Eltham District Historical Society Inc

The portable lock up at Eltham is not original to the site. The date of construction is unknown. It is a pre-fabricated design and each of the timber panels are individually numbered on the inside surfaces. It is amongst a large group of portable locks up,categorised as 'Portable Lock Up - Timber - Later' and also known as the "Casterton style", based on the only known plan for portable lock ups, built for the Casterton Police Station, in 1907. The later portables have been in use since the 1880s. It is not known how many lock ups of this type have been constructed in Victoria. At least 50 examples have been documented around the state. Melbourne Legacy
Legal record, 1953 Victoria : No 5717, 1953
A copy of the Act of the Victorian Parliament relating to the property held in trust for Junior Legacy, Melbourne. It mentions that Richard Goldsmith of the United States wanted to mark his appreciation of services rendered in Australia to the armed forces of USA during World War 2 and in memory of the late David H Dureau. The company BG Corporation (of the USA), of which he was president, gave a gift of £27,059 to Junior Legacy Club of Melbourne for the purchase and fitting out of premises for the use of the club in its principal object of the care and welfare of children of deceased servicemen. Also that the building be perpetually known as the "D H Dureau Memorial Building". The first building that was purchased with the donation was 342 Swanston St, however it was found unsuitable and this Act allowed it be sold and a new building be found (293 Swanston St). The Act was cited as "Junior Legacy Melbourne (Dureau Memorial) Act 1953". The hand written note says that the Act "tells a story", is possibly part of the notes made when compiling the history of Legacy. They were in a folder of documents about the history of Legacy. Appears to have been mostly compiled by Legatee Cyril Smith as he has many hand written notes on miscellaneous pieces of paper (some are envelopes addressed to him). The notes were typed up into a summary of the History of Legacy. Also documents relating to the first time Legacy approached the public for donations in September 1956, including newspaper articles that were reprinted, a schedule of information that was approved to be released to the press, and a list of potential donors that was circulated to Legatees in the hope they could contact the ones they knew personally or professionally. The call for public donations was partially due to the purchase of the Dureau building and the need to modify the building for Legacy's needs. The documents from this folder have been added in separate records (see 01262 to 01281). The folder was part of an attempt to capture history of Legacy, generally from the 1950s. The original Victoria Theatre opened on 16 February 1856 with a season by Lola Montez. She performed several farces and her famous spider dance, delighted the diggers and enraged the sensibilities of respectable people, with Henry Seekamp in the famous "whipping" incident with Montez in Ballarat. The program consisted of popular melodramas, farces and hits such as Rob Roy, The Lady of Lyons and the Count of Monte Cristo. The nautical drama Black-Eyed Susan was also very popular. In this picture the Royal Train is pulled up with the State Car at the commemorative platform on the Wharf Spur line. The train has been shortened comprising steam locomotive J-521 and tender to which is attached the State car. The State car is in the design of the Spirit of Progress. The platform is lined with plants in planter boxes. Two men in suits standing to the right, one with a large camera – either press or official photographer. The sign on the platform commemortaes the visit of Her Majesty Queen Elizabeth and His Royal Highness Phillip Duke of Edinburg on March 5th, 1954. George Coop advised that the occasion is the visit of the Governor of Victoria, Sir Rohan Delacombe to Echuca in 1963. Delacombe had replaced Sir Dallas Brooks in May 1963 who had departed for England on the liner Iberia,11 April 1963 (1963 'SIR DALLAS ON WAY TO U.K.', The Canberra Times (ACT : 1926 - 1995), 9 April, p. 9. , viewed 27 Jan 2020, http://nla.gov.au/nla.news-article104249252) George believes the Governor was doing a considerable formal train ride around the State and Echuca was on the schedule. The ‘platform’ was a special creation for such purposes, located on the wharf spur line that ran behind the Echuca Civic Centre. The large notice board commemorates the Queen’s visit on March 5th, 1954 for which the platform was initially built. From time to time it would get spruced up with pot plants, fresh paint and repaired hand rails for formal functions.
