Audio Recording, Audio Recording; 2018-06-13 Jim Connor and the history of the former Shire of Eltham office site, 13 Jun 2018
June Meeting (Newsletter No. 240, Jun. 2018) Prior to Shillinglaw Cottage (c1878-80) being relocated to where it is now operated as a popular cafe near the Eltham Library, it was within Josiah Holloway’s 1850s subdivision known as Little Eltham, which later became the centre of the first Eltham township. Originally a farmer’s cottage it is historically significant because it is one of the Shire’s oldest dwellings and a fine example of the work of the well-known pioneer builder George Stebbing. In 1964 the then Shire of Eltham purchased the Shillinglaw property with the intention of demolishing the cottage and constructing new Shire offices on the site. However extensive community action resulted in funds being raised to have the building saved and relocated further south to the Eltham Common, where it was joined by the Eltham Library 1994. New Shire offices opened in 1965, but following municipal restructure in 1994 these were demolished and the land sold to a developer, which precipitated a dramatic trail of community angst, threats of legal action, the sacking of a newly elected council and several unsuccessful development proposals, by subsequent councils. After all these years the vacant site there is still guarded by the three trees that were outside the front of the Shillinglaw Cottage. At our Society meeting on Wednesday 13th June 2018 Jim Connor will speak about the dramatic tale encompassing the history of the former Eltham Shire office site and the adjoining War Memorial Buildings complex, which are now being considered for sale or redevelopment by the current Nillumbik Shire Council.1:17:57 duration Digital MP3 File 27 MB audio recording, eltham district historical society, jim connor, meeting, shire of eltham office site, society meeting -

William Bravery Andrew was a native of Surrey, England. He came out to Australia in 1842 and lived in Brighton, Victoria for 14 years. He revisited England for a year, departing July 1856 and returning to Victoria in July 1857. William moved to Eltham around 1859 where he met and married a widow, Ellen Harper (nee Clarke) in 1867 whose husband John, a carpenter, had died in Melbourne the previous November leaving her with four surviving children: Edith Harper (1856 Eltham), Newell Harper (1858 Eltham), Ida Ellen Harper (1862 Eltham) and Lilian Harper (1862 Eltham). Ellen and John had suffered the loss of two children: John (1860-1864 Eltham) and Percy (1865-1866). William and Ellen had three more children of their own: Mabel Andrew (1868 Eltham), William Bravery Andrew (1870 Eltham) and Ernest James Andrew (1873 Eltham) By 1867 William was the registered newsagent for Eltham with a produce store, W.B Andrew Corn Store, on "Policeman's Hill", at the corner of Maria Street (now Main Road) and Franklin Street. He also took a lively interest in the public affairs of the town and district, and with his wife Ellen, continued to run the store for some fifty years. Ellen pre-deceased William on February 9, 1906, after a long and painful illness of some 11 years. William died October 8, 1907 and is buried with Ellen in Eltham Cemetery. Their youngest son, Ernest James took over running the business and became a prominent member of the community and Eltham Shire Councillor for 30 years. The grave of Ernest James and his wife Ellen rests beside William and Ellen. Sacred to The memory of Ellen Wife of William Bravery Andrew Died 9th Feb. 1906 Aged 77 years Also the above W.B. Mission to Seafarers Victoria
Pamphlet, List of Donations made in 1857 to the Victoria Missions to Seamen, 1957
The inside pages of this pamphlet list the many donors and subscribers who initially supported the Victorian Mission to Seamen whose first chapel was based on a floating Hulk named the Emily. The most generous 1857 donors at 20 guineas Dove and Oswald, ship owners, (also the name of the Heritage floating dock at Williamstown). The point of this pamphlet published in 1957 appears to be a reminder of longstanding support and as part of an appeal to new donors to assist with increased costs. It also compairs the donations betwwen 1857, 50 years later in 1907, and in 1957 the year of Centenary. It may well have been designed to hand out at screening of the short documentary produced by Cinesound circa 1956/57 and 'starring' Padre Oliver visiting ships and footage of the Mission interiors at both 717 Flinders st and the Deco 1936 building at Port Melbourne. The listing of donors is of some historical significance showing the range and names and is a useful reference for further research re significant figures of Melbourne and Victoria in the original establishment of the Mission by the Bethel Union.single fold paper pamphlet with blue printed text with flag of the Missions to Seamen at top of page.List of Donations / made in 1857 to the / Victoria Missions / to Seamen / Today - According to the bank of New South Wales / the price paid today for gold is nearly four times as much as in 1857. / and- / In 1907 the basic wage was 2 pounds 2/- ( 2 Guineas) / In 1957, 12 - 15 pounds/ Over six times as much. Photograph, Lock-up No. 17 arriving at the Local History Centre, 728 Main Road, Eltham, March 2001, March 2001
The portable lockup at Eltham is not original to the site. The date of construction is unknown, believed from the 1880s. It is a prefabricated design and each of the timber panels are individually numbered on the inside surfaces. It is amongst a large group of portable lockups, categorised as 'Portable Lock Up - Timber - Later' and also known as the "Casterton style", based on the only known plan for portable lock ups, built for the Casterton Police Station, in 1907. The later portables have been in use since the 1880s. It is not known how many lock ups of this type have been constructed in Victoria. At least 50 examples have been documented around the state. Of these, 42 are known to be extant. The original 1860s site lockup was a 2-cell bluestone construction. Some of the original bluestone remains. It was used in the 1970s as traffic island edging at the intersection of Main Road and Wattletree Road where it was painted white then later relocated back to this site in the 1980s to be used as edging for a driveway access off Main Road beside the former Police Residence where the Police Station originally stood. Evidence of some of this edging remains in place today leading to the replica Police Station. Other blocks were used to define the garden edging in the carpark at the rear of the residence. This lockup used to be located at the Police Station in Pryor Street and was then stored in Youth Road before being acquired for the Local History Centre 3 colour photographseltham, main road, police residence, local history centre, eltham district historical society, courthouse, youth road -
