The agreement is outlined in the letter in what appears to be Chinese characters, and includes the marks of Robert Lundon and Soon Hang Hi. File note from Joy Wu states that the calligraphy is not Mandarin or traditional Chinese. 2/Three sheets of hand-written working notes with information taken from the Victorian Government Gazette on THE ROSSTOWN AND MURRUMBEENA LAND COMPANY LIMITED, THE ROSSTOWN JUNCTION RAILWAY AND PROSPERITY COMPANY LIOMITED, and THE ROSSTOWN JUNCTION, ELSTERNWICK, AND OAKLEIGH RAILWAY COMPANY LIMITED, covering dates between 1887 and 1894. The notes concern meetings and creditors claims relevant to the companies, with reference numbers for the information source. Victorian Government... and McCain in 1886 for the colonial Victorian government’s Department... and McCain in 1886 for the colonial Victorian government’s Department ...There were at least three 1880s vessels named Lady Loch, all built in Victoria; a river launch (ca 1884 to ca 1916, originally named Lady of the Lake), a steamer ferry (1884 to 1920s), and a government lighthouse tender steamer HMV Lady Loch (1886 to 1962). The spring balance scale was part of the equipment on the HMV Lady Loch. The scale was made by the renowned company Salter Weighing Machines in the United Kingdom, to Silvester's patent design. Salter Weighing Machines, Britain, began making spring scales in the 1820s. In 1908 Salter opened up an Australian branch named Salter Scales Pty. Ltd. The scale is marked HMV SS Lady Loch. It would be suspended by its top ring, a basket or other container is hung from the hook, and the items inside the basket are then pulled downwards on the hook, which stretches the springs inside the works. The pulling action moves a rack and gears a calculated distance and the gears turn the pointer on the dial to indicate the weight of the goods. This scale measures up to 200 pounds capacity. The HMV SS Lady Loch was an iron steamship built in Footscray, Melbourne, by Campbell, Sloss and McCain in 1886 for the colonial Victorian government’s Department of Trade and Customs. It was armed with a 6-inch gun and two 1-inch Nordenfelt guns. The Sydney Morning Herald of 27th January 1888 describes the vessel in detail. It even comments on the interior of the Saloon “The wood work … is on a very elaborate scale and is exceedingly neat …”. The HMV Lady Loch performed Customs duties and serviced the lighthouses along the coast. The scale could have measured goods for the Customs Tax, or for measuring out supplies for the lighthouse keepers. The vessel was named after Lady Elizabeth Loch, wife of Sir Henry Loch, Governor of Victoria from 1884 to 1889. In 1932 Lady Loch was converted to a hulk and used in Brisbane, and finally scuttled in 1962 at Moreton Bay, Queensland.The scale has importance due to its connection to the 1886 HMV Lady Loch, a vessel of great significance to Melbourne’s shipbuilding industry. It was the largest auxiliary vessel in the Victorian Colonial Government’s fleet and the first prominent vessel launched by Melbourne’s shipbuilding industry. The scale is also important for its connection with the colonial navy's Custom's work, as the scale was available to weigh goods that could attract taxes and deal out goods for distribution to lighthouse keepers. The HMV Lady Loch was also important part of Victoria's maritime history for its communication and support of the lighthouse keeper's along the coast of Victoria.Scale; Salter's spring balance mechanical hanging scale, brass and iron. Equally spaced marks around the circular dial have values from 0 to 200 in increments of 10, each increment is also divided into 10. An iron ring is attached to a fitted loop on the top of the scale, and an iron hook is attached to the fitted loop onthe bottom of the scale. A moving pointer attached to the centre of the dial has a calibration screw joined to its base. Four screws fix the brass face to the works at the back. There are stamped and embossed inscriptions. Made by Salter in Britain, to Silvester's Patent design. The scale was once equipment carried abourd the steamship HMV SS Lady Loch. Introduction and welcome by Mandy Press (Executive Officer, Shire of Eltham) with speeches by the Hon. Pauline Toner, Member for Eltham and Shire president, Cr. Alan Baker. The Hon. Pauline Toner acknowledged Shire President Alan Baker and her parliamentary colleagues Vin Heffernan, Neil Brown and Bob Halderson and Councillors; three levels of Government which led to the achievement of the kinder, and gave special thanks to the Council and parents for the forward planning to accommodate children from babyhood to school with childcare, kinder and baby health facilities all combined in one facility in the middle of parkland in a residential area. Shire President Cr Alan Baker then followed to formally open the centre. The site had been identified in early 1985 at that stage only as a pre-school but with an opportunity to develop, the additional services were driven by Cr Baker. Though a very long name, its simple message is "Care for Kids." Designed by architect Neil Biggins of Clark, Hopkins and Clark. Cr Baker stated that the theme of "people living in the environment" was very much encapsulated by the facility. Cr Baker informed that the construction of the facility had led to some concerns with a reduction in open space and potential traffic generated to the facility and those users of the facility were asked to ensure their use is sensitive to the local residents. Cr Baker talked about the financial costs and how the Federal grant funding was no longer as plentiful as previous and that the Victorian Government had come to the assistance thanks to Pauline Toner covering some other costs as well as the ongoing running costs of around $40,000. The Federal Government contributed $233,000 out of a childcare component rather than preschool. Cr Baker thanked Mandy Press again as well as Shire Engineer, John Stanton. Cr Baker also acknowledged Ed Latanzio who was in charge of the project, along with his colleague Alan Lansdowne; Gary Bartlett and his team for the exterior surroundings to the facility. He mentioned that Neil Biggins the architect had said not many Shire Councils show the same commitment to the exterior surroundings as the interior which was a credit to the Council and Gary Bartlett. He also thanked Bev Vern, Council's preschool advisor who assisted in developing the programs; Grant Roberts from Federal Office of Childcare for assisting the Cooperative in setting up the funding program; the builders George Takola and George Apted; Michelle Matello who undertook the needs analysis that identified another preschool was required; Cathy King who assisted in the development of the childcare program; Pat Grundy and Susan Forbes, Council officers who assisted with the development of the services and the members of the preschool committee. In addition, local residents and in particular Helen, Peter and Chris who advised Council of their concerns and worked with Council to overcome these issues; members of the Interim Steering Committee and the Directors of the Childcare Co-op. Cr Baker stated that the Co-op nature of the facility and the location of the three services under one roof was unique and the task of the programs was to be led by Annie, Dianne and Lynn Afternoon tea and activities followed the unveiling of the plaque.
