Page 1 article about the laying of the foundation stone for the Baby Health Centre by the Governor of Victoria (Sir Dallas Brooks) on Friday, November 24, 1950 (including photograph of Sir Dallas Brooks laying the stone) History of the War Memorial Following the end of the First World War, communities across Victoria and Australia typically erected memorials which were predominantly statues, cenotaphs, avenues of honour and plaques. The Shire of Eltham established the Avenue of Honour at the gateway to the shire as well as an obelisk at the corner of Main Road and Bridge street and the Shire of Eltham War Memorial Tower at Kangaroo Ground. After the Second World War communities once again desired to preserve the memories of those who served and paid the ultimate sacrifice. Resources were scarce so there was a transition away from the traditional style memorials that sprang up post 1918 to one of building facilities that would provide ongoing benefit to the community. Even before the end of the Second World War, the citizens of Eltham began to consider an appropriate form of memorial for those from the area who fought and died in the First and Second World Wars. In 1943 the Eltham Women’s Auxiliary raised funds for the construction of buildings to be established on land to be purchased for the proposed War Memorial. On March 27th, 1945, the Eltham District Progress Association called a meeting of local people who in turn set up and registered the Eltham War Memorial Trust Inc. As a focus for the purpose of the memorial, the newspaper notice read:- ‘Those who have had a member of their family in the fighting services will want to see that the form of a memorial we are concerned with is the one which will be a constant reminder to us of those who fought for us and the little ones for whom they fought and died.’ At that meeting it was decided the Memorial should take the form of a baby health centre along with a creche and children’s library. In late 1945, the newly formed Eltham War Memorial Trust purchased the land at 903-907 Main Road Eltham from Miss Shillinglaw, which once formed part of the Shillinglaw farm on Lot 90 of Holloway’s 1851 “Little Eltham” subdivision. The Governor of Victoria, General Sir Dallas Brooks, laid the foundation stone on November 24th, 1950, in memory of those who fell in the Second World War. The Eltham Infant Welfare Centre was opened November 15th, 1952, the Pre-school on December 1st, 1956, and the Children’s Library in 1961. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. Following the opening of the Eltham Infant Welfare Centre, work began in 1953 planning for the entrance to the grounds, which is signaled by a wrought iron arch entitled “Eltham War Memorial” . In 1954 the Eltham War Memorial Trust decided that a legacy provided by the late Councillor Ernest James Andrew (d. 29 March 1950) in memory of his wife, Mrs. Ellen Andrew (d. 13 July 1946) and who are both buried at Eltham Cemetery, should be used to fund the construction of the entrance. A metal plate inscribed to this effect was attached to the gates. Work on the Memorial Gardens was undertaken throughout the following decade, with a Memorial Forecourt included in the final 1956 plans for the Pre-School Centre. A quote was accepted by the Trust in 1963 for the implementation of a memorial garden, which included grading of a sixty-five foot strip at the rear of the Trust buildings and construction of concrete paths. The stone retaining walls at the front of the site were installed in 1968 when Main Road was widened and it is believed that the Memorial Gates were relocated at that time also. Eltham Senior Citizens Centre In 1964, Eltham Shire Council purchased a section of land from the Trust at the northern end of the site, as a provision for Country Fire Authority buildings. At the same time the Elderly Citizens Club proposed a Senior Citizens Centre on the south western section of the Trust’s property. This was approved by the Trust with the provision that the building was constructed in ‘accord’ with those already existing. In 1965 Council took on board the plans for the Senior Citizens Centre and applied for a government grant. These could only be awarded if Council owned the site. In 1962 the Trust had resolved to hand over the assets to Council once the Memorial Gardens were completed. This was in line with Health Department requirements that grants for the ongoing operation and maintenance of the three facilities would only be made once the the facilities were completed and handed over to Council. In 1965 the Department of Health further demanded substantial alterations to the Pre-School playground as a result of the pending impact of the planned Senior Citizens Centre and Main Road duplication. As a consequence, handover of the Trust’s assets to Council was initiated with a formal ceremony held in the Children’s Library on August 28th, 1965. The Trust continued on as a committee of management for another twelve months. Plans and specifications for the Senior Citizens Centre were prepared by March 1966. Council obtained a grant from the Government which covered one third of the cost and the building was completed by April 1967. This is a program of the Centenary Procession that took place in Warrnambool in 1947 to celebrate the 100th anniversary of the city’s founding in 1847. It was originally intended to celebrate the 100th anniversary in 1940 but these celebrations were postponed because of World War Two. In 1947 centenary celebrations were held but on a less lavish style. 1947 was a more appropriate year as 1847 was the year of the first land sales for Warrnambool and the arrival of the first European settlers in the town. The 1947 celebrations included a Grand Procession which was estimated to have been watched by 20,000 people. A similar number saw the bonfire and fireworks display in Albert Park the same evening. The celebrations lasted a week and included a choral thanksgiving festival in the Botanic Gardens, a massed band display and a ‘Warrnambool Can Make It’ exhibition of local manufactures. The well-known historian and Town Clerk at the time, Henri Worland took a prominent role in the organizing of the celebrations. This little booklet is of considerable importance because it contains a short description of the floats and the names of those connected with the various floats of the Warrnambool Centenary Procession of 1947. It not only gives us a better idea of what and who were in the procession but it now enables us to better label the many photographs we have of this procession and to identify the people in the photographs. The program is a valuable source of information for historians. It also is a good example of the type of celebratory procession that was popular 70 years ago. This is a paper program of the Warrnambool 1947 Centenary procession. It has four pages and a buff-coloured cover. The front cover has a sepia-toned photograph of the first car purchased in Warrnambool (1906) and on the back cover there is an advertisement for Lane’s Bus Services. The inside front cover has an advertisement for Guyett and Sons Furniture Store and there are other advertisements throughout the pages. The printed text on buff-coloured paper gives details of the 29 floats in the ‘Mechanized’ Section and of the 27 floats in the ‘Back to the Horse Pageant’ Section. The pages were stapled but the staples have been removed. There has been some silverfish damage. The images in the Bogong Village Collection were displayed in Bogong Jack’s Tavern for over 20 years and were donated to the Falls Creek Museum when the Tavern closed in 2021. In 1939, the State Electricity Commission of Victoria established a field headquarters at Bogong to house workers and their families for the Kiewa Hydroelectric Scheme which ran from the 1930s to the 1960s. The workmen's camp was originally started with tents and was called Junction Camp. By 1947, the village supported 300 workers and their families. It included 40 houses, a hostel for single staff, a post office, a police station, a medical centre, and a primary school. The staff hostel was known as Kiewa House. At the completion of the Scheme, in the 1960s, the village was opened to public/tourism use. In 1968 the Victorian Education Department acquired the camp buildings and four houses from the State Electricity Commission of Victoria to establish an Outdoor Education Centre which operated for over 50 years. The Kiewa Hydroelectric Scheme was privatized in the 1990s and sold to Southern Hydro, before being acquired by AGL in 2005. The ticket was dated 20th May, 1950. The Marysville Theatre was located in Murchison Street. The building was originally built in 1932 by local builder Harold Cuzens for Jim Wallace. The solid concrete building was used as a Theatre from 1932 to 1970. The building was then purchased by The Darmody Family and was used as an Arts and Crafts Centre for two years from 1975. The building was then purchased by Norman and Rosemary Fiske in 1977 and converted into a restaurant called The Pumpernickel. The Melbourne artist Alma Agnes Marion Figuerola, was the daughter of Juan Pedro Narciso Figuerola (1869-1919) and Alice Lucinda Walker Hanson (1889-1969). Each of their three daughters grew up to be involved in the arts: Alma as a painter; Carmen Irene (1906-1993) as a short story writer, poet and teacher of dancing; and Sylvia (also Silvia) Lyla Alice (1911-1992) as a composer and cellist. The first art lessons Alma Figuerola received were with Oscar Binder. Later she attended the art school established by the Melbourne 'tonalist' [Duncan] Max Meldrum (1875-1955). She graduated from his school in 1920, participating in her first group exhibition in the same year. Solo exhibitions of her work were to be held in 1933 at the Meldrum Gallery in Elizabeth Street, in 1937 and 1945 at the Athenaeum Gallery at 188 Collins Street, and in 1951 at Georges Gallery in Collins Street. Throughout her extensive career she participated in group exhibitions, usually with artists of the Meldrum School, and as a member of the Twenty Melbourne Painters, of which she was invited to become an associate in 1935. In 1953, her portrait of Professor ES Hills was entered in the Archibald Prize Competition of the Art Gallery of New South Wales. A resident of Kew from the 1930s - 51 Studley Park Road, often with her mother, her sister Carmen, or both - from c.1942 until her death she lived at 'D’Estaville', 7 Barry Street. From the late 1930s she is recorded as actively contributing to the arts at a local level. In 1939 and 1940 she participated in art exhibitions at the Hawthorn Municipal Library organised by Jessie Carbines. From 1944 to 1951 she co-organised successive Kew Arts Festivals, initially in the Presbyterian Church Hall in Highbury Grove and later at the Recreation Hall in Wellington Street. A foundation member of the Kew Historical Society in 1958, Alma Figuerola remained an active member of the Society until her death on 8 December 1970. Mt Beauty Camp- The new State Electricity Commission construction camp at the head of the Kiewa Valley was for workmen on the second power station in the project expected to be the most modern and best equipped in Australia… In contrast to the early Kiewa days of horses and canvas tents, the new camp, with its modern amenities, compared favourably with any country town. Administration of the Kiewa Scheme was moved from Tawonga to Mount Beauty in 1946. The first house in Mount Beauty, in Hollonds Street, was occupied by the co-op store manager from November 1946. The new Mess Hall at Mt Beauty was opened with much ceremony in early November 1946. The houses up to Nelse street were erected from 1946 onward and then the township was extended beyond Nelse Street in 1950. The workmen's camp was enlarged in 1950 to the extent of providing accommodation for a total of 1,200. Bogong Camp - In 1940 Field Headquarters for the Kiewa Scheme were established at Bogong with office, workshop facilities and accommodation for workmen, staff and some families constructed. (There had been a 'tent camp' on this site in 1939 but was destroyed by bushfires) Construction of accommodation continued until 1947. A total of 40 houses plus a hostel for single staff, post office, police station, medical centre and primary school all with water and sewerage and electricity supply. The staff hostel was known as Kiewa House and is now occupied by the Education Department. Lake Guy was named after Mr. L.T. Guy who was the Resident Engineer in charge of construction work and associated activities on the Kiewa area. He held this position from 1939 to November 1946 when he was transferred to Head Office. Both Bogong Village and Mt Beauty were developed to accommodate workmen on the Kiewa Hydro Electric Scheme but have since become centres for tourism and a range of outdoor activities.1. Albert worked all over Victoria from Buchan where they lived in the Caves Residence for 6 months, in Omeo, Yackandandah, Stawell, Wangaratta and Shepperton and then Melbourne where he took on the top job of Chief Superintendent of the Lands Dept.
