Arthur Henry Miers played for cricket, football and baseball teams in Kew for a number of decades in the first half of the twentieth century. He was born on 22 November 1901, the son of Rodolph Theophilus Miers (1874-1951) and Margaret Frances (Margaretta) Fry (1875-1958). He had two brothers, Rodolph Cecil Miers (1904-80) and Charles Wilfred Miers (1906-88), and a sister Marjorie Elizabeth Miers (1911-84). Arthur Miers died in Kew on 25 January 1966, and after his body was cremated, his body was interred in the Mausoleum of Boroondara General (Kew) Cemetery.Black and white original print positive of M&MTB Roster Clerks, posed leaning over a desk with print rosters. David Miller (Dave) Mair (1879-1938) married Lily Vipond Deakin (1890-1945) in 1910. They had 5 children: Geoffrey David (1913-1970), Beryl (1916-1976), Gwynneth (1917-1997), Isabel Lillian (1921-1997) and Shirley Inez (1928-1968). Personal communication from Laurie Newton, Beryl's daughter: Dave and Beryl initially lived in East Melbourne after they married. Geoffrey, Beryl and Gwynneth were born in East Melbourne. They subsequently moved to Louise Avenue, Mont Albert and Isabel may have been born while they were there. Later they purchased 20 Barton Street, Mont Albert. Shirley was born after they moved to Barton Street. The children attended Mont Albert Central School. Lily's sister Alice married Hector Williamson (1892-1981) in 1921. Hector was a civil servant and worked at the Melbourne Museum, where accommodation was provided. They had one daughter Margaret. Another sister Minnie (Min) married Hector's brother Charles (Charlie) Prosser Williamson (1893-1961). Charlie was an engineer and ran a hardware business in Whitehorse Road (near the tram terminus). They lived at 12 Barloa Road and had one son, Donald Williamson, born 1924. Donald (Service number VX146389) entered RMC on 28 February 1942 and graduated on 14 December 1943. He enlisted the following day as a Lieutenant with the 2/32 Infantry Battalion. He was mentioned in Despatches "for exceptional service in the field S.W.P. area". Promulgated in the Commonwealth of Australia Gazette 6 March 1947; was killed in action in Brunei on 3 July 1945. Williamson was buried in grave B.C.10 in Labuan War Cemetery, Borneo, Malaysia.This is part of a large donation related to the Deakin, Mair and Young families with connections to the Surrey Hills / Mont Albert area.A sepia coloured photo with a cream border of 2 girls in either a front or back garden. This dress belonged to Ellen Davis, nee McLaughlin (1870-1956), great-grandmother of Margaret Lake. Ellen was born in County Donegal, Ireland. She married George Washington Davis in 1890 and the couple moved to South Africa, where George owned a bicycle store. During this time, Margaret says, Ellen "had a life of luxury, having servants at her beck and call and even sleeping at the foot of her bed to protect her from any harm". She was a "tiny lady of 5 foot tall" and George "could put his hands around her waist of 18 inches". On coming to Australia they opened a garage and taxi service in Graham Street, Port Melbourne. They lived here until Ellen's death in a road accident in 1956. Ellen gave the dress to her great-granddaughter when Margaret was ten years old. Aged 62, Margaret told BHS, "I have worn it on several occasions, mostly to costume parties and fancy-dress balls when I was younger. I have loved it all this time and displayed it on a dress model in my last home". This black and white photograph shows a group of RDNS Sisters who are part of the Post Basic Community Nursing Course. They are receiving education from Sr. Pat (Paddy) Rowley, RDNS Principal Nurse Educator. The session is being held in the Education Department at the Royal District Nursing Service Headquarters, 452 St. Kilda Rd, Melbourne.The RDNS winter uniform worn is a blue/grey skivvie under a blue/grey V neck tunic style herringbone winter material frock.Melbourne District Nursing Service ran its first Post-Basic Course for community nurses in 1962. Sisters attended the course for 12 weeks. The course ran annually until the mid 1990s. Education was an integral part of Melbourne District Nursing Society (MDNS), from its inception in 1885, later, in 1966, called Royal District Nursing Service, (RDNS). From 1885, only Trained nurses (Nurses) through the Hospital training system, were employed by the Society, and on visits to patients they taught the necessity of hygiene and cleanliness, as well as the need for a good diet, to bring about good health. Doctor’s lectures were later given at the MDNS home to instruct patients and their families on prevention of disease. Education to patients continued throughout the years regarding health care and the use of equipment in the home. In 1961, Education programs commenced at MDNS with their Trained nurses (Sisters) receiving In-service education. Sr. Pat (Paddy) Rowley was a leader in In-service Education and established the RDNS Department of Community Nursing Education in 1962. Staff could also apply for scholarships to further their education outside of RDNS. Many of their senior Sisters received Postgraduate diplomas from the College of Nursing in Community Health Nursing, Education, and Administration, and several travelled overseas visiting nursing organizations viewing their public health and District nursing systems. At RDNS many programs were run, including: a Post Basic Course, Cardiac Rehabilitation Nursing, Haematology/Oncology Nursing, Palliative Care program, Diabetic Stabilization Program, Leg Ulcer Management Program, Wound Care Specialist Program, HIV/AIDS Nursing Care, Cystic Fibrosis Home Support, Veterans Home Care Program, Breast Cancer Support Program, Continence Management Program, Stomal Therapy Program, In-Home Lactation Support Program and the Homeless Persons Program. RDNS staff attended several hospitals to observe and learn special care needed to some patients, e.g. to the Austin Hospital to learn the care required for paraplegic and quadriplegic patients at home, and to Mount Royal Hospital to observe the care of patients in the Rehabilitation ward. A Community Nursing Education Program was extended to student nurses from hospitals and to other nursing organizations. These Education programs kept the RDNS Sisters abreast of new techniques, such as changes in technology for e.g. new testing methods in detecting glucose levels in Diabetic patients. Sr. Nan Deakin obtained a Post Basic Certificate in Psychiatric Nursing and included this area in her Education lectures. Sr. Daphne Geldard specialized in the area of Alzheimer’s disease and Dementia. These Sisters visited patients in District areas with the regular RDNS Sister when required. Every member of staff, both professional and non professional staff, received regular education in the Education Department. In 1980, a Home Health Aide pilot study, funded by the Federal Government, the Brotherhood of St. Laurence and RDNS, with the program written and taught by Sr. Rowley, was evaluated as successful, and Home Health Aides were employed and worked in RDNS Centres under the supervision of RDNS Sisters. The photograph of the RDNS Clerical staff is taken in the Finance Department at Royal District Nursing Service ( RDNS) Headquarters, 452 St. Kilda Road, MelbourneWhen the Melbourne District Nursing Society (MDNS) was founded in 1885, Mr. L.C. MacKinnon was elected the first Honorary Treasurer followed by Mr. Lush. In 1889, Mrs. Margaret Maine took over the role and held the position several times over the years along with various ladies elected each year from the Committee. Ladies continued to be elected as the Hon. Treasurer when MDNS built the After Care Home and it became the Melbourne District Nursing Society and After Care Home (later Hospital). This continued until the separation of the two Divisions in 1957 with Mrs. F.E. Shillabeer the last Hon. Treasurer. Now, with the District Division becoming Melbourne District Nursing Service, later Royal District Nursing Service (RDNS), A.F. Cameron Esq. J.P. became Hon. Treasurer and held this role until July 1968. The Fred Rochow Railways Collection incorporates photos related to the operation of the Wodonga Railway Station including different types of trains and railways staff C. 1930 – 1990. It was donated to the Wodonga Historical Society by Fred Rochow, a railwayman who spent many years based in Wodonga. He joined the Victorian Railways on 17th June l947 and retired in 1988. For some time, he was a member of the Australian Federated Union of Locomotive Enginemen and served a term as a member of the Trades Hall Council. He had an extensive knowledge of the struggles that took place to achieve better conditions for railway workers. Fred worked for many years as a fireman and then worked his way up the ranks to driver, experiencing many changes from the days of steam locomotives through to diesel trains, locomotives and even the modern XPT train. He worked throughout Victoria at different stages of his career, with his final working years focused on the northeast of Victoria and the Albury to Melbourne line. After his retirement, Fred continued to share his love of steam miniature trains with the community.This collection has local and statewide significance as it captures images of trains, locomotives and personnel who operated the railway services in Wodonga and throughout Northeast Victoria. The railways played a critical role in opening up Victoria and connecting Australia for trade, business, social communication and transport.Locomotive R761 with Driver Norm Depomeroy and Fireman Steve Gibson running in parallel with the Bicentennial Train hauled by Locomotive 3801 with Driver Fred Rochow and Fireman David Brown. Locomotive R761 - The R761 arrived in Victoria on the 28th February 1952 upon the ship ‘Helenus’ and entered service on the 9th April 1952. R761 spent long periods in storage and occasionally saw service until it was withdrawn. In 1970 R761 was overhauled and was made available for use on special trains. It became the final R class to run in VR service on the 5th September 1974, ending 120 years of mainline steam operation in Victoria. After years of debate about its future, on the 30th March 1985 the loco was officially returned to service, hauling special trains to celebrate the years of steam locomotives. This is an annual event for Legacy widows at the start of Legacy Week, which is the first week in September. The photos show tables of widows at lunch, the Governor of Victoria, John Landy, and his wife, Lynn (in deep maroon suit), are in some of the photos talking to the ladies. The newsletter from June 1957. It featured a the Governor of Victoria and his wife with children on a carousel on the cover as there was an article about the Government House Christmas party in 1956. The president's introduction talked about the Commonwealth countries. An article featured two former Junior Legatees that had had success, John Woodley and Ron Rudd. Legacy had advised both boys to obtain entry to the greatest school of navigation in Southampton UK. They were only two Australians selected in 1955. They had recently visited Legacy and spoke at Legacy meetings. A detailed recap of what was happening at Harelands, naming several JLs and what they were up to. Including Helen James, Ken Knape, Garry Thompson, Peter Turton and Bob Neilson. Also Margaret Gregory, and Lillian May. Also what the boys classes were up to by suburb. And Operation Float had been a great success when 500 junior legatees were given a great outing by the Royal Victorian Motor Yacht Club. Gertrude Perry was born in California Gully in 1917. Her singing skills were recognized at an early age. She later sang with local choirs and sang on radio. She was involved with the Bendigo Operatic Society for many years. Gertrude began her working life in sales. After studying book keeping she worked at the Bendigo Ordnance Factory during WW2 and then worked for local solicitors and accountants. The book is annotated throughout with Dr Margaret Alison Mackie's notes. It was used as a reference guide during her medical studies. Dr Margaret Alison Mackie (1910-1991) was in active practice between 1936 and 1970. She was a Fellow of the College, and was appointed a Commander of the Order of St Michael and St George (CMG) for services to medicine in 1975. Small, leatherbound pocket reference book. The title page is inscribed with handwriting which reads 'M.A. Mackie/1933'. Title page also indicated this is the 'Twelfth Edition', and that the book was published in London by Bailliere, Tindall & Cox in 1932. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. An Advisory Committee consisting of Dimitry Reed and Margaret Pitt was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. The land should be rezoned for public purposes and should remain in the community's ownership for community use. Following this, the Minister for Planning and Local Government, the Hon. Robert Maclellan, appointed Mr. Paul Jerome as an Advisory Committee under section 151 of the Planning and Environment Act 1987 to consider a Convenience Centre and an alternative proposal by Iha Shire of Nillumbik being the Eltham Gateway Community Precinct Concept Plan for the site of the former Shire of Eltham municipal offices at 895 Main Road, Eltham. In summary, the terms of reference for the Advisory Committee required it to: • consider the merits of the Council proposal • examine the merits of both proposals in terms of net community benefit • address the report of the previous Advisory Committee on the Convenience Centre proposal The Advisory Committee inspected the site and considered all the material before It including submissions made by all parties to the previous Advisory Committee and correspondence received by the Department of Infrastructure both before and after that Committee submltted its report. The Advisory Committee also held discussions with the following people: • Cr. Robert Marshall • Cr. Margaret Jennings • Cr. Lex de Man • Mr. Dallas Howgate of Dallas Price Properties, also Dallas Price Homes • Mr. Barry Rochford, CEO, Shire of Nillumbik • Ms. Yvonne Rust, Planning Officer, Shire of Nillumbik • Mr. Gregory Burgess, Architect of the Eltham Library and of Council’s Community Precinct Concept Plan • Mr. Jim Connor representing Mrs Thelma Barkway of the Eltham Senior Citizens Club Having considered all the material before it, the Committee arrived at two basic conclusions. First, the DPP proposal should be rejected because, on its merits, It does not sufficiently satisfy the requirements of the planning scheme which is a statutory document. The planning scheme requires that, before making a decision on the permit applications for the DPP proposal, a range of matters must be considered. It follows that consideration of these matters should Influence the decision. These matters include local policies relating to character and amenity. In particular, these policies seek • to conserve and enhance the bushland/country atmosphere, artistic heritage and strong sense of community of the Eltham Town Centre by ensuring that the design and height of any new development is sympathetic to existing buildings • to achieve a pleasing physical environment within the Eltham Town Centre by encouraging a high standard of architecture and urban design • to encourage Improvement to pedestrian amenity through such facilities as open and shattered rest areas and meeting places, crossing facilities, pedestrian arcades, pedestrian links to car parks and pedestrian weather protection • to reduce conflict between vehicular traffic and pedestrian flows, and • to encourage pedestrian thoroughfares It is submitted, as set out In the main body of this report, that the DPP proposal fails substantially to meet these policies and In so doing does not merit the exercise of discretion In Its favour with the Issuing of a permit. This finding is not offset by the investment and employment attributes of the proposal. They do not override the need to comply with the planning scheme. Second, the Council proposal, on Its own merits, substantially meets all statutory requirements applicable to this site with a possible reservation about car parking and traffic management which need further definition and assessment as the concept is refined. The Council proposal, however, has a serious weakness in that Its financial viability has not been adequately tested. The Committee refers to 'financial' rather than 'commercial' viability in recognition that Council owns the land and may enter into a range of agreements and partnerships to realise its concept some of which may be truly commercial and some of which may involve an element of subsidy arising from Council's involvement as a public body acting on behalf of its community. The photo comes from a souvenir brochure printed for the dedication of The Shrine on 7 April 1918, a copy of which is also held in the collection.. The Shrine was opened on Sunday 7 April 1918. Mrs C H D Steele, President of the local Patriotic League, is credited with the idea of building The Shrine as a fitting memorial to the WW1 soldiers of the district. The Surrey Hills Progress Association coordinated raising funds from local residents. John Kendrick Blogg carved the beautiful honor roll in Indian teak and Australian white mahogany and the design of the Shrine was by John Stevens Gawler, architect of Gawler & Drummond. Both men donated their services. It was one of the first WW1 memorials to be built and is noted for its use of Australian motifs, wattle blossom and gum leaves. The boomerang over the full width of the monument was said to be symbolic of both those who did and did not return. Surrey Hills Progress Association coordinated fundraising to build the memorial. Margaret Olley (24 June 1923 – 26 July 2011) Born Lismore, New South Wales In 1941 Margaret commenced classes at Brisbane Central Technical College. In 1943 Olley moved to Sydney and enrolled in an art Diploma course at East Sydney Technical College graduating in 1945 with A-class honours. She is known as a still-life and interior painters Margaret who drew inspiration from her home and studio, and the beauty of the everyday objects she gathered around her. Her paintings often feature arrangements of fruits and flowers, set amid domestic ware art and souvenirs of her travels. For her service as an artist and to the promotion of art, she was awarded the Order of Australia in 1991 and made a Companion of the Order of Australia in 1996. This item is part of the Federation University Art Collection.
