The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. At the end of World War II, the Federal Government decided to increase the strength of the post-war Regular Army and Cabinet gave approval for the establishment of a Staff College in Australia. On 27 February 1946, the Staff School (Australia) was re-named the Australian Staff College. Authority was given to raise the College and to locate it at Fort Queenscliff. Because the Fort was not ready for immediate occupation, a temporary home was found for the College, in June 1946, at the School of Infantry, Seymour Victoria. On 26 October 1946, the advance party of the College arrived at Fort Queenscliff and the first staff course to be conducted at the new College began in January 1947. Only in November 1979, after much thought and discussion, was it decided that the Australian Army Staff College would have a permanent home at Fort Queenscliff. On 1 January 1982, the College was renamed the Command and Staff College. This reflected the new aim of the Course which included both command and staff aspects. New support facilities were opened at Crow’s Nest Barracks in 1985 and work began in 1986 on the new instruction block at Fort Queenscliff. On 29 January 1988, the new Military Instructional Facility (MIF) was officially opened by the then Chief of the General Staff (CGS). The MIF features a lecture hall, a model room, syndicate rooms, computer centre, and library. Major rebuilding of the Officers Mess and Mess Accommodation was completed in mid-1990. By December 1996, 1224 officers had graduated from the Command and Staff College. The three boards cover the following years: 1868 - 1895 (partially defaced), 1896 - 1921 (completely defaced) and 1922 - 1952 (complete). New boards replacing these boards were created prior to the centenary celebration in 1964 and hung in the Memorial Hall. At amalgamation (1974) and because the Senior students moved to the Mair Street campus) these boards were co-opted to honour Middle School Dux and Junior Captains. In 2012 the school undertook a major project and created three new boards. One board honours Ballarat College Dux (1868 - 1973) and School Captains (1914 - 1973); another board honours Clarendon Presbyterian Ladies' College Dux and Head Prefect (1919 - 1973). These boards resemble the 1950 re-creation. A third board was instituted in 2012 to honour Ballarat Clarendon College Dux and School Captains (1974 - )Academic excellence and leadership are significant values for the current school and its two predecessors. "The Oriental Fair transformed the Ballarat City Hall for three consecutive days. Stalls of many types were heavily laded, and, as one reveller commented, 'The perpetual motion of the fairty floss machine, producing its quaint confection, was an object of interest and wonderment to many, and the crack of the pea rifle in the adjoining shooting gallery almost dispersed the feathery flakes of fairy floss as they issued from the magic machine'. An arochestra provided continuous music, varied at times by vocal solos, eurythmic displays and other enterainments. the fair raised the remarkable sum of 1,576 pounds." In August 1874 the College Trustees agreed to a loan by Mr Leckie of £1500 at 8% over three years, and the foundation stone of a new building, on the corner of Lyons and Sturt Streets in the grounds of St Andrews Kirk, was laid on 12 September by Rev Henderson, founder of the College. Designed by leading Ballarat architect Henry Caselli and built by contractors Taylor and Ellis, the building was opened for January 1875 classes. In February 1875 the original church hall was sold cheaply and moved from the site. The girls' section of the college was moved to the schoolrooms connected with the Baptist Church in Errard Street Sth. The girls school operated 1877 - 1892. Ballarat College moved to current senior campus premises at 1412 Sturt Street in 1912. A plaque commemorating the Caselli building remains on the original site. The following research was undertaken for the Coat of Arms in the foyer of Ballarat Civic Hall, painted by Angus Henderson. The Ballarat arms were granted on 10 May 1956. The shield is supported by a farmer and a miner and topped by a trident (referring to Britannia and aquatic sports) with sprigs of wattle and begonias either side. The crossed oars against the Eureka flag refer to rowing events in the 1956 Olympic Games. The importance of farming and industry are shown by the sheep and cogwheel while the lyre reflects the City’s commitment to the arts and Royal South Street Society, which contributed to the design of the Civic Hall. The name Ballaarat came from two Aboriginal words: balla and arat, meaning ‘resting place’. At the time of Council amalgamations, May 1994, Ballarat became the name of the new Council. The Latin motto: Cultus: cultivation, care, worship Formar: form, shape, appearance Industria: diligence, activity, industry Zilles Printers was begun by Lewis Zilles in the early 1930s. It was in McKenzie Street Ballarat. His son Jeffrey also became a printer - letterpress, offset and screen printer. In the course of celebrating the Ballarat School of Mines centenary in 1970, the School Coundil launched a building appeal for erection of a Great Hall at tehe then new Mount Helen campus of its tertiary division. In 1976 the tethertiary division of the School of Mines was, by government decision, merger with another tertiary institution in Ballarat to vreate the Ballarat College of Advanced Education while the remainder of the School of Mines continued to be based at Lydiard Street serving the needs of Technical and Further Education. The 1870s Founders Hall, erected from the provceeds of the Centenary Appeal for a sum of approximately $800,000, commemorats the intiative of the founders of the original School of Mines and its "descendants", including Ballarat C.A.E., as well as formal technical education in Australia. The hall accomodates approximately 670 people in theatre type seating and was intended for multiple purpose use by community groups as well as by the College. Construction of the Hall commenced in 1878.
