Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. A Golden Wattle tree was planted in memory of Eltham District Historical Society life members Harry Gilham (24 Mar 1928-25 Feb 2024; EDHS President 1993-2009) and Sue Law (27 Sep 1937-8 Aug 2023; EDHS President 1985-1993, Vice President 1993-1998 & 2009-2015). Close members of Harry’s and Sue’s families along with EDHS Committee members and life member Doug Orford joined in a dedication ceremony to commemorate their contributions, on Friday 12 April at 10.00am, in the rear yard at the Local History Centre, 728 Main Road, Eltham, on the corner of Brougham Street. EDHS President Jim Connor welcomed family members and acknowledged the dedicated efforts of both Harry and Sue over a long period of years. This work of soldiers is significant as a work produced by a serving soldier on location during WWII and is a unique example of an artistic work showing the men and their surroundings at the time. This certificate is one of a number held by the Warrnambool and District Historical society which relate to the occasion of Federation of Australia , January 01/1901. Some are for social functions at the time others like this are for more formal occasions. There was a strong local vote for Federation at the referendum in 1898 with district figures 957 voting for and 146 against . By 1899 the vote had increased to 1411 yes and 39 against.. The official federation celebrations were held in Sydney and Warrnambool like towns all over Australia held celebrations. The Mayor and five of Warrnambool's councillors travelled to Sydney for the celebrations. The first federal Member of Parliament for the Warrnambool district was John Chester Manifold of "Talindert," Camperdown. Some local well known people of the time who were contributed in various fields to the Federation spirit, include John Archibald, Willian Astley, Louis Bayer, Richard Kennedy, Walter Murdoch, and Con O'Mahony. This certificate has an added link to Warrnambool in that the son of Councillor W. Henry, Victor Henry, an art student had designed and illuminated the municipal Addresses presented to the Governor general and the Duke of York. This item has historical, artistic social and interpretive significance. It links the most important event of the Federation of Australia to our city. That the art work was completed by Victor Henry, a local person is a significant claim to fame for our city. PROPERTY MARKET Fortuna, Bendigo The Bendigo mansion property, Fortuna, for many years the home of the late Mr George Lansell, will again be offered for sale by auction. Some few years ago the property was purchased by Gold Mines of Australia Ltd., and it was used for a time for the offices of Bendigo Mines N.L. The company now has no further use for the building. As a last effort to retain this historic 52-room mansion, it will be offered as it now stands, with the spacious grounds which contain three lakes, a terrace, a rose garden, a swimming-pool, and a Roman fountain. It is hoped that it may be purchased by some organisation for use as a school, hospital, or other institution. If a sale is not effected the building will be sold immediately for demolition. On the corner of Cairstairs Ave opposite Robin Hood Inn. The cafe Duckin, Mr and Mrs Kostantinidis bought it and on the side of that cafe down a verandah was the Billiard Room. It was very popular and a lot of the locals would play there. Rosemary was about 5 - 7 years old and had to stand on a fish box to play. It was very popular and next door was the Bamboo Coffee Shop run by Mr and Mrs Varney The'Duckin' became Peels bait shop Dot and Con Coucoulas took over the Bamboo and turned it into a motel not sure on the year and then bought the Duckin and demolished it. It was after Tween Lakes was built in 1959, as that was the first motel in town .The first 20 units and restaurant were built in 1959 with firsts guests on Dec. 22nd.1959. Our Eltham - Artistic Recollections by Jim Connor, EDHS newsletter No. 236 October 2017 The Eltham Cemetery Trust, established in 1858, selected the existing burial site at Mount Pleasant Road on high ground overlooking the village of Eltham. The first recorded burial took place in 1861 in the Church of England section. Headstones depict the names of many early and well known local families. In recent years the Trust has encouraged the use of creative artistic elements within the natural bushland environment in their landscaped grounds adjoining Montsalvat. Their ongoing vision has been to offer the local communty a fresh and unique relationship to the Cemetery. On Thursday 21st September 2017 their latest commissioned art project titled ‘Our Eltham - Artistic Recollections’ was unveiled. It is a collection of panels collaboratively created by artist Nerina Lascelles and ceramicist Linda Detoma. The project was designed and constructed by Leigh Wykes using Australian stone with ironwork by Neil Carter. All contributors to this installation, located adjacent to the car park near Metery Road, are residents of the Eltham area. Our Eltham - Artistic Recollections is described as a celebration of life in the Shire since the opening of the Eltham Cemetery more than 150 years ago. Depicting scenes of life in and around Eltham, the collection offers deeper connections to the Eltham area through a series of visual narratives of Eltham’s past, environment and community. The project involves the artistic interpretation by Nerina Lascelles of historic and current images symbolically intermixed with locally indigenous flowers and plants. These are displayed on thirty-one ceramic panels by Linda Detoma, mounted within an iron fence by Neil Carter, upon an attractive rock wall constructed by Leigh Wykes. The Eltham District Historical Society is pleased to have contributed to this project. Russell Yeoman and Jim Connor from our Society have collaborated with Liz Pidgeon, Local and Family History Librarian at Yarra Plenty Regional Library on a selection of photographs, many from the Shire of Eltham Pioneers Collection we hold in partnership, located at Eltham Library. We also provided information on the images chosen. Eltham Courthouse Officially Reopened (Jim Connor, EDHS Newsletter No. 263 April 2022) In the Conservation Management Plan prepared in 2006 for the Eltham Justice Precinct there is mention that more than 350 court houses have been built by the Public Works Department since 1856, when the Department was established. It also states Eltham was in an early group of 'Victorian Free Classical' structures, featuring a projecting entry porch and gabled roof. Characteristically, this group shares a simple, rectangular shape, central placement of the court room with smaller-scale offices set back at the sides or rear of the court room, arched openings, and decorative string courses. The Statement of Significance listed in the Victorian Heritage Register states: ‘The Eltham Court House dates from the time when the town was largely self-contained. It was initiated in response to itinerant gold prospectors who turned to crime when their quest was unsuccessful. This type of localised solution is characteristic of the self reliance preserved in Eltham today. The court house is an important symbol of the spirit which makes Eltham distinctive as a community.’ It also states: ‘The Eltham Court House, built in 1860, is one of only two intact examples in the state of this simple design with projecting entry.’ So with this background it is most appropriate this valued historic building has recently been the subject of a total restoration, as detailed in previous newsletters. This was a major project undertaken by Nillumbik Shire Council. At a small function in the Eltham Courthouse, on 23rd March 2022, Nillumbik Shire Council Mayor Fran Eyre declared the fully restored building officially reopened. In doing so the Mayor spoke about the earlier law and order function of the court and the importance of this building to the Eltham community. Wingrove Ward Councillor Geoff Paine then highlighted the importance of historical societies and groups within the shire and their valued activities in recording and preserving their local history. EDHS president Jim Connor thanked everyone involved with the project and provided an overview of the history of the courthouse. Michael Ioannides, Council’s project manager, spoke about how the restoration process proceeded and those involved in undertaking the works required. Cr. Natalie Duffy, various council officers, EDHS executive committee members, as well as representatives of the head contractor Ducon Building Services and the heritage advisors, RBA architects and Conservation Consultants, were also in attendance, as was a representative of Nillumbik U3A. After the formal part there was some light hearted interpretation of how past legal proceedings may, or may not have, occurred within this courthouse, before some refreshments were shared in the former second courthouse at the rear, which is now utilised by Nillumbik U3A. Prior to that its location at the junction of the Diamond Creek and the Yarra River made it an important meeting place for the Wurundjeri people. The park combines formal elements and sporting facilities with remnant bushland that is of environmental significance. It is home to sporting and horse riding clubs, popular play spaces and the Diamond Valley Miniature Railway, which attracts large numbers of visitors. The park will be the venue for our July excursion which will comprise a walk of about 3.5 km around the park and adjacent areas. Along the way we will discuss the history and natural history of the area. The path along the creek and the river provides a pleasant and scenic walk. This walk on Saturday 1st July is about 3.5 km in length and will take 2 to 2.5 hours. It will start at 2pm at the Main Road car park at the front of the park. (Melway ref 21 H 10). Franics Read known as Jock, was a life time resident of Eltham. He served in the Navy in WW2. He was well loved as a long time school crossing supervisor and member of EDHS with a remarkable memory of his life's experiences. Contents 1. Notes concerning impact upon Eltham War Memorial Garden of a proposed roundabout at Dudley Street, Eltham, September 1996 - In 1996 Nillumbik Shire Council proposed the provision of traffic lights or a roundabout to alleviate traffic concerns at the intersection of Main Road with Dudley street and Panther Place. The Society had no real concerns with Panther Place as it had no perceived impact upon Shillinglaw Cottage however survey pegs for a new road alignment to provide for a roundabout at Dudley Street were placed within the Eltham War Memorial Gardens which was significant concern. Harry Gilham, then President of the Society was on the working group with Council and the RSL to discuss this proposal. Ultimately it did not proceed and traffic lights were installed. No action occurred at Panther Place. 2. Notes pertaining to Eltham Town Focus Group and the Eltham War Memorial Trust property, c.January 1997 - These notes from Harry Gilham relate to a draft report "A Community Vision for 'The Eltham War Memorial Trust' Property Main Road, Eltham" being prepared at the request of Chief Commissioner Don Cordell, Nillumbik Shire Council, 31st January 1997. Harry handed over these notes to Jim Connor on 14 March 2010. Jim had replaced Harry as President of the Eltham District Historical Society in 2009. They also reference Stanley S. EDHS Newsletter No. 268 February 2023 Prior to the extension of European people into the lands of the Nillum-bik in the late 1830s the Wurundjeri people had been meeting in the area now known as Eltham Lower Park for thousands of years. Waterway junctions had a particular attraction as tribal meeting places and the junction of the Diamond Creek with the Yarra River (Birr-arung to the Wurundjeri) was one such important location in terms of aboriginal culture. The sculpture “Not Just a Pretty Place” by Aleks Danko, located near the junction of these two watercourses pays tribute to this important cultural location. The first European settlers were squatters or leaseholders and itinerants such as timber workers. Records of their early occupation are sketchy but the Eltham Lower Park area was probably included within the pastoral run established in 1841 by Henry Foley. He sold his leasehold in 1845 to Joseph Wilson who in turn sold it to Frederick Faulkner soon after. From this early history the Eltham Lower Park area has undergone many changes and has been developed to provide residents and visitors with a range of passive and active public open space, including even being used for various horse racing events. Ron White was born in 1920. He received a Diploma of Mechanical Engineering at Footscray Technical School in 1946. He started work as a laboratory assistant and after several promotions was appointed Senior Operator in 1948. In 1949, he was Engineer, Grade 1 (Hydro Areas). After further promotions he became Assistant Area Engineer, Rubicon at new Eildon Power Station and Area Engineer, Kiewa in commissioning Mt Beauty Terminal Station and West Kiewa Power Station.. By 1956, he was the Area Operations Engineer at Kiewa and four years later the Kiewa Electrical Superintendent (Operations and Maintenance) . In 1961, he was officially recognised as deputy for the General Superintendent, Kiewa. In 1966 he was appointed General Superintendent Kiewa and Kiewa became 'a branch of the Transmission Department'. In 1974, the Rubicon / Eildon Area was also under Ron's control. His title was "Principal Hydro Engineer, Hydro Division, Transmission Operations Department. He held this position until his retirement in 1985.Ron White was an important identity in his role as Principal Hydro Engineer from 1966 to 1985 after the completion of the Kiewa Hydro Electric Scheme. His long period of service involved him in the construction, operation and maintenance of the SECV's Hydro Electric Schemes and administration of related catchment areas. He had a close association with the local communities and care for the welfare of employees. He lived in Mt Beauty and was well respected in the community and beyond.
