Certificate - Certificate of Completion, Department of Mental Hygeine (Victoria), Certificate of Qualification, Mental Attendant, Department of Mental Hygiene (Victoria), 1945
Herbert Joseph Chambers was born in 1912 in Clifton Hill, Victoria. Later he was to live in Clark and Charles Streets in Northcote, in South Caulfield, and finally in Mentone. While he may have worked at the Kew Asylum before 1945, that year was when he was presented with a Certificate issued by the Department of Mental Hygiene (Victoria) declaring that he had completed training and passed the examinations required to work as a 'Mental Attendant’. The document is dated 19th December 1945 and signed by the Director of the Department and by the Co-Examiners. From at least 1945, he was to work as a member of the male staff of the Asylum, mainly in the Refractory Ward. A donor gifted to the Kew Historical Society in February 2019 a number of items collected by Herbert Chambers in his work at the Asylum. These include his Certificate of Registration, a photograph taken of him with two colleagues at Circular Quay in Sydney, a notebook containing ‘SP’ betting records of male asylum staff, and five sketchbooks with artwork created by Kenn’th [sic] Bailey, a patient of the Asylum. Herbert Chambers’ period of employment at the Kew Asylum coincided with the employment of the English psychiatrist Dr Eric Cunningham Dax (1908-2008) as Chairman of the Mental Hygiene Authority in 1952. Dr Dax introduced an art therapy program into Victorian psychiatric hospitals, including Kew, where it is likely that the five sketchbooks were created. The sketchbooks are believed to have been presented to Chambers by Bailey as a “gift for looking after him”. Herbert Chambers retired from the Kew Asylum in c.1970 after working there for almost thirty years.Representative example of certification required to work as a Mental Attendant in Victoria.Certificate issued by the Department of Mental Hygiene (Victoria) declaring that Herbert Joseph Chambers has completed training and passed examinations required to work as a 'Mental Attendant. Book, The History Press, Understanding Documents for Genealogy & Local History, 2013
Genealogists and local historians have probably seen every birth, marriage, death and census record available, and are adept at unsing the internet for research. However, once they have learnt everything they can from them, the next step is reading and understanding older documents. These can be hard to find (not many are online), are often written in challenging handwriting and use legal and other unfamiliar terms. Some will be in Latin, antiquated English or Scots. Readers need to be able to understand the nature and intent of a range of documents as well as the palaeography (the handwriting) and orthography (the 'shape' of the contents). Documents covered include wills and testaments, contracts, indentures, charters, land records, personal letters, official records, Church records and others, mainly from the period 1560 to 1800. Also covered are dates, numbers, calendars, measurements and money, abbreviations, transcription conventions, letter-forms and glossaries, and it includes a Latin primer.448 pages : illustrations (black and white) ; 25 cm.Genealogists and local historians have probably seen every birth, marriage, death and census record available, and are adept at unsing the internet for research. Book, Victoria & Its Metropolis Vol 1 & 2, 1888
These two volumes are seminal historical writings published in 1888. The author of Volume One is Alexander Sutherland (1852-1902), described as ‘a forgotten Australian intellectual’. Born in Scotland, Sutherland was a teacher, poet, biographer, novelist, scientist, philosopher and journalist. In 1902 he was the Registrar of Melbourne University and he was the Secretary of the Royal Society of Victoria. With his brother, George, he wrote a history of Australia and New Zealand which sold 100,000 copies, the first best-selling Australian history. His book, ‘The Origin and Growth of the Moral Instinct’ influenced Russian philosophical thought. This is a most significant book as it contains short biographical notes on a great number of early (19th century) residents of the Warrnambool district. As well as listing information on Warrnambool identities it includes information on residents of Purnim, Wangoom, Dennington, Panmure, Garvoc, Framlingham, Winslow, Yangery, Woodford, Mailors Flat, Grasmere, Bushfield and Allansford. It is a great resource for researchers today. The two volumes also contain illustrations pertaining to the areas around Warrnambool and are of great historical as well as artistic interest. These are two volumes of ‘Victoria and Its Metropolis’. They are leather bound with a black cover, heavily ornamented in gold around the edges of the cover and with the printed material also in gold lettering in an ornamental pattern. The spine of the covers are brown with gold ornamental patterns and printing. Volume One has 594 pages with 258 illustrations , all black and white and this volume contains writings on the early days of the colony up to 1888 and chapters on the arts, churches, education, industries, science etc. in Victoria. Volume Two has 822 pages with many black and white illustrations and chapters on the regions in Victoria and biographical notes on the pioneer settlers of these districts. Both volumes are in a very tattered condition with many loose pages and the leather binding much torn and with some parts missing. Volume One cover: ‘Victoria and its Metropolis, Past and Present’ Volume One spine: ‘Victoria and its Metropolis, Vol. 1’ Volume Two Cover: ‘Victoria and its Metropolis, Past and Present’’ Volume Two Spine: ‘Victoria and its Metropolis, Vol. 2’ 19th century victorian history, victorian pioneer settlers, alexander sutherland -

Document - Folder, Brief history of the Ringwood Secondary College site in Bedford Road, Ringwood, Victoria, since 1905 and subdivision in 1924
Terry Kane and Richard Carter were the authors of the short historyType written notes and plans pertaining to the land titles and history of the Ringwood Secondary College site from 1905, prior to the land being sold by the Borough of Ringwood in 1954 to the Education Department. Transcript of covering letter from Richard Carter to Mr T Kane dated 16 November 2012 - "Re: Ringwood Secondary College As we discussed recently, I have done some research into the history of the site. Going back to 1905, the site, then 26 acres one rood 37 perches, was in the name of Walter James Anderson of 61 William Street, Melbourne, Accountant - most likely a speculator. Title transferred to Theodosia Anderson of 167 Collins Street, Melbourne, Artist - possibly his son - In 1907. Theodosia Anderson was thus the owner when on abortive subdivision Into "110 Splendid Home Sites" as "Bedford Park Estate, Ringwood" took place In 1924, creating Anderson Street, Joyce Street, Adams Street and Graham Road, all of which sank without trace. Theodosia Anderson died In 1933, leaving the property to John Blair, Solicitor of Melbourne and Annie Benson of Melbourne, widow, until title ultimately passed to The Mayor, Councillors and Burgesses of the Borough of Ringwood In 1946. Title was then spilt Into three with 14 acres 0 rood 11 perches being transferred to the Minister of Education on 1954 followed by a further 2 acres 1 rood 26 perches to the Minister In 1956. The balance of the land remains In the ownership of the now Maroondoh City Council as Bedford Park. It Is Interesting that at no stage did any of the land belong to the Commonwealth of Australia, notwithstanding that I always understood It was the site of the P.M.G. Workers Camp after the War. Perhaps the P.M.G. utilized the site by arrangement with the borough of Ringwood; perhaps the camp was on the opposite site of Hill Street (Government Road). More research Is needed on this point. Yours faithfully, CE CARTER & SON PTY LTD Richard Carter Managing Director" -
