The main building and chalets were built by E. C. Mitchell of Stawell. He was given a 99 year lease by the shire to build his holiday house at the site of Borough Huts. David and May Mitchell took over ownership of the house and chalets. The women in the photo are May and Isabel Mitchell and the man is David Mitchell. The chalets were called "Flappers Roost", "Bower of Innocence" and "Last Resort". The two copies of the photo are taken from slight closer in and are not as clear and do not show the entire third chalet.The photo shows a collection of old buildings. The School officially began in 1874 under head teacher Robert Harris, in rooms of the then Christmas Hills Post Office Store. By 1879, authorities agreed a new school was required. As with the citing of the Hall, there was considerable local controversy over whether the school should be built on the high point of School Lane, or the current location (then known as Scrubby Point). During the period 1969-1971 photos were being collected for a proposed publication on the history of the Shire of Eltham as part of its centenary celebrations in 1971 (managed by the Shire of Eltham Historical Society and Alan Marshall). The publication was Pioneers & Painters (1971), edited by Alan Marshall. The document titled "Shows area sold to Woolworths" consisted of a panorama of three B&W photo prints creating a panorama of the frontage along Main Road (SEPP_0744) and a single B&W photo print of the Shire of Eltham offices and Hall on the corner of Arthur Street and Main Road (SEPP_0737) along with typed and hand written notes by Ian McDonald.
