Rationing regulations for food and clothing were gazetted on 14 May 1942. Rationing was introduced to manage shortages and control civilian consumption. It aimed to curb inflation, reduce total consumer spending, and limit impending shortages of essential goods. The broad reasoning behind the introduction of rationing was to ensure the equitable distribution of food and clothing. It was also hoped that a cut on consumer spending would lead to an increase in savings, which in turn could be invested in war loans. Australians were never as short of food nor rationed as heavily as civilians in the United Kingdom. Rationing was enforced by the use of coupons and was limited to clothing, tea, sugar, butter, and meat. From time to time, eggs and milk were also rationed under a system of priority for vulnerable groups during periods of shortage. Rationing was administered by the Rationing Commission. The basis for policing food rationing was through the surrender of coupons before rationed goods could be supplied. This had to occur between traders as well as consumers. Coupons were passed back from consumers to retailers, from retailers to wholesalers, and in many cases from wholesalers to producers, who were requested to return them to the commission. Breaches of rationing regulations were punishable under the general provisions of National Security Regulations by fines of to £100 or up to six-months imprisonment. Responding to the complaint that these penalties were inadequate, the government passed the Black Marketing Act at the end of 1942. This item was donated to Wodonga Historical Society by the artist, Betty L. Barberis. Betty Barberis nee Barton was one of 12 children born to Roderick Barton and Myrtle Ann Hore of Gundowring in the Kiewa Valley. She was born in 1927 and attended Upper Gundowring Primary School. Betty was encouraged to enter a project for the "Young Farmers" by illustrating a book. She won first prize for Victoria and the book was exhibited at the Royal Melbourne Show. This resulted in Betty attaining a Manual Art Teacher's Studentship which she completed at Wangaratta Technical School. Here she learned many new skills ranging from garment design to ceramics. She also attended Melbourne Teachers College. Betty created many decorative banners, the first being for the Australian section of the World Scout Jamboree in 1948. Over her long career she was to create many other banners and commissioned work for significant organisations and institutions . Betty’s great body of work included landscapes, millinery, ceramics, and a bronze sculpture of her husband Vern Barberis who was a fellow schoolteacher and represented Australia as a weightlifter, winning a bronze medal at the Helsinki Olympics in 1952. She also illustrated several books and had exhibitions in many galleries including in Albury. Betty passed away at The Grange, Wodonga on 26 November 2013. The 1981 Rotary International Pacific Region Conference was held in the Royal Exhibition Building, Melbourne, between 26 and 29 November 1981. More than 5,000 Rotarians from around the Pacific attended the conference in Melbourne to discuss 'The Future of the Pacific Region'. Speakers included the Honourable Malcolm Fraser, Rotary International President Stan McCaffrey, President Elect Horoji Mukasa, Ranald McDonald, representing the media, Sir Ian McLennan, representing industry, Japanese former Ambassador Nobuhiko Ushiba and Philippines Deputy Consul General Mrs Minerva Falcon, both representing diplomatic services, as well as other Rotarians. Clune was an honorary commissioner of the Australian Comforts Fund. Clune allegedly “left a very bad impression” on General Sir Thomas Blamey for his ‘irregular methods and indiscreet utterances’ about the British ‘only playing at war’. Blamey therefore ensured that Clune was subject to military censorship. Schuss was advertised as Victoria’s Official Ski Journal It was issued monthly from 1935 to 1961 except during the war when summer issues covered two months. This continued after the war, but it averaged 10 issues annually over its 25 year life. Schuss was published by the Ski Club of Victoria which had a membership of 38 Ski Clubs and demanded to be recognised as the prime authority on skiing in the state. The other 30 ski clubs with 85% of the members disagreed and the politics of skiing became heated. These clubs formed the Federation of Victorian Ski Clubs with their own journal, Ski Horizon. With the establishment of the Victorian Ski Association, Ski-Horizon published its last issue in Nov - Dec. 1955 and the role of the official journal was fully taken over by “Schuss”. This item is significant because it contains stories, images and information documenting the development of the ski industry in Victoria.The journal features stories and events chronicling developments in Victoria and internationally. Items related to the Falls Creek Area in this issue include:- Page 153 - an advertisement for ski lessons, tours and accommodation for skiers with Bob Hymans. A second advertisement for Pearce Bros., General Merchants at Tawonga stated they could arrange for food supplies for clubs or ski parties to be delivered into lodges at city prices. Page 168 feature a photo by H. Gibbs - On the road to Falls Creek, beyond Howman's Gap, showing slopes of of Spion Kopje in the background. Page 177 - The Galleon Ski Club had opened its books to a limited number of Associate Members and offered its Members use of the "GALLEON" Lodge. Associate Membership fee was set at £1/1/- per annum. This society was formed six years earlier and evolved into The Grand National Eisteddfod of Australasia or the Royal South Street Society in 1962. This book of sermons was written by Ballarat personality the Rev William Henderson who was responsible for the building of Ballarat's St Andrew's Kirk and the establishment of Ballarat College. It is one of many books of sermons published by Henderson and is the most significant of those productions, most of which are booklets. The bookplate identifies this book as belonging to one of Australia's oldest and most prestigious Eisteddfods The Royal South Street Competitions founded in 1891, the best known feature of which is the Sun Aria operatic competition. Image 2E General view of Montsalvat mud brick buildings including two storied studio The Alistair Knox Collection The Alistair Knox Collection is a series of mounted enlarged photos of mud brick houses and related subjects. The collection is understood to have been put together by Alistair Knox although it is the work of several unacknowledged photographers. For some years it was held by the Building Department of the former Eltham Shire Council and was then passed to our Society for safekeeping. Some of the photos have been used in Knox's books and from time to time some of them have been part of various historical displays. As far as we know there has not been a public display of the whole collection which numbers about forty photographs. The collection has been copied on to slides for the purpose of this meeting and to be retained as part of the Society's pictorial collection. Alistair Knox 1912 - 1986 is acknowledged as the founder of Eltham's mud brick building movement. Many of the buildings shown in the collection are of his design and he was also involved with the construction of several of them. Others are the work of his contemporaries and associates such as Peter Glass, Gordon Ford, and John Harcourt. Designed by multi-award winning architect, Gregory Burgess, the library at Panther Place, won him the 1995 Royal Australian Institute of Architects (Vic) Merit Award in the New Institutional category.1 The design is typical of Burgess’ work, emphasising natural materials and forms, and the integration of building and site.2 In its distinctive architectural character, Burgess celebrated the spirit of Eltham’s artist/architect Justus Jörgenson and mud-brick builder Alistair Knox. However this library, which opened in 1994, follows decades of efforts to acquire a suitable library for local residents. It was only in 1971 that Eltham acquired its first purpose-built library. In the 1930s books were borrowed from a mobile library run by Mr Foster of Bible Street. From the 1930s to the early 1950s, adults borrowed books from the newsagency and general store in Main Road (still a newsagency) near Arthur Street. As late as the 1950s, adults borrowed books in the shire office foyer, then in Main Road near the corner of Arthur Street.3 In the early 1950s the ratepayers voted for lower rates rather than a library, in a referendum to build a public library financed by higher rates. Children depended on volunteers for their library service until 1966. In 1946 the inaugural meeting of the Eltham War Memorial Trust’s Women’s Auxiliary, decided to support the Trust by raising funds to buy land and build a Children’s Library, Baby Health Centre and other facilities. The auxiliary formed the Children’s Library Committee, which included Mrs Morrison, Mrs Bow and Mrs Currie. They ran a library service in the stage area of the Eltham Hall, at the corner of Arthur Street and Main Road. In 1952 the books were relocated to a room in the newly opened Baby Health Centre on Main Road. Then in 1961, the Children’s Library received its own hall beside the Eltham Pre-School Centre on Main Road. From there, each month, volunteers delivered books to every school in the shire. In 1966 the Children’s Library closed after 17 years of service, following the transfer of the Trust land and buildings to the Shire of Eltham. The books were donated to nine schools in the shire and to Community Aid Abroad. An important boost to the library service came in 1965, when the Heidelberg Regional Library Service was formed by the City of Heidelberg with the Shires of Eltham and Diamond Valley. Its first library service for Eltham Shire was a bookmobile van. Books for children and adults were finally housed in one building in 1966, when the shire converted the Brinkkotter house in Dudley Street, into a library. At last in 1971, the Eltham Library moved to new premises attached to the shire offices near Panther Place. However these were demolished in 1996, by State Government appointed commissioners during council amalgamations. Meanwhile the Heidelberg Regional Library Service was disbanded in 1985 and the Yarra Plenty Regional Library Service was established. The burgeoning population brought pressure for a bigger library. Eltham was one of several municipalities in the 1970s and 1980s, battling with the State Government for adequate funding for public libraries. Funds were so tight, that in 1987 Eltham councillors threatened to close the library. However public petitions persuaded them to set aside funds to replace the cramped library facilities. In 1992 the Federal Government gave $887,496 towards the $3 million cost of the 1560 square metre library.4 The result is a light and spacious building with surrounding verandas, made of sustainable natural materials including earth and recycled and radially sawn timbers. It includes a gallery and function areas. In 2004 Mr Burgess won Australian architecture’s highest accolade: the Royal Australian Institute of Architects Gold Medal. He has received more than forty professional and community awards.This collection of almost 130 photos about places and people within the Shire of Nillumbik, an urban and rural municipality in Melbourne's north, contributes to an understanding of the history of the Shire. Published in 2008 immediately prior to the Black Saturday bushfires of February 7, 2009, it documents sites that were impacted, and in some cases destroyed by the fires. It includes photographs taken especially for the publication, creating a unique time capsule representing the Shire in the early 21st century. This item is from the ‘Pattison Collection’, a collection of books and records that was originally owned by the Warrnambool Mechanics’ Institute, which was founded in Warrnambool in 1853. By 1886 the Warrnambool Mechanics’ Institute (WMI) had grown to have a Library, Museum and Fine Arts Gallery, with a collection of “… choice productions of art, and valuable specimens in almost every branch and many wonderful national curiosities are now to be seen there, including historic relics of the town and district.” It later included a School of Design. Although it was very well patronised, the lack of financial support led the WMI in 1911 to ask the City Council to take it over. In 1935 Ralph Pattison was appointed as City Librarian to establish and organise the Warrnambool Library as it was then called. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually, the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. The books at Flagstaff Hill Maritime Village generally display stamps and markings from Pattison as well as a variety of other institutions including the Mechanics’ Institute itself. RALPH ERIC PATTISON Ralph Eric Pattison was born in Rockhampton, Queensland, in 1891. He married Maude Swan from Warrnambool in 1920 and they set up a home in Warrnambool. In 1935 Pattison accepted a position as City Librarian for the Warrnambool City Council. His huge challenge was to make a functional library within two rooms of the Mechanics’ Institute. He tirelessly cleaned, cleared and sorted a disarrayed collection of old books, jars of preserved specimens and other items reserved for exhibition in the city’s museum. He developed and updated the library with a wide variety of books for all tastes, including reference books for students; a difficult task to fulfil during the years following the Depression. He converted all of the lower areas of the building into a library, reference room and reading room for members and the public. When the WMI building was pulled down in 1963 a new civic building was erected on the site and the new Warrnambool Library, on behalf of the City Council, took over all the holdings of the WMI. At this time some of the items were separated and identified as the ‘Pattison Collection’, named after Ralph Pattison. Eventually the components of the WMI were distributed from the Warrnambool Library to various places, including the Art Gallery, Historical Society and Flagstaff Hill. Later some were even distributed to other regional branches of Corangamite Regional Library and passed to and fro. It is difficult now to trace just where all of the items have ended up. These two exercise books contain notes on Methods of Teaching and were produced at a Teachers' College in Victoria sometime in the 20th century. April Meeting (Newsletter No. 233, Apr. 2017) Our meeting at 8.00pm on Wednesday 12th April 2017 is our Annual General Meeting, which includes the presentation of annual reports and the election of office bearers for the coming year. The official notification of the Annual General Meeting and Agenda are on page 8 in this Newsletter. At this meeting we are pleased to have as our guest speaker Dr. Andrew Lemon, a great friend of EDHS and a Fellow and the immediate Past President of the Royal Historical Society of Victoria. Andrew is an independent Melbourne historian, author of numerous books on local history, shipwrecks, biography, schools and sport and winner of national literary awards. He has been awarded the degree of Doctor of Letters by the University of Melbourne for his published works. Andrew edited the Victorian Historical Journal throughout the 1990s and served on the Library Board of Victoria and the Heritage Council.
