Denise was helped by Legacy when her father, who had served in World War 2, died when she was 12. Denise now joined Legacy to help the older Legatees who have had to slow down their involvement. Until 1996 Legatees were people who had served in the forces. Then it was extended to include Junior Legatees who were the children of servicemen who had died. Rob Allison had been a Legatee for 50 years. A group of widows at Legacy House doing seated exercises in June 1991, being taught by instructor Betty Luders who ran the classes for many years (at least from 1996 to 2001). Similar to photos 01544, plus 00619 and 00620 which show exercise classes in 2004. Melbourne Legacy ran an excellent exercise program for its widows for many years at Legacy House. Photos were in a scrapbook of photos spanning 1983 to 1991, they were taken by Susie Howard, Publicity Officer. A photo of Operation Firewood which provided help to widows by supplying and stacking firewood for the winter. Photo shows a truck being loaded with wood in May 1987. From a black and white photo (00765) taken that day the men standing on the truck are Legatee Ken Markey from Cobram/Yarrawonga and Legatee Jack Gunn from Melbourne. From the 1987 Annual Report this photo is captioned "Cobram/Yarrawonga Legatees organised and loaded 450 tonnes of firewood which was transported to Melbourne in trucks donated by ten generous firms and delivered to 154 needy widows under the supervision of local Melbourne Legatees." Legacy provided this service for many years, with the help of Linfox who provided the trucks. In the June 1995 edition of The Answer Melbourne Legacy thanked the Cobram/Yarrawonga Group for their help in supplying and cutting the wood. In 1996 it was announced the scheme had ended.A record of Legacy helping widows by supplying and stacking firewood. He was sufficiently versatile to play successfully in any key position or as a relief ruckman. Tragically, in 1994 a badly broken leg severely restricted his mobility and kicking power. Despite such restrictions, he retained his effectiveness by developing additional team skills. On 15 December 1994 the former Shire of Eltham ceased to exist following the Liberal Kennett Government local council amalgamations. A new Nillumbik Shire Council was established with unelected commissioners appointed. That Council sold the former Eltham Shire Council Offices and land at 89S Main Road Eltham to Dallas Price Homes Pty. Ltd. the sale being conditional upon the granting of a planning permit for a petrol station/convenience store, fast food and video outlet. The sale was conditional that if the permit was not granted by 30 August. 1997, the contract could be avoided by either the purchaser or the vendor. The proposed development consisted of a petrol station with undercover fuelling facilities, convenience shopping, a drive through service facility for fast food, an 80 seat cafe, automated banking, a children's play area and retail space. In addition, the proposal included a 200 square metre community facility for Council use, provision of on site carparking over 2 levels for 83 vehicles, and advertising signage. The Advisory Committee was appointed under Section 151 of the Planning and Environment Act 1987 to hear submissions on the proposal to develop the land at 895 Main Road Eltham, the site of the former Eltham Shire Offices. In September 1996, two applications were made by Contour Consultants Australia Pty Ltd on behalf of Dallas Price Homes Ply Ltd, to Nillumbik Shire Council. After extensive notification, the Council received 213 objections and a petition of over 1400 signatures. On October 9, 1996, Nillumbik Shire Council issued Notices of Decision to Grant Permit on Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, cafe/takeaway food premises, a retail facility and a community facility, with associated advertising signs. Objectors to the proposals lodged Planning Appeals number 96/40724 and 96/40812 with the Administrative Appeals Tribunal on November 1, 1996. The grounds of appeal can be summarised as: inappropriate development, insufficient carparking, traffic and access issues, unsatisfactory design, inadequate permit conditions, the proposal being out of character with the area. and being contrary to the purpose and orderly development of the Eltham Town Centre, excessive noise, lack of consultation and unsuitable signage. On November 13, 1996, the Minister for Planning and Local Government directed the Registrar of the Administrative Appeals Tribunal. under Section 41 (1) (a) of the Planning Act 1980, to refer the Appeals to the Governor in Council for determination without a hearing or recommendation by the Tribunal. The Minister for Planning and Local Government called in the Appeals as he considered that they raised major issues of policy relating to the facilitation of development in accordance with the objectives set out in Section 4 of the Planning and Environment Act 1987, and that determination of the Appeals could have a substantial effect on the achievement of these planning objectives. The Minister required the Advisory Committee to consider the planning merits of the proposed use and development, and to address the issues raised in the objections. The Advisory Committee was required to produce a report providing: • The Committee's response to the matters detailed; • Relevant supporting information for the Advisory Committee's recommendation; and • A description of the proceedings conducted by the Advisory Committee and a list of those consulted or heard by the Committee. In March 1997, elections were held in the Shire of Nillumbik and the view of the new Council to this proposal differed from the view held by the earlier Council Hence the Submission made to the Committee by the Shire was against the decision by the Shire of Nillumbik to issue the Notices of Decision to Grant a Permit. The Recommendations of the Advisory Committee were: i. The cafe and take away food premises are as of right uses and are therefore allowable, but that shop and petrol station are unacceptable uses. A community facility is a discretionary use and is acceptable. ii. A development of the type and scale proposed is totally inappropriate for this land and that the Applications number 96/03376 and 96/0377 for the use and development of the land as a convenience Centre consisting of a petrol station, convenience store, café/takeaway food premises, a retail facility and a community facility, with associated advertising signs, be refused. iii. Jocelyn Hall indicated in notes that the gentleman could possibly be an estate agent. This was confirmed by a grandson of the original owners. (REF: Email 1/8/2020) The original photos is thought to have been a publicity photo for the real estate agency. Carl Theodore Offszanka (1874-1944) was born in Germany. He is listed in electoral rolls at 44 Guildford Road from 1915, occupation furrier, with his wife Ida (nee Schade, 1882-1963), also born in Germany. They were married in Victoria in 1908. In later electoral rolls at the same address are Erna Helena (b 1913; d 1996) and Maria Eliese (b 1910; m Benedict Francis Rieusset in 1936). Both daughters are listed as typists. Also listed is Bernard George (b 1914; d 1987) who in later electoral rolls is described as a process worker. He served in the AIF in the Second World War. Not listed is Carl Bernard b 1909. The Offszanka family lived at 44 Guildford Road from 1913 until post-1980; they came to Surrey Hills from Richmond. Their home was called 'Westfalia' (ref: 1919 electoral roll), presumably after the region in NW Germany. It is not known when Carl and Ida migrated from Germany. This home has had a 2nd storey added to it in late 1990s. According to a family descendant (REF: Email 1/8/20 from grandson) Carl Theodor Offszanka purchased the home in 1913 for £616. He also purchased the adjoining vacant block of land at 42 Guildford Road and ran a large orchard on it before later selling it. This appears to have been between 1920-1930. The family continued to occupy the house until after 1980 when Erna Helena and Bernard George are listed in the electoral rolls. Our property register lists Erna Helena Offszanka as the last member there. She died on 5 May 1996. The Offszanka family occupied this home from its beginning for over 70 years. This photograph shows men fishing in the Snowy River at Marlo - possibly at Bream Point. The man in the white coat is Lancelot Herbert. Lancelot Herbert came to Orbost in 1886, taking up a partnership with local store-owner George Temple. After Mr Temple’s death in 1891, Lancelot took over the store and progressively developed Herberts Snowy River Stores which grew into a department store of several shops along Nicholson St. He also had small shops at Cann River, Noorinbee and Genoa which were run by members of his family, as well as a carrying business and fuel outlets. Lancelot died on 2/6/1911 and his wife Martha [died 1945] are buried in a joint grave in Orbost Cemetery. (info. Noreen and Lindsay Thomson. This letter book (1910-1922) was found in the old Mackay Taylor building in Kepler Street. The Secretary of the Presbytery of Mortlake in the early 1900s was George Mackay who established his legal business in 1891 and merged with the business of James Fletcher in 1893 to form Fletcher and Mackay. In the 1920s J. Taylor joined the business which was known from then on as Mackay and Taylor and this firm existed until the 1990s. George Mackay was prominent in Warrnambool civic and community affairs and was Secretary of St. John’s Presbyterian Church for many years. The Presbytery of Mortlake was an administrative district committee established in 1862 and included the Presbyterian churches of Port Fairy, Tower Hill, Wangoom, Allansford, Warrnambool, Woodford, Hexham, Caramut, Mortlake and Terang. The committee consisted of the local ministers, some elders and other church representatives and met monthly or quarterly to discuss church business that affected the region.This letter book is of some significance as it indicates the type of business carried out by a district church council – properties, missions, individual church problems etc. It also shows the community work of George Mackay, a prominent Warrnambool resident at the time, and the book contains his signature many times over. The book will be of interest to researchers. This is a ledger with dark blue binding and binding reinforcements on the spine and corners. The inside covers are lined with thick paper in a mottled blue, black and white coloured pattern. There are 249 pages of copies of letters written, some typed, some handwritten. This book was a prize awarded to Miss Middleton, a pupil at Ormiston House College, East Melbourne in 1887. The Principals of the school were the Misses Singleton and their father, Dr John Singleton was a practising doctor in Warrnambool from 1860 to 1865. He had an important influence on Warrnambool, establishing several Total Abstinence Societies and campaigning for improved health conditions for pastoral workers in the district and the aborigines at Framlingham. In Melbourne Dr Singleton and his wife worked tirelessly for the underprivileged. He established many institutions for the less fortunate, including the Prisoners’ Aid Society, the Children’s Hospital, lending libraries, cottages for widows, shelters for homeless men and women, a society for the protection of animals and the Collingwood Free Medical Dispensary. He died in 1891 at Ormiston House, his daughters’ school and home. It is not known which of the Singleton daughters ran the school and no information has been found on Miss Middleton. This book is of considerable interest as it has a close connection to Dr John Singleton, important not only in the social history of Melbourne but also in the history of Warrnambool. This is a hard cover book of 160 pages with 16 pages at the back of the book of advertisements for other books published by the Religious Tract Society. The cover is brown with a sketch of a young man and lettering in gold and an ornamental floral pattern on the front cover. The gold lettering and the ornamental floral pattern are also on the spine. The book has 13 chapters with ornamental scrolls and initials at the beginning and end of each chapter. There are also some full page black and white sketches in the book, with the one at the front of the book covered by a piece of tissue paper. The book plate at the front of the book is white with a gold border pasted onto the page and handwritten details have been added in black ink. This bottle contains the medicine mixture for diseases of the liver and kidney that was patented by Dr Law of Boston. In the late 19th century Dr Law was a prolific and popular producer of patent medicines. The Warrnambool manufacturing chemist, Richard Kennedy, had the sole rights in Warrnambool to prepare and distribute Dr Law’s medicines. Richard Frank Kennedy (1826-1903) was born in England. He came to Warrnambool in the early 1880s and set up a pharmacy business in Timor Street. He was a retail, wholesale and manufacturing chemist. In 1891 he erected a new building and at that time his shop was described and one of the most elegant and best-stocked chemist’s shops in Victoria. Kennedy was active in Warrnambool community affairs and he was a foundation member of the Warrnambool Bowls Club, being its first Vice-President and an early President. His business continued after his death, trading as R.F.Kennedy and Co. This item is of considerable significance as it is the only example we have of a Dr Law patent medicine produced and distributed by the Warrnambool manufacturing chemist, Richard Kennedy. Both Dr Law and Richard Kennedy used an image of a lighthouse as a business symbol though the images are not identical. This is a glass bottle with a cork containing a chemist’s mixture for diseases of the kidney and liver. The bottle is enclosed in a brown paper cover which is lined with what looks to be the instructions for the use of the medicine. (The bottle is unable to be removed from the covering without major damage to the cover). The covering is brown with images of Dr Law and his lighthouse logo and printed material in brown and white colouring with the name of the product and its benefits. Wood, St George's Studios operated frpm 238 Bourke St East, Melbourne from about 1891 through to 1897 at which point the premises was taken over by Yeoman & Co in 1898 CABINET 1866-1905 The Cabinet photo was introduced in 1866 in answer to a demand for a larger format photograph which could be mounted for a cabinet or on the wall. They were 4.5 inches by 6.5 inches (11.5 x 16.5 cm), more than twice the size of the cdv. They cost about twice as much as a cdv but eventually displaced them. They were not extensively produced until 1880 and had ceased by 1905. H. Rider Haggard (1856-1925), a British author, wrote fiction and non-fiction works and had letters and articles published in newspapers and journals. He referred to this adventure novel, Montezuma's Daughter, as the last of his best work. During his research in this book, in 1891, his only son passed away. The publisher firm, Longmans, Green & Co, was originally founded in 1724 in London by Thomas Longman under the name Longman. In August of that year, he bought the two shops and goods of William Taylor and set up his publishing house there at 39 Paternoster Row. The shops were called Black Swan and Ship, and it is said that the 'ship' sign was the inspiration for Longman's Logo. After many changes of name and management, the firm was incorporated in 1926 as Longmans, Green & Co. Pty Ltd. The firm was acquired by Pearson in 1968 and was known as Pearson Longman or Pearson PLC.The book is significant as being what the author considered was 'the last of his best work'. It is also important for its connection to the publisher Longmans, Green and Co., of London, a firm that has been established for over two centuries, renowned for publishing encyclopedias, dictionaries, books on English grammar, textbooks, poetry, reference books, novels, magazines and more. The book has additional importance for its connection to the Pattison Collection, which, along with other items at Flagstaff Hill Maritime Village, was originally part of the Warrnambool Mechanics' Institutes’ Collection. The Warrnambool Mechanics’ Institute book collection has historical and social significance for its strong association with the Mechanics Institute movement and the important role it played in the intellectual, cultural and social development of people throughout the latter part of the nineteenth century and the early twentieth century. The collection of books is a rare example of an early lending library and its significance is enhanced by the survival of an original collection of many volumes. This is a set of documents including three sheets of blueprint plans for the New Town Hall and Offices for Warrnambool, created in 1890 by the Architect Mr Arthur H. Cutler of Melbourne. The Contract was signed by the Town Mayor for Warrnambool, Mr William Simpson on May 7th 1890. Also, a Council copy of the Contract dated 26 June 1890, with the signatures and diagram where the two official stamps would be placed. The Foundation Stone was laid the following year by the next Mayor, John Hyland on February 24th 1891. The contractor for the building was granted to W. Kellas (William) of Warrnambool. The Town Hall and Offices were built on the corner of Liebig and Timor Streets in Warrnambool. On March 20th 1983 the new Performing Arts Centre was opened y the Mayor, Councillor R w Andreson, on the same site. The new building incorporates the 1890 Town Hall building. The plans, contracts, documents and various references to people on the documents are significant to the history of the City of Warrnambool and its community. The Warrnambool Town Hall building is also significant for the many community events held there over the decades after it was built. 1891 Paris - Bordeaux Cycle Race started in the Place du Pont Bastide in Bordeaux. So the name Bastide was already known to cycle enthusiasts even before the cycle manufacturer made its first iconic bicycle.The Bastide frame was built from top quality English Reynolds tubing with lugs and fittings provided by BSA. This honor board was made by Robert Prenzel (1866–1941) who was born and trained in Prussia, and migrated to Australia arriving in Melbourne on 24th November on the steamer Habsburg. In Melbourne Prenzel first worked for the German sculptor and modeller Otto Waschatz, decorating private homes and public buildings. From 1891-1901 Prenzel worked in partnership with another German, Johann Christian Treede, after which he continued in business on his own. He also participated in the activities of Melbourne’s Deutscher Turnverein. During the first quarter of the current century he became the major exponent in the field of furniture and woodwork of the cult of nationalism, and was renowned for his carvings, many of them in the art nouveau style, of Australian animals, birds, trees and flowers. The practice of wearing emu plumes in hats began with the Queensland Mounted Infantry. It is thought to have begun when the unit was engaged in suppression of the Shearers’ Strike of 1891. It remained a Queensland tradition till 1915 when other AIF units of the Light Horse began to do the same. After some dispute and discussion, the practice was approved provided the soldiers paid for their own plumes. Some regiments did not take up plumes: 6th and 7th LH continued to wear wallaby fur puggarees; 4th LH refused plumes because of the association with anti-unionism. The post-war militia adopted plumes and today all Royal Australian Armoured Corps (RAAC) regiments wear emu plumes in slouch hats. In the 1950s 8/13 Victorian Mounted Rifles and some other RAAC regiments wore an emu plume tuft behind the regimental badge on black berets. A Report of the Commissioners, presented to Parliament in 1891, noted that: ‘The great Musical Festival, which was inaugurated and maintained during the time the Exhibition was open, was such as had never before been attempted. In that comparatively short period, no less than 263 orchestral, grand choral, and other concerts were given by the Centennial Orchestra and Choir, numbering nearly 800 performers, under the conductorship of Mr. F. H. Cowen. At these concerts the works of the great masters were performed in a manner hitherto unknown in these colonies, and your Commissioners are encouraged to hope that the stimulus given through their agency to the study of Music will prove strong and lasting.
