Certificate - Certificate - Historic Buildings, Portland Town Hall, 1974
From the Victorian Heritage Register: The foundation stone of the original Portland Town Hall was laid by William Learmonth on 21st September, 1863 following a competition and subsequent public controversy over the permitted entry of architect John Barrow. The conservative classical design of municipal surveyor Alexander Ross was preferred and this axially planned design with central council chamber and side offices fronted by a fine axed pedimented gable entablature of basalt and Tuscan Doric pilasters was completed by 24th may 1864. The old Town Hall is one of a distinguished group of public buildings in Portland and an interesting example of conservative classical architecture of the first years of settlement in western Victoria. The basalt structure was partially erected of stone from the Portland stockade and has significant historical associations with local Government administration in the district. The Town Hall is the most impressive work of Alexander Ross, a surveyor architect whose career remains largely undocumented. The old Town Hall at Portland has been discreetly extended at the rear to provide additional meeting room accommodation. Beaumaris includes two early estates in the parish of Moorabbin developed by Josiah Holloway from 1852. Named Beaumaris Town and Beaumaris Estate (after the pastoral run in the area and ultimately after Beaumaris in Wales), the lots comprising them were marketed by Mr Holloway's suggesting that the railway was imminent and a canal would be built. The township developed slowly, a Post Office opened on 1 March 1868, but was replaced next month by Gipsy Village office (now Sandringham) In 1862 Beaumaris was one of the early settler communities within the boundaries of the Moorabbin District Roads Board , the region’s first local government authority. On 15th December 1909, Bryant & May, Australia’s first match factory at Church Street, Richmond, Victoria. was opened by The Honourable Alfred Deakin, Prime Minister of Australia, and Mrs. Deakin. It was heralded by the first Commonwealth Government of newly-federated Australia because the government of the day was anxious to encourage secondary industry and pledged tariff protection of local manufacturers. The building was constructed in 1909 as the Empire Works to a design by prolific Melbourne architect William Pitt and was purchased soon after by British safety match manufacturer Bryant and May, who significantly expanded the building, adding another level and the landmark clock tower. Bryant and May were unique in that they operated as a model factory, providing workers with conditions and amenities that even today seem generous. These included a dining hall and sports facilities such as a tennis court and bowling green which were constructed in the 1920s. Bryant and May ceased Australian match manufacture in the early 1980s as a result of import competition. Their iconic Redheads matches are now imported from Sweden. The complex has since been converted for use as offices and showrooms but is extremely well preserved. It is listed on the Victorian Heritage Register. Bryant and May was a United Kingdom (UK) company created in the mid-nineteenth century specifically to make matches. Their original Bryant and May Factory was located in Bow, London. They later opened other match factories in the United Kingdom and Australia, such as the Bryant and May Factory, Melbourne; and owned match factories in other parts of the world. Bryant and May survived as an independent company for over seventy years, but went through a series of mergers with other match companies and later with consumer products companies. To protect its position Bryant and May merged with or took over its rivals. In 1971 the Northern Ireland factory, Maguire & Patterson closed down following a terrorist attack.. In the 1980s, factories in Gloucester and Glasgow closed too leaving Liverpool as the last match factory in the UK, until December 1994. . The registered trade name Bryant and May still exists and it is owned by Swedish Match, as are many of the other registered trade names of the other, formerly independent, companies within the Bryant and May group. Two French chemists, Henri Savene and Emile David Cahen, proved in 1898 that the addition of phosphorus sesquisulfide meant that the substance was not poisonous, that it could be used in a "strike-anywhere" match, and that the match heads were not explosive. British company Albright and Wilson, was the first company to produce phosphorus sesquisulfide ( Red Phosphorous) matches commercially. The company developed a safe means of making commercial quantities of phosphorus sesquisulfide in 1899 and started selling it to match manufacturers. Matches were first produced by Bryant & May in Australia in 1909. The Redhead name applies to the red striking heads of the matches which were introduced to Australia in 1946. The logo on the matchbox depicted the head and shoulder of a redheaded woman and has had four major updates since that time with a number of special issues depicting birds, animals and notable persons also produced.The Bryant & May Ltd factory in Church St Richmond is a listed building and has been converted to apartments following the closure of the Company 1980. Bryant & May's Ltd were influential in fighting against the dreadful disease known as Phossy jaw which was caused by white phosphorus used in the manufacture of the early matches. They were also the object of the 'Match Girls Strike' in London 1888, which won important improvements in working conditions and pay for the mostly female workforce working with the dangerous white phosphorus. The public were slow to purchase these safety matches because of the higher price .A box of safety matches with unused matches made by Bryant & May Pty Ltd , Richmond Victoria Australia. This item was used by the State Electricity Commission of Victoria in their mess rooms for their workers during the construction of the Kiewa Hydro Electricity Scheme. The imprint of the year "1921" was to identify the year that the SECV was formed and relieved the private VHEC (Victorian Hydro-Electric Company). As the scheme was of such a huge, isolated and time consuming nature the feeding of its workers was quite demanding of cutlery and crockery. The use of sturdy English cups and saucers was essential. The period of construction and the isolation of the Kiewa Valley area placed heavy demand for "solid" crockery that could wear abusive handling. This period in time was one when crockery, whether for domestic or commercial use, was imported from "mother" England. This scenario was more so for governmental bodies such as rail, jails and electricity providers than domestic users. The influx of cheaper Asian crockery had not yet begun.This type of crockery item was used by the thousands of SEC Victorian staff and construction workers involved in the building of the Kiewa Hydro Electricity Scheme, over the extensive period (1938 to 1961). This was a period when Government bodies and other semi- government organisations were still tide to the "establishments" of "mother" England. It was a period in Australia's development when the Asian influence was very weak and the established ties to England and Europe was still very strong. The majority of heavy equipment and machinery was either made in England or Europe. Local expertise in dam construction and water management in alpine terrain came from migrants for England and Europe. The quality of workmanship from big steel manufacturing plants in England and Europe could not be matched from anywhere else in the developed world.This item is a white ceramic plate (bread & butter). It is made in England and is of strong and durable ceramic. The bottom of the plate is flat with edges sloping out (to position the bread) and the extended rim is to catch any spillages. The 5mm thickness of the ceramic suggests this plate belongs to a commercial kitchen/eating establishment (mess) and not a domestic dining room. The indent bottom of the plate is 5mm deep with a side curvature ratio of 2:5. The ceramic is glazed to a commercial standard (see KVHS 0128 for its saucer part of a dinner set.The seal of the State Electricity Commission Of Victoria is imprinted on the top inside rim within a curved scroll. Snuggled within the borders of the scroll is a banner with the five stars of the southern cross and an arm with a closed fist projecting from the top with five lightning bolts projecting outwards. Book - School Reader for Infants, John and Betty, 1951
This "first reader" for children in a Victorian Primary school was fashioned by the period that it was printed in (1951), and the associated educational principles was applied by the Victorian Educators. It defines the role play of young children, at this point, in their educational development and contained within the(1950's) "society's" mores and expectations. This book was widely used by state schools in Victoria including Mt Beauty and Tawonga Primary Schools.This reader is significant to the Kiewa Valley because it demonstrates that there was still a very marked "one book" fits all school environmental approach by State educators which the local schools were apart of. This book is one of the KVHS children's school book collection, which many were donated by local families whose children went to Mt Beauty Primary School. Therefore this reader represents a social history significance for the period from 1950's and 60's. The book is in good condition, consequently making it suitable for exhibitions, and highlighting schools in the Kiewa Valley along with what local children read in these schools. This primary school reader has an orange cover with "John and Betty" printed in green. Below this is the green outline of a young boy leading his dog(Scottish Terrier) on a lead. Behind him is the red outline of a young girl (bow tied waist belt) in front of a cat(tail up). A thick green line is situated below the figures. The cover is 180 gsm thick. Inside the book are colored sketches of a boy and a girl playing well defined "boy" and "girl" activities (gender specific for the period of print 1951) Below these activities are simple descriptive words for the above activities.On the front page "John and Betty" below this "The earliest Reader for the Little Ones". Book - Non Fiction History, The Kiewa Story, circa 1993
This book provides in chronological order the development of the Kiewa Hydro-electricity scheme from the first concept (1911) to final construction work (1961). It covers the first attempt to utilise the power of the Victorian Alps water system. It started from a private syndicate and developed to the current State Electricity Commission of Victoria. The incentive for the Hydro scheme was to make money and not as an alternative to the carbon producing coal fired power plants. These coal fired power plants were increasing in numbers to service an ever increasing demand made by population expansion, especially in cities and large rural settlements. This demand spiraled up after World War II when there was a tremendous spike in immigration numbers due to refugees and displaced persons in Europe. The ability to utilise the untapped water provided by the winter snow fields, for a higher yield in electricity, was a powerful incentive to overcome the physical hardships in this remote Alpine region. Future power requirements may initiate the re-installation of the other two power stations(Pretty Valley and Big Hill) covered in original Scheme. This publication not only covers the development of the Kiewa Valley region with respect to population (within a socio-economical framework) but also the subtle but yet strong physical changes of a relatively pristine alpine region. The demands that an ever growing regional population places on the environment is clearly documented in print and black and white photographs. The working and living conditions of those who constructed and gave life to this hydro scheme is well documented in this book. It may be viewed as spartan now but was relevantly good at that moment in time, especially for those workers fleeing a devastated European environment. The successful planning and consideration to minimising any intrusion upon the natural alpine forests and high plains can viewed as an example (compared to the Tasmanian Hydro schemes) of how future hydro schemes (an inevitable requirement) will proceed. Most rural towns (in the early 1900s) were built by unencumbered rural based citizens, with the exception of Mount Beauty and Falls Creek. These two settlements were brought into life by a State (Victorian) Authority for a specific function and program. They were a gated community, that is, only open to construction workers involved with the hydro scheme. All facilities within these communities were provided by the State Electricity Commission of Victoria. The impact on the social, financial and individual independency of the community, by the transition from the S.E.C .environment to one of local government (Shire of Bright), had in some cases a severe impact.This hard covered book has a green cover with pictures on the front and back covers. The front cover has a coloured picture of a snow covered Mount Bogong taken from the opposite mountain range. The valley between both ranges has a whisk of mist over it. At the bottom of this picture are three black and white photographs covering the construction of the Kiewa Hydro - Electricity Scheme. On the back cover is a photograph, (black and white) detailing the Bogong village and Junction dam containing lake Guy. The inside front cover is a black and white photograph which details the construction of the West Kiewa tailrace tunnel during April 1951. The inside back cover is a black and white photograph of the concrete pour at the Clover Dam circa 1952. All photographs and sketches are in black and white. Book - Reference Cooking, SEC Cook Book of Family Favourites, Circa 1950
This SEC cook book was produced circa 1950s when the Kiewa Hydro Electricity Scheme and its Commission was in full swing. The Commission had constructed two settlements, Mount Beauty and Bogong Village to house construction workers and their families in a "closed" community. These "closed" communities were for SEC staff and construction workers only. Entry into these villages was restricted to "SEC pass" carrying construction staff and their families. All facilities such as retail, sporting and other community services was provided by the SEC. This created an isolated community in which limited individual choice or administrative family leeway was available. It was a typical company town (live and work for the company). The Company was in the Kiewa Valley constructing power stations for the Kiewa Hydro Electricity Scheme of Victoria. In one way the individual did not need to be concerned with living costs, educational needs for children, and recreational amenities and therefore "normal" community survival /living methods did not apply. This living, although restrictive, was quite simple. When the scheme was completed, in 1961, marking the end of company town, caused some of the employees, who had enjoyed the "controlled" township environment, a fair degree of angst in having the new 'laissez-faire" controls thrust upon them. This was magnified when both Mount Beauty and Bogong Village became meshed into the Bright Shire, vis-a-vis, local government. This cook book is a prime example of " the company is looking after you" and leave the worrying to us. This environment of a "company town", which creates the atmosphere of minimal personal responsibilities, is still present in a few remote mining towns in Australia at the beginning of the 21st Century.This book is a classical example of the psychological control in which the company had its construction workers families living in. The motto of many companies who had employees in isolated regions was "keep them happy". A happy and contented worker is a more productive worker. This was a period in time (1950s to 1970s) when social psychology was gaining recognition in the Australian workforce as well as internationally. At the end of the construction of all the power stations both the Mount Beauty settlement and the Bogong Village became more integrated into the main stream of rural Australia environment. Development of tourism in the region opened up not only interaction with a greater cross section of the ever expanding type of Australian but also the overseas based non rural culture tourist or immigrant. It allowed the intermingling of ideas in a non company controlled environment. The Mount Beauty and Bogong Village has, and even up to the 3000 Millennium, the same housing construction, as was built by the SEC. There has only been a very gradual change to modern domestic architectural home styles. This SEC cookbook has a folded cover with two staples at the spine, securing eight double sided pages. The white pages contain black print and sketches(3), and one black and white photograph (of the author). The front cover is mainly orange in colour with a gradual fading into yellow(at the top). The cover is approximately 210 g/m2 in thickness and each page is approximately 90 g/m2 thick. Front cover: top of page "SEC Cook Book of Family Favourites", in the middle a sketch, black on orange background, of a smiling mother walking from the kitchen to the dining table with a steaming rolled roast and vegetables in one hand and a gravy pot in the other. The furniture and decor relates to the 1950s. Below this sketch is printed"SEC TESTED RECIPES NO. 16" Inside cover: on top of the page is a black and white sketch of a pineapple, apple pear fish with scales, bunch of grapes with leaves a pork roll (head of pig one end and a roll ending on the other, on top of this food arrangement rests a fruit pie. Below this sketch are printed in black print the books contents.The first side of the first page is a black and white photograph Mary Dunne, the SEC Home Service supervisor who provided a signed foreword. The inside back cover has a promotional segment detailing a black and white photograph of a smiling (and happy) couple in the foreground with an electric stove in the distance. The written motto below this photograph is" to Live better -and save money they'll join the Power People. Anglesea is a town on the Great Ocean Road in the Surf Coast Shire local government area. It is 110km from Melbourne. Before 1967 policing in Anglesea was on a seasonal basis with a 'shop front' police station and caravan in the main street. Anglesea Police Station (Barwon District) was opened on 7 February 1967 on the corner of Wray Street and The Great Ocean Road. It was a residential police station, brick veneer with an iron roof with 3 rooms, a bathroom, laundry and a garage. When the station opened it was staffed by one Senior Constable and two First Constables. Altona North is a suburb of Melbourne, Victoria, Australia, 10 km south-west of Melbourne's Central Business District, located within the City of Hobsons Bay local government area. Altona North Police Station opened on 7 October 1979 as a new twenty-four police station and was the District Headquarters of Altona District. It comprised a C.I.B. and a Community Policing Squad. It is located at 72 Cooper Avenue, on the corner of McArthurs Road. Armadale is an inner suburb of Melbourne, Victoria, Australia, 7 km south-east of Melbourne's Central Business District, located within the City of Stonnington local government area. Armadale Police Station opened, in Melbourne Police District, on 11 May 1885. Its original location is unknown, but in 1890 it is listed in the Sands & McDougall directory as at 295 Hight Street. From 1985-1920 it was located at 20/22 Auburn Grove, 1925-1930 at 769 High Street and 1935-1946 at 3 Cheel Street. The station closed on 28 January 1946. The sub-division east of Orrong Rd was incorporated into Malvern Sub-district and west of Orrong Road into Prahran Sub-district. In a special 1930 issue of the Victoria Police Gazette the Armadale Police Station was described as a seven-roomed brick dwelling with a tiled roof on land measuring 127' x 104' x 98'. There was also a bathroom and W.C., a wash-house, office, and a lock-up (one cell). This is probably a description of the Cheel Street police station. ... , Victoria, Australia in the local government area of the City..., Victoria, Australia in the local government area of the City ...Ascot Vale is an inner suburb 6 km north-west of Melbourne, Victoria, Australia in the local government area of the City of Moonee Valley. Ascot Vale police station was opened on 31 October 1887 in the Melbourne Police District. From 1900-1905 it was located at 54 Parade, Ascot Vale; from 1910-1925 at 71 St Leonards Road; from 1930-1953 at 37 St Leonards Road. In 1953 it was relocated to government owned premises at 111 Union Road until the police station closed on 1st May 1970 and the Sub-district was divided between Flemington and Moonee Ponds police stations. The former police station was used by the Crime Car Squad until about 1987 when the premises were damaged by fire. The police station at 37 St Leonards Road was described as a six-roomed brick dwelling with slate and iron roof on land measuring 150' x 50'. There was also a bathroom and W.C., wash-house, office and lock-up with one cell. It was staffed by one second-class sergeant and four foot constables. The purpose-built police station at 111 Union Road included a four-roomed residence with the exterior clad in rough cast Conite and a tile roof. This item is an invitation to a dinner given by the Shire President and Mrs Hugh Cameron for the State Governor and Lady Fuller to be held in the Orbost Shire Hall on November 19, 1912. The governor and his wife left Melbourne on November 14 on a visit to East Gippsland. Hugh Cameron (1850-1921) was on the Orbost Shire council from 1892-1915. (more info. in O.D.H.S. newsletter -Tambo Shire) The Shire of Orbost was a local government area about 380 kilometres east of Melbourne, the state capital of Victoria, Australia. The shire covered an area of 9,347 square kilometres (3,608.9 sq mi), and existed from 1892 until 1994. Originally, Orbost was part of the Bairnsdale Road District which was created on 30 April 1867. Splitting away as part of the Shire of Tambo in 1882, Orbost was first incorporated as a shire in its own right as the Shire of Croajingolong on 30 May 1892. It received its present name on 17 February 1893. On 3 January 1913 part of its western riding was annexed to Tambo as its Cunninghame Riding. On 2 December 1994, the Shire was abolished, and merged with City and Shire of Bairnsdale, Shire of Tambo, most of Shire of Omeo and the Boole Boole Peninsula from Shire of Rosedale into the Shire of East Gippsland. This item is associated with Orbost Shire Council which no longer exists. It is also associated with Hugh Cameron.A small menu on a cream folded card with blue print. The Royal Readers had been prepared especially for Victorian schools and featured some Australian content. The authors made great use of the natural world as well as incidents and common daily events to attract children to the stories. Teachers were encouraged to teach children not only the 'art of reading' but also a 'love of reading'. Illustrations were used effectively to attract children 'through the eye' to the stories and to help them understand same. They were used extensively in Victorian schools as well as in other states. However, during the 1890s and especially the early 1900s, governments came under increasing pressure to change the reading books again because these books did not reflect the rapid scientific advances in the 1890s. Royal Readers date quickly when a new syllabus was introduced in 1905. Education materials were to be relevant to children's daily lives with a demand for greater local content. ledger, 1950's -1960's
This ledger was used bt the Shire of Orbost local government to record Country Roads Board accounts 1950's and 1960's. The item was donated to Orbost & District Historical society from P.R.O.V. as a Place of Deposit (POD) item for safe keeping by a local history group or museum. The shire covered an area of 9,347 square kilometres and existed from 1892 until 1994 when it became part of the East Gippsland Shire Council. Orbost was at first included in the Bairnsdale Shire from 1882 and was later part of the Tambo Shire. Because of travelling distances the Croajingalong Shire was created in 1892 (name changed to Orbost Shire 17.2.1893 with James Cameron as the first Shire President. In 1994 it amalgamated to become part of East Gippsland Shire Council. The Country Roads Board was the government authority for the construction and maintenance of main roads in Victoria between 1913 and 1983. It was succeeded by the Road Construction authority on 1 July 1983 and later merged with the Road Traffic Authority on July 1 1989 to form the Roads Corporation. James Cameron, an Orbost farming pioneer and Member of the Legislative Assembly, fathered the Country Roads Board. This ledger is a hand-written record of accounts for the Orbost Shire local council. It pre-dates computer records. The Orbost Shire Council no longer exists having been absorbed into the East Gippsland Shire Council.A heavy brown coloured ledger with covered wooden covers. it has steel metal binding. Inside are strips of paper marking pages. It contains blue ink hand-written records of monies in/out (?) to Shire of Orbost Council.
