This is a smaller version of the large framed photograph donated to the new City of Kew by Cr Wishart. The framed photograph was hung in the Walpole Street Town Hall. Presumably, each of the Councillors in the portrait was presented with a smaller version.This photograph was donated by a descendant of the Kellett family. This picture, like it framed counterpart, is historically significant as a record of a major civic event in Kew's history. It is also aesthetically significant as the last official photograph taken by the photographer Josiah Earl Barnes before his death in the same year.Kew Becomes a City, 1921. Albert E. WILLIAMS (1899-1986) Victoria, Australia Albert Edward Williams was among the first to undertake the five-year, Technical Art Teacher’s Certificate (TATC) at the Ballarat Technical Art School in 1915, with work placement at the Ballarat Lithographic company. Williams taught for several years before he was selected to undertake further teacher training at the Working Men’s College, Melbourne, in 1926. He returned to teach at Ballarat in 1928, facilitating many student activities, while pursuing the arduous Art Teacher’s Certificate. From its inception in 1914, it was 30 years before the first candidate achieved the certificate’s exhaustive requirements. This artwork was completed for the Drawing Teachers' Secondary Certificate at the Ballarat Technical Art School, a division of the Ballarat School of MInes. A butter churn is a device used to convert cream into butter. This is done through a mechanical process, via a crank used to manually turn a rotating device inside the barrel shaped churn. The agitation of the cream, caused by the mechanical motion of the device, disrupts the milk fat. The membranes that surround the fats are broken down, subsequently forming clumps known as butter grains. These butter grains, during the process of churning, fuse with each other and form larger fat globules. Air bubbles are introduced into these fat globules via the continued mechanical action of the churn. The butter grains become more dense as fat globules attach to them while the air is forced out of the mixture. This process creates a liquid known as buttermilk. With constant churning, the fat globules eventually form solid butter and separate from the buttermilk. The buttermilk is then drained off and the butter is squeezed to eliminate excess liquid and to form it into a solid mass. Then rinsing could be done simply by washing in water, followed by draining, salting and working or "kneading" the butter with a pair of wooden butter pats, or with bare hands. This is a paddle churn, a barrel that contains a paddle, which is operated by a handle. The paddle churned the butter inside the container when the handle was turned. Early settlers had to be self sufficient, growing their own vegetables, making tools and clothing and usually had a house cow to produce their milk supplyThis domestic butter churn is an example of the skill of the pioneer craftsman, carpenters and tool makers c1900. Probably acquired for use in Telegraphy courses run at the Ballarat SChool of Mines between 1875 and 1893. Telegraph relays amplified electrical signals in a telegraph line. Telegraph messages traveled as a series of electrical pulses through a wire from a transmitter to a receiver. Short pulses made a dot, slightly longer pulses a dash. The pulses faded in strength as they traveled through the wire, to the point where the incoming signal was too weak to directly operate a receiving sounder or register. A relay detected a weak signal and used a battery to strengthen the signal so that the receiver would operate. This relay was made by the firm of Charles T. and John N. Chester, two brothers who successfully partnered in New York City.
