The Adult Deaf and Dumb Society of Victoria, now known as Vicdeaf, (the Victorian Deaf Society), was founded in 1884 as the Victorian Society for Promoting the Spiritual and Temporal Welfare of the Adult Deaf and Dumb. The provisional committee being Mr W Bates, Mr J M Bruce, Mr J D Gowan, Mr Edwin Newbiggin, Mr C M Officer, M. L, A., and the Rev. W. Moss. The Adult Deaf and Dumb Mission's objects were: 1. To provide the means for religious worship and instruction for the adult deaf and dumb of Victoria 2. To visit the deaf and dumb in their homes, especially when sick or in distress 3. To assist the deaf and dumb of good character in obtaining suitable employment 4. To provide technical and other education for the adult and dumb 5. "The Gesture" was an independent organ of the Deaf and Dumb having no direct connection with any single organisation. Its aim was to help all agencies established to promote the advancement of the Deaf and Dumb. The aim was to be the "Voice" of the Deaf and Dumb of Australasia". To educate the public as to the real condition and needs of the afflicted brothers and sisters, to bring prominently before the hearing and speaking community the peculiar difficulties and obstacles that Deaf Mutes have to encounter in the battle of life. The land along the eastern side of the Union Road shops between Montrose Street and the railway line was originally owned by the Zeplin family. It was subdivided in 1914 and offered for sale as individual sites. Building did not occur until after WW1 and after the creek across Union Road had been barrelled. The garage was built at 145 Union Road in 1925. It has had continuous use as a garage since then. Originally there were petrol bowsers on the footpath. The façade of the building is remarkably the same as it was in 1925 when David Denholm was the first proprietor. He remained until c1950 and was followed by Benchley Motors P/L, then Spenden Motors P/L. John and Val Warren-Smith purchased it in c1980. In 2019 their family, including Philip and Glenn Warren-Smith and 2 of Philip's sons, still operate it as J&V Warren-Smith Auto Service.The Union Road shopping strip was assessed for heritage protection by Lovell Chen in June 2011 (Surrey Hills and Canterbury Hill Estate Heritage Study: Union Road Commercial Precinct Citation). Within this report two buildings were mentioned as, unusually, still performing their original role. These were Dartnell’s Pharmacy at 376-378 Canterbury Road (contributory) and the motor garage at 145 Union Road (contributory). Warmly regarded and often mistakenly thought to be Philip's father, he was not a member of the family. Wally had an interesting background, not known to many. He was born in the German Templer colony of Sarona in Palestine. It had been established in Ottoman Palestine in 1871 and is now a suburb of Tel Aviv. In July 1941, 188 people from Sarona were deported to Australia on the Queen Elizabeth. Wally's family were amongst them. They were interned in Tatura in Central Victoria until 1947. Plaques recognising the funds donated by AFB supporters as part of the Vision Victoria Appeal, that helped build the Vision Resource Centre at Kooyong 1987-1989. The need for services for people with low vision was recognised by the AFB, who undertook to provide a range of services including diagnosis of low vision, advisors on how people with low vision could best utilise their existing sight, and objects designed to assist in everyday living. Initially operating out of a flat facing Glenferrie Road, which the Association had purchased, the growing demand demonstrated that a larger dedicated area was required.
