Work began on the Library construction in 1968. This was when it was known as Ballarat College of Advanced Education - Mount Helen. The Library started on the ground floor in 1970. In 1971 a contract for a four-storey library was drawn up and construction began the same year. The building opened in 1973, occupying two stories of the current building. The library grew and with Commonwealth Grants was able to develop its collection. In 1987 the library achieved an annual budget of over $1 million. The Teachers Resource Collection was added and by 1989 the library expected to occupy the top three floors plus the lower ground floor. A flexible study area on the top floor was introduced 1990-1991. 2010 saw the completion of a new stage in the history of the library. It now includes new study and research areas including the Geoffrey Blainey Research Centre with access to the University's Art and Historical Collection. The E. J. Barker Library is named after a former Principal of the School of Mines Ballarat who then became the first Director of the Ballarat College of Advanced Education, now Federation University. Jack Barker played an active part in education and was awarded the Medal of the Order of Australia. Heather Pitman studied at the School of Mines and Ballarat College of Advanced Education and was awarded the Civil Engineering Scholarship in 1977. Heather broke down barriers in engineering with an integrity that earned her tremendous respect in the sector and led to her becoming the first female Head of Engineering for the City of Ballarat. She was the first of a new breed of engineers to consider the urban water cycle in its entirety and not in isolated parts, a radical approach at the time. In her honour, the Pitman Benjamin Engineering Prize was founded, to recognise students like Heather, who have chosen not to accept the status quo, but instead to change the world to make it better for all. He was a Director of the Injury Research Project at the Royal Australasian College of Surgeons and a Director of the Sir Robert Menzies Memorial Foundation. He became a Fellow of the Institute of Occupational Safety and Health. Verna Barry commenced worked as a typist at the Ballarat School of Mines (SMB) in 1961. In 1965 she became private secretary to Jack Barker, Principal of the Ballarat School of Mines and later Director of the Ballarat Institute of Education (BIAE) and the Ballarat College of Advanced Education (BCAE). A trusted and loyal member of staff, Verna was devoted to her job, her workplace and greatly respected Jack Barker with whom she worked loyally for until his retirement in 1987. In 1988 Verna was appointed Administration Officer with Engineering Faculty. She spent five years with Engineering Science from 1990, and in 1996 worked for Information Technology & Mathematical Science (ITMS), becoming a key member of the Research Support team.
