Guest speaker at Eltham Community Action Group (ECAG) Annual General Meeting The Shire of Eltham was established in 1871 and ceased to exist, due to a municipal restructure, when all councillors were sacked on 15 December 1994. Jim Connor, a past Councillor of the former Shire of Eltham and current President of the Eltham District Historical Society gave a very interesting presentation about the machinations of how and why Eltham became Nillumbik. The spade is a memento of the planting of a tree by the responseible Commonealth Minister to recognise the contribution of ATCV and ATCV volunteers to repair of the Australian environment. At the time ATCV had been operating in Ballarat for six years. ATCV volunteers had planted 192,000 trees from April 1987- March 1988. Senator Richardson was then Minister for the Arts and the Environment in the Hawke ALP Government and on 17 November 1988 he planted a tree using this spade at Sovereign Hill Outdoor Museum (at which ATCV volunteers had planted trees which are (by 2010) fully grown and a significant feature of the site). Peter Hiscock was director of Sovereign Hill as well as President of ATCV and among the most significant leaders of ATCV (now CVA). The spade also symbolises the recovery of ATCV (then a small and struggling community group) from near closure owing to the effects of the 1987 recession. The Cyclone Sylvaspade concept was component project of the Australian Bicentennial celebrations aimed at recognising organisations which had contributed positively to conservation of Australia's environment. The concept was originated and driven by Dr Wilf Crane of the CSIRO Division of Forestry and a highly regarded forester and environmentalist and champion of the cause of rejuvenating Australia's degraded landscape with trees. At the naming of a road after him in Canberra he was described as a: "enthusiast, a man of conviction, action, humility and simplicity". Wilf conceived the project, developed the tree planting spade with Boral Cyclone and the Institute of Foresters of Australia and launched it with the then Governor-General Sir Ninian Stephens at the new Parliament House. Cyclone has been a brand name for a manufacturer of good quality hand tools for over a century. It is likely manufacturing was still done in Australia at the time of manufacture of the Sylvaspade. Much of it has now moved offshore, particuarly to China and Taiwan.This object is historically significant because it is a memento of a significant national event, the 200th anniversary of European settlement and the start of a process of environmental change which has had negative consequences and which demands a commitment to conserving the uniques Australian national environment. It recognised the achievement of ATCV in tree planting over six years. The Cyclone Sylvaspade is a practical memento and having the responsible Commonwealth Minister plant a tree with it was highly symbolic of ATCV's practical commitment to repair of our environment all over Australia. It was also used by the Victorian Premier, Hon John Brumby, to plant a tree at the reopening of the Boral Asphalt plant, Ballarat, in April 2010. The spade is No. 12 of a limited edition. This item is a functional tree planting spade called a "Cyclone Sylvaspade", mounted on a block of wood with a plaque. The handle of the spade is made of grey plastic, the haft is light, stained wood, and the blade is manufactured to resemble silver and has engravings. It was donated by the Boral company and presented to ATCV by the Minister of Arts and the Environment, Senator Graham Richardson after he had planted a tree to mark the occasion at Sovereign Hill Outdoor Museum, BallaratOn the stem of the spade here is a label showing the logo of the Boral company which reads "SYLVASPADE Tree Planting Spade - Made in Australia." On the blade is engraved "Cyclone - NUMBER 0012 - SYLVASPADE - 1788-1988" together with the logo of the Australian Bicentennial Authority. Tracey Naughton was the former Shire of Eltham Community Arts Officer and was responsible for developing the 'As We Are' project which encouraged a number of local community groups to develop banners. The Society was keen to be involved and the project was kicked off following a talk to the Society's members by Tracey in April 1986. The banner was completed and displayed with a number of other banners at the Eltham Community Centre in October 1986. It was then carried proudly for the first time in front of the Society's Parade Float in the 1986 Eltham Community Festival Parade and subsequent parades through to 1990. In December 1994 the Shire of Eltham ceased to exist and following council amalgamation and the establishment of the new Shire of Nillumbik, the Society's name (Shire of Eltham Historical Society) had become somewhat irrelevant and it was revised in 1995 to Eltham District Historical Society. The immediate downstream impact of this change was the rendering of the Society's Banner to history after only eight years of use. The banner now hangs proudly in our Local History Centre. The Historical Society Banner: Jud Degan worked with this group. The banner was designed by a male member and sewed by women. Sewing the banner renewed the group's knowledge of the area in an innovative way and, in turn, this has renewed the energy of the members to participate in the Society. The emphasis in this banner was to create a work of high standard which would last as part of the area's future heritage. The women particularly gained a sense of the history of their craft skills, enjoying the combination of hand embroidery and new machine embroidery skills shared by Jud. Lindsay F.J. Hillman was born in Ballarat in 1910, and attended the Ballarat Junior Technical School. He became a cadet in Electrical Engineering Laboratory at the Ballarat School of Mines where he gained eventually gained a student Teachership for diploma studies at the School. Hillman was particularly active and excelled in a wide range of sporting interests and in student activities. In 1928 and 1928 he was awarded the Ballarat School of Mines Honour blazer by the Old Boys' association for all round athletic ability, leadership and scholarship. After spending two years with the Melbourne City Council Electric Supply Department gaining industrial experience Hillman was awarded his Diploma of electrical engineering in 1931, returning to the School in 1932 to teach apprentices and senior students. Hillman was appointed lecturer in Engineering Design and Graphics in 1937, lecturer in Engineering Design and Civil Engineering in 1944, Lecturer-in-Charge of Mechanical and Civil Engineering in 1948 and Head of the Electrical Engineering Department in 1949, a position he held until his retirement in 1973. In 1975 Lindsay Hillman was appointed to the Council of the Ballarat School of Mines and played an active role in school affairs.As Vice-President of Council from 1981 until his death in 1991 Hillman took a leading part in the implementation of many of the major building projects on the Lydiard Street Campus. The L.F.J. Hillman Award was established by the Ballarat School of Mines Council in conjunction with and through the generosity of the Hillman family in honour of the late Lindsay Frederick John Hillman. The bronze medal was presented annually to an enrolled student in an accredited course in the field of electrical/electronics studies at the Ballarat School of Mines. specific Criteria for the Award consisted of a balance of academic performance, leadership qualities, commitment to further study and involvement in sporting and/or community groups. 1855 Stephen Charman donated land to the Methodist Church so that a School could be established to educate the children of the early settler market gardeners and farmers in the Cheltenham area . Education was valued by the general community and as well as schools they established mechanics Institutes and Libraries in Moorabbin Shire. Cheltenham State School No. 84 was among the first schools in Melbourne. Stephen Charman, 1821-1906 a market gardener, donated land for the first Methodist Chapel, Cemetery and School in Charman Rd Cheltenham 1855. The enrolment was 36 pupils with Mr Frederick Meeres as Teacher. 1863 the school is called Beaumaris Common School No 84 with 70 pupils and Walter Meeres as Teacher. 1869 another 2 acres in Charman Road were granted by the Education Board and brick building built . 1872 State School 84 Beaumaris was increasing enrollments and 1878 a new brick school was built to accommodate 174 pupils and the name changed to Cheltenham State School No.84 1894 Mentone State School No.2950 amalgamated with Cheltenham SS No.84. 1910 the buildings were in disrepair, overcrowding was increasing and renovations were made 1912 with further additions in 1925 and 1937. Post WW11 extra prefabricated Classrooms were added as enrollment increased to 1038 in 1955.. Cheltenham East State School 4754 was opened as housing development spread over the City of Moorabbin . (J.Larson Sandringham HS) Probably due to the Scottish heritage of many early settlers the Fife & Drum Band was established at the West Beaumaris (Cheltenham) State School . The Fife is similar to the piccolo, and usually made of wood, consisting of a tube with 6 finger holes and an embouchure hole that produces sound when blown across.The fife was used in folk music traditions to accompany dancing by all social classes. Also in the Military where drums accompanied the fife and originally these 'boy soldier ' bands were used to signal manouevres in the field for the infantry. Ernest Morton Vains (1881 - 1951) was a local business man and Bendigo councillor who arrived in Bendigo in 1897 aged 16 from Kerang. In 1916 he founded the firm E M Vains and Co with his brother Sidney and they operated from Hargreaves Street in Bendigo with branches in Elmore, Mitiamo, Dingee, Knowsley, Heathcote and Prairie. E. M. Vains was a member of the City Council from 1922 - 1926 and was elected Mayor on August 29th, 1924. He played a prominent role in many of the City's community and industry groups and was a member of the Rotary Club which was founded in 1925 and a member of the Corona Lodge of Freemasons.
