gave lectures from the Home to the public on the understanding and prevention of diseases. The Society decided to commence a Midwifery Service and Nurse Fowler, who had previously worked for the Society, was re-employed as their first trained Midwife. She began home births in August 1893 giving them Ante Natal care, taking midwifery bundles and providing clothes for the babe as needed. Following birth, she gave Post-natal care to the mother and babe twice a day for three days and then daily for a week, and longer if required. She resigned after twelve months and Nurse Wilkie was appointed to the position. As well as walking, the Nurses used Public transport in the limited areas it ran, though a taxi was used by the Nurses and Midwife in emergencies and at night. Late in 1891 the Society moved to larger rented premises at 49 Drummond Street and in 1902 moved to 188 Leicester Street, Carlton. The Nurses were becoming exhausted, particularly in the heat of summer. Permission to use bicycles was given to them in 1898 and the Society decided to purchase their own in 1903. A business man offered ‘new free wheel’ bicycles at £13 each, which included maintenance for one year. Bells and wooden frames were added at a cost of £5 per frame so the Nurses could carry extra equipment. Nurses bags were strapped to the handlebars. Soup was made for those in need 2-3 times a week, and if patients could not arrange to have it collected, the soup was delivered by the Nurses on their bicycles. Their use caused a change in uniform, with white pith helmets, and veils covering them and tied under their chins, now being used. In 1904 the Society relocated to rented premises at 5 Royal Terrace, Nicholson Street in Fitzroy. In 1913 a Nurse had her ‘board and residence, uniforms, bicycles and laundry expenses’ provided and was paid £50 a year for her first six months. At the end of a year her salary was increased by £5, and later she earned £60 a year. Over the years the Nurses complained their veils became wet in the rain and asked for a change of uniform, but this did not occur until 1921. In 1914 the Society was at last able to purchase their own premises, 'Floraston' 39 Victoria Parade in Collingwood. During the Spanish Influenza epidemic, in 1919, MDNS appealed for assistance to procure Motor vehicles so the Nurses could visit an influx of cases. Through trusts, grants and donations four 'Ford 'T Model' cars were procured which enabled the Nurses to triple their visits. It was recorded on the 21st of May, that the seven Nurses had visited 1,212 persons with influenza in the last three months, how many visits to each is not known. In the whole of 1918 the Nurses, including midwifery cases, visited 1,100 persons. It was also recorded on May 7th the Nurses were delivering 100 quarts of soup to the needy each morning. In winter they also carried wood in the cars to distribute to their destitute patients as needed. In 1921-22 many of the people nursed by the Trained nurses (Sisters) suffered from malignant and tubercular disease, often the Sister would visit to find the patient was desperately ill living in a room alone and no one there to even give them a drink. In these cases the Sister would send them to hospital, but if possible most cases were nursed in their home. During July 1921- 30 June 1922 the four Midwifery trained Sisters averaged 8 confinement cases a week and sometimes gave Post Natal care to 15 to 18 patients a day. At the time of confinement a Student from the Women's Hospital accompanied the MDNS Sister and if complications occurred the patient was transferred to the Women's Hospital. The Society often had to provide blankets, sheets, set of baby clothes and night gowns for the mother. In many instances the Society provided milk for many months. The midwifery Sisters often travelled long distances in the cars Through constant use the cars were in such a poor state they were sold in 1927 and the Sisters went back to using public transport, as well as their bicycles which continued to be used in inner areas until 1945.. The Midwives used taxis when a birth was imminent. The Sisters gave Post-natal care to the mother and babes and visited for support and advice as long as needed. Sister Short is writing down information being given by patient Sue Rowley who will be discharged from the Hospital. It will be phoned through to the appropriate RDNS Centre where it is recorded by the Clerical staff and passed to the RDNS Sister who will visit Sue on her discharge. Liaison had occurred between Doctors and the Trained nurses of the Melbourne District Nursing Society (MDNS), from its inception in 1885. This increased when Midwifery was introduced in 1893 with close liaising with the Women’s Hospital. As District nursing grew it was recognized that closer liaising between many Public Hospitals would be beneficial, for not only the MDNS, later called Royal District Nursing Service (RDNS), nursing staff, but also for the patients and the hospitals. In August 1964 a Liaison Officer commenced at the Alfred Hospital. This soon increased to Liaison Officers working full time at several Public Hospitals. They facilitated the smooth transition from hospital to home for many patients who required ongoing nursing care. Liaison Sisters regularly attended discharge planning meetings, interviewed prospective clients, co-ordinated discharge and booked the first visit by the visiting RDNS staff. At the time of a patient’s discharge, the Liaison Sister forwarded information on their diagnosis and instructions regarding the care required at home to the appropriate RDNS Centre, and in turn the attending District Sister wrote a report of progress and any queries to the hospital doctor, via the Liaison Sister, at the time the patient was attending outpatients. Any new instructions were then sent back to the District Sister. Liaising also occurred between District Sisters in the field and Doctors when patients were referred by General Practitioners and did not attend a hospital. A Physiotherapist worked under contract to teach transfer techniques to RDNS Sisters before RDNS employed there own Physiotherapist who taught staff the correct techniques, not only for safety of the patient, but to reduce physical strain on RDNS nursing staff and patient’s family members.
