Nillumbik Commissioners used 'reserve power's to permit a controversial Shell service station and Hungry Jackls restaurant development at the former Eltham Shire Office site at 895 Main Road. More than 200 people attended the Council meeting in the public gallery and protested at the decision. 32 personal submissions were made to Council's Planning Special Committee meeting whose members vioted 3-2 against the development. The Committee consisted of the three Nillumbik Commissioners and three community members (Jim Connor, Bronwyn South and Janet Mattiske). Chief Commissioner Don Cordell, a former Shell employee excused himself from voting and the three communbity memebrs voted against the submission. The other two commissioners, Vin Heffernan and Kevin Abbott voted against it. They then immediately closed the meeting and opened a Council meeting lasting just seconds to use special reserve powers to overturn the decision. The demolition of the former Shire of Eltham offices and proposed sale and development driven by the Commissioners for Nillumbik Shire Council brought the community together in substantial protest at the infrigement of ratepayers democratic say in local government and ciommunity assets combined with protests about inappropraite development of Eltham's Gateway. Invented by a member of the Abbott family of Bendigo, scalebuoys came in various sizes and had a variety of uses such as the mining industry to prevent scale build up in boilers, automotive for car radiators and domestic for water purification. Its essential part is a sealed glass bulb containing a small amount of mercury and a combination of gases.This particular variety was made to be connected to a water tap with a screw attachment and a small outlet pipe. Scalebuoy sent to Alan Cowling from work colleague, Pat Curran in Tasmania. Pat Curran was working as the CEO of a retirement village and found the scalebuoys in the equipment there. Noting the Bendigo manufacturing logo, he decided to send it to Alan. The original owner of the scalebuoys is unknown.sciences, instruments - general, scalebuoy

In 1853, Bendigo Miners protested against the 30 shilling miners licence the had to pay the government. They wore red ribbons to show their protest and shopkeepers hung red ribbons outside their premises in support. Thousands of miners signed a petition to Governor LaTrobe to no avail. A protest gathering in Pall Mall marched to the Government camp on Camp Hill but this was a peaceful event again to no real avail.Typed notes on The Bendigo Petition and the Red Ribbon Movement. Amongst the petitioners were two women, Florence Foley and Sarah Williamson. Others include J H Abbott, Theodore Ballerstedt, Robert Benson, Captain Brown, W D C Denovan, William Froomes, Henry Holyoake, Doctor Jones, Frederick Ladbury and George Thomson. Also mentioned is how the petition was resolved. The A.N.A. Hall in View Street was opened in August 1894. The Sandhurst Branch was started on August 26th, 1874. In July 1874, several gentlemen met together, and when a sufficient number had given in their names and sufficient promises of support had been received, the board of directors were approached with a view to forming a branch of the association in Bendigo. On August 26, 1874, the inception took place. The building was demolished in 1971. Plaque formerly attached to the lower edge of the framed photo collage of the Building Committee of the Sandhurst Branch of the Australian Natives' Association. It lists names of men in the photos. Names printed on gold coloured paper mounted on piece of masonite, matching the position on the collage.
