In October 2000, Council invited three artists from the region (Deborah Halpern, Matcham Skipper, Tony Trembath) to submit designs for a sculpture / public art work for the Eltham Town Square. The commission was paid for by supermarket giant Safeway (Woolies) as part of its supermarket permit, which required them to contribute to beautification work in the Town Square.This is the first of three parts. The 'Spirit of Nillumbik' is a celebration of the artistic spirit of Eltham and surrounding communities. Each area is identified through the flora and fauna represented in the panels. The work honours the many creative artists and architects, past and present, who have built homes and shaped lives and livelihoods with their unique creative spirit. Halpern describes her work as a public expression of their individual and collective visions. Halpern acknowledges these contributions to our hand-made history and the influence they have on the character and identity of Eltham and Nillumbik. Five picture and six woven balustrades each made out of welded steel / organic wrought iron and coated with wax. Imagery (flora - plants, landscapes and fauna - animals, birds, reptiles, insects) are all based on the local environment. There is also a relevant aboriginal presence amongst each of the panels. Y2K / the year 2000 / The millennium bug / was commonly used to refer to a widespread computer programming shortcut that was expected to cause extensive havoc as the year changed from 1999 to 2000. Instead of allowing four digits for the year, many computer programs only allowed two digits (e.g., 99 instead of 1999). As a result, there was immense panic that computers would be unable to operate at the turn of the millennium when the date descended from "99" to "00". The Bug presented a formidable challenge to the problem-solving skills of local government officials. Lacking a cure-all that will work for every municipality, local officials must develop their own solutions to meet their community's unique needs. Sally MILLER (1949-2015) Sally Miller completed undergraduate and postgraduate studies in Fine Art at the Sydney College of the Arts, and in 1995 a Master of Arts, Visual Arts by research at Deakin University. Miller lectured at the Ballarat University College (later Federation University) School of Arts in Printmaking and Drawing from 1994-1998, where her roles included Coordinator, Honours Program, Coordinator Printmaking, Lecturer in Printmaking and Honours Supervisor. This is the badge of the Australian Commonwealth Horse which was a mounted infantry unit of the Australian Army established during the Second Boer War in 1902. It was the first expeditionary force established by the Commonwealth of Australia following Federation in 1901 and the first to wear the Rising Sun Badge, a design chosen by the British Commander in Chief of the Australian Forces, Sir Edward Hutton. This Rising Sun Badge was the second version of a military badge used by Australian soldiers in 1902.This badge is of great interest as the hat badge worn by the Australian Commonwealth Horse in the Boer War. French Louis Merci is shown as J.L. Merci on the settlement map, having selected Lot 26 in the Village Settlement in 1901.It was a 5 acre Lot bordering Barbers Road and the Dray Track (now Link Road). Louis shared his hut for some time with Peter the Swede. Bendigo's first ceremonial dragon, the "Duck Bill" dragon appeared in Easter parades 1892-1898. "Moon face" only appeared in 1900. "Loong" paraded from 1901-2019 before being retired due to it's age and fragility. In the meantime "Sun Loong" was seen from 1970-2019.
