The SECV had chalets, cafes, mess halls and tea rooms all over Victoria including their construction sites. The SECV had a stores system which purchased thousands of sets of crockery & cutlery for use by personnel. there was a system of chefs, cooks, tea persons etc. to supply food and beverages to the workers. 1921 signified the year the SECV was formed.This dinner plate was used at one of the sites on the Kiewa Hydro Electric Scheme which began construction in 1938 and concluded in 1961. In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. The Bogong Township was developed firstly as an accommodation centre (base camp) for construction workers employed under the Kiewa Hydroelectric Scheme. Due to the influx of European workers into the Township the beautification of the immediate surrounds (gardens etc.) had a distinct European flavour. This environment has been very beneficial for tourism in later years. At the completion of the scheme, in the 1960's, the village was opened to public/tourism use. Strict environmental control has not allowed for any extensive redevelopment in tourist accommodation and basically restricted it to the accommodation initially built for the construction workers. Activities such a bike riding, snow skiing, restricted horse riding and bush walking on the Alpine plains and mountains are now a viable part of the Kiewa Valley Tourist Industry. Mt Beauty township was built during the 1950's to house the employees of the State Electricity Commission working on the Kiewa Hydro Electric Scheme. After the completion of the Kiewa Hydro Electric Scheme many houses were sold and the public buildings handed over to the Alpine Shire. This general purpose Multi-meter was manufactured after 1950 and used by the SEC Vic (Kiewa Hydro Electricity Scheme) from that date until late 1900's. It was used to measure very small voltages associated with the operation of the various Hydro Generators. The readings were able to be shown by the resistor in use in the current circuit. During this time period, high quality testing instruments were either sourced from Europe or England. This particular meter was manufactured in the Netherlands. This type of "old" analogue meter was replaced by digital meters whose electronic components are a fraction of the size of the older analogue ones.This analog General Purpose multi-meter is quite a large (for handheld mobile) apparatus which permits the easy monitoring of electrical variations within the large SEC Victoria Hydro Scheme's electrical generators. These generators are powered by the hydro force of "stored" water at a higher altitude. The establishment of both the NSW and Victorian Hydro schemes was achieved from the mid 1900's to the 1960's. At this point in time the need for additional power sources to quench both an industrial and domestic demand for electricity was purely an economic and not and environmental (carbon reduction) factor. This hydro scheme was instigated by "the Government of the day" as a bold move and was the major force of the World War II refugee and "technical" workforce inclusion of skilled and unskilled migration into the Australian environment. Although this mass "invasion" of workers with families was thought of in some circles as intrusive, the expansion of population post war years and its integration into the Australian rural sector, produced the multi- lingual multi-cultural diversity of later years.This General Purpose Multimeter is an analogue meter i.e. it has a needle arm that moves across a scale of divisions. This is a large(hand held) device due to the mechanical movement system within and the large size of its electronic components of its circuitry.There are two black bake-lite push buttons operating the wire inserts Positive/negative leads at the top. Bogong Village, which was known as “The Junction”, is well recorded. The first tent camp was at the junction of Pretty Valley and Rocky Valley streams in the early 40’s. Further downstream were the sawmill, stables and blacksmith’s forge. Horses were the main mode of transport in the early days. The road to Bogong had reached the lookout spur just beyond Roper’s Spur track just before the 1939 fires. The early forties saw rapid growth of the village, with single and married men’s quarters, workshops, mess huts and administrative offices. The facilities necessary for communal living were quickly in place- a post office, police station, co-op store, medical centre, community hall/theatre, tennis courts and school. Much of the temporary accommodation that housed groups such as the Albion Quarrying Company were in the area now under water.Pictorial history of the early years of Bogong Village including one photo taken following the devastating fires of 1939. On Tuesday 28th September 1937, to the applause and cheering of a crowd of more than 300 people, a ceremonial ribbon was cut with a ‘beautiful pair of silver scissors’ by Mrs W H Everard, wife of local MP William Everard. The ribbon cutting ceremony was to officially turn on the mains electricity supply to Whittlesea and district. The moment the ribbon was cut there was a ‘blaze of light’. There were initially 78 customers, including the Shire of Whittlesea which had contracted the SEC to supply street lighting in Whittlesea, Yan Yean, Mernda and South Morang (Advertiser, Friday 1st October 1937, page 1). This ribbon is possibly a fragment of the official opening ribbon that was stamped with the date and details of the switching on of electricity in Whittlesea and given to patrons. On each side various codes when clipped denoted the destination or section the ticket was validated for. Tickets Nos - 040620 - 35 and 43 - 51 have been torn out prior to collection. Each ticket in block has been stamped punched with a round hole to cancel it. Thought to be used prior to 1950's around the second world war. See Reg. Yields information about the correspondence that was sent to Ballarat from Bendigo about underground services under tram tracks, the changes and the list of the people it was sent to.Set of five documents: Documents 2 and 5 same as Reg Item 4946, but marked up to show changes to the Bendigo docs for the Ballarat situation - in pencil. Cover sheet pinned to the four sheets is a handwritten ink foolscap ruled sheet showing all the addressees that the letter was to be sent to. Construction of the main road from South Tawonga to the Bogong High Plains, to provide access to the construction sites for the new Kiewa Hydro Electric Scheme, was commenced early in 1938, the work being undertaken on behalf of the Commission by the Country Roads Board. For the construction work, the Commission purchased three Caterpillar - model R07 - diesel crawler tractors equipped with Kay Brunerei (Brunner) hydraulically operated trailbuilders (angle dozers). This acquisition resulted from a visit to the United States of America in May, 1937 by the Construction Engineer ( Mr. C.H. Kernot) and Assistant Civil Engineer (Mr. J.F. Douglas) where they saw this relatively new type of equipment in use. With the co-operation of the CRB, the Commission demonstrated the operation of these machines at Fishermen's Bend on 6th April, 1938. They were then sent to Kiewa where they commenced operation towards the end of the month. From South Tawonga, the route led immediately across the Western Branch of the Kiewa River necessitating the construction of a bridge 100 feet long. By the end of 1939, the excavation had been 'opened up' for a distance of 19 1/2 miles (approx. 31 km) and of this length, 10 miles (approx. 16 km) had been surfaced.The purchase and use of this type of mechanical equipment in road making was a huge investment, as prior to this most of the work would have been done manually with the use of picks and shovels. Not only were many months of hard manual labour saved, but a very significant amount of time in providing access to the proposed work sites for the new Kiewa Hydro Scheme. This photo is an excellent reminder of how primitive the early machinery was compared to the present but also represents the forward thinking of the State Electricity Commissions engineers in purchasing such innovative equipment .
