The Kiewa Hydro Electric Scheme was constructed by the State Electricity Commission of Victoria. Draftsmen drew up the plan of the layout as per the instructions from the engineers. The plan was drawn up on a transparency sheet and paper prints run off on a 'dyeline' copier. The 'Chief draftsman' and 'Design engineer' and 'Civil engineers recommended it and approved it. Historic: This plan gives a time line for the work on the Kiewa Hydro Electric Scheme. This medical / hospital instrument was used in the Tawonga District General Hospital which was built in the 1950s specifically for the increase in population due to the Kiewa Hydro Scheme.Historical: Shows the development of scientific hospital equipment. Provenance: Used in the Tawonga District General Hospital which was remote and therefore required good equipment. Good condition and good interpretation capacity.For removing tonsils. The curette is designed to scrape the surface. Long metal instrument with yellow (brass?) handle which is flatish with grooves on opposite sides. The instrument part is about the same length splitting out and forming a hook at right angles. The hook is formed by 2 parts together the lower part having 3 sharp teeth protruding inwards. This small cross cut saw, with a home-made handle, would have been used to fell small trees or cut timber and was designed to be used by one person. Cross cut saws derive from ancient times but came into general use in the 15th century. Those used to fell large trees or cut large pieces of timber were operated by two people. Cross cut saws today have been mostly replaced by electric chain saws. This is a small cross cut saw. It has a metal blade with large serrations or teeth and a metal piece affixed to the blade with screws. A wooden handle has been fitted into the end metal piece in an upright position. This camera is a folding one, the Ensignette No 2 model made by the British firm of Houghtons Ltd which was originally a glass warehouse founded in 1834. The firm of George Houghton and Sons, dating from the late 19th century, established their camera business at Ensign House in London in 1903 and the Ensignette No 2, designed by a Swedish engineer, was introduced in 1912. Eastman Kodak of America produced a film for this model. This camera was a popular one with amateur photographers and the general public, being affordable, compact and easy to use. This camera is retained as an example of a British-made folding camera dating from nearly 100 years ago. It will be useful for display..1 This is a black metal camera which is rectangular in shape. It is a strut folding rollfilm camera with a lens that is folded inside in a thin leather concertina or bellows covering. It has the maker’s name and logo etched into the front of the camera. The logo is a flag with the British Union Jack in one corner and the word ‘Ensign’ inside the flag. The metal on the back of the camera is rusted. .2 This is a brown leather cover for the folding camera described above. It has a top lid flap which closes with a metal stud and a leather handle stitched on to the sides of the case. The cover is much worn and scuffed. The Eltham Shire War Memorial, a tower of remembrance, was built with public donations to commemorate the memory of the fallen soldiers from the shire who enlisted in the 1914-1918 war. The tower is reminiscent of the peel-towers or watchtowers that lined the English-Scottish border from the mid 14th century to around 1600 and is constructed from locally quarried stone. This uncommon and picturesque war memorial, which affords an excellent view of the surrounding district was unveiled by His Excellency the Governor-General (Lord Stonehaven) on November 11, 1926. In July 1922 a deputation of returned soldiers from Panton Hill, presumably the Panton Hill branch of the Returned Sailors and Soldiers Imperial League of Australia (RSSILA), proposed to Eltham Shire Council that the monument should be a cairn of local stone “sufficiently high to form a prominent and conspicuous landmark, and crowned with some suitable device”. Eltham Shire Councillor and President of the Panton Hill branch of the RSSILA, Basil Hall, was credited with being the first to suggest a tower, and with organising a Memorial Park committee to raise funds for the monument in the Memorial Park. A meeting for those interested in the establishing a War Memorial monument in the park was held in January 1924 and the Eltham Shire War Memorial League was formed for this purpose. It appears that the broad and rounded cairn that had been recently built was considered by the League a temporary affair, and not the substantial cairn-as-monument, sufficiently high to form the conspicuous landmark, which had been envisaged by the Panton Hill RSSILA. A design competition was held for the monument. The chairman of the League, Councillor Basil Hall, suggested that the site of the memorial in Kangaroo Ground would lend itself to something rugged, instead of polished stone. By April 1924 thirty designs for a memorial had been received from which three designs were selected and of those, the design by the shire engineer Mr McCormack, for a 70ft tower suitable for construction in rough stone, was chosen. Artist Harold Herbert suggested that a peel tower-like design reminiscent of those along the English-Scottish border would be fitting for the site. Herbert drew up a rough sketch that was approved of, and later, Melbourne architect Percy Meldrum volunteered to draw up the design from sketch to architectural drawings. By January 1925 the Soldiers’ Memorial League had adopted Meldrum’s design for a 50ft high tower. Meldrum had also offered his design and supervision of construction free of charge. The Shire provided the stone to the builders, which was a gift quarried from land owned at Kangaroo Ground by Dr Ethel and Professor William Osborne The Shire of Eltham War Memorial, a tower of remembrance, and honour board were unveiled on November 11, 1926, by the Governor General Lord Stonehaven. At this stage a temporary honour roll was painted on the panels on either side of the tower entrance. In September 1930 bronze plates were added above the portal with the names of men who fell in the 1914-18 war. On November 16, 1951, the Governor of Victoria, Sir Dallas Brooks re-dedicated the war memorial tower and unveiled the names of men who gave their lives in the 1939-45 war. Two additional bronze plaques which recognise service in the armed conflicts of Korea, Borneo, Malaya, and Vietnam were unveiled November 11, 2001, by the Governor of Victoria, John Landy, A.C., M.B.E. The tower was first used for fire spotting activities following the Black Friday bushfire in January 1939 in response to a request from Mr R.D. Ness, secretary of the Kangaroo Ground bush fire brigade, who asked Council that the tower be used as an observation tower for detecting bush fires, and asked Council to arrange a telephone to be installed. It was suggested that if the Shire were to appoint a caretaker for the Memorial Park, his duties could also include raising the alarm in the event of a fire. Later in 1939 Council applied for a radio transmitter, which the Forestry Commission planned to install at vantage places throughout the state. The first dedicated fire spotter appointed from December1948, was Mr Smith of Warrandyte. A prefabricated glazed cabin was installed in 1974, which involved the removal of the original stone structure around the rooftop exit door. A new fire spotting cabin, which included the latest technology, was installed soon after the 2009 Black Saturday fires and is manned by CFA personnel on high fire danger days. The Eltham Library was located at the southern end of the newly constructed southern wing of the Shire Offices at 895 Main Road. The first dedicated library in the shire was the Children's Library built by the Eltham War Memorial Trust (now the Eltham War Memorial Hall). Funds were raised by volunteers to purchase books, the land and construct the building. This library initially opened in the Eltham Public Hall on the corner of Main Road and Arthur Street around 1948. The Children’s Library building was opened in 1961 but the transfer to the Eltham Council of the War Memorial Trust land and buildings in 1965 saw the closure of the children's library, which held over 2,000 books that were then transferred to all the schools in the shire which had participated in the monthly book exchange of boxes of books by use of the railways, bus companies and private cars. In late 1966 the children’s library service was integrated into the Heideberg Regional Library Service and the building was officially renamed the Eltham War Memorial Hall. The Brinkkotter house in Dudley Street became the first of the general library services in Eltham with shelving from the old Heidelberg City Library, staff borrowed form the Heidelberg Library and some use of the 1941 Shire Office in Main Road. By 1971 the 1964 Shire Office had the southern extension added and the Library was located on the lower level with Engineering and Planning on the level above. By 1986 this library was experiencing overcrowding from lack of space and equipment needs. With Federal Government assistance, Council was able to design and build a new library which was located in the Eltham Common and opened in May 1994.Background workings for the funding of a Public Hall at Eltham. The funding was provided by public subscription and the money loaned to Council to build the hall. The hall was part of the new Eltham Shire offices located at the corner of Main Road and Arthur Street. Percy Richards taught Architecture and Building Construction at The Ballarat Art School - a division of Ballarat School of Mines from 1918-1921. The committee recommended that as the property at the corner of Sturt and Albert Streets, which had been intended as the site of a new hall, had been sold, steps should he taken to remodel the present hall, and bring It up to date. This H.B Devin’s operating frame and abdominal retractor kit is named after its designer, Sir Hugh Berchmans Devine, 1878-1959, son of a Werribee district grazier in Victoria, Australia, surgeon at the Royal Melbourne Hospital. A text book diagram of H.B. Devine’s Abdominal Retractor shows the frame and retractors set up for a pelvic operation. The accompanying text reads “Devine’s retractor is so designed that there are no screws, yet the retractors and “mechanical hands” by a jamming action remain firmly on the frame in whatever position they are placed. This is accomplished by a system of inclined planes incorporated in the frame and in the single and double hooks, retractor blades and handles of the “mechanical hands”. Set comprises 3 “mechanical hands” 5 retractor blades. (Pg 72, The 1948 Catalogue of Surgical Instruments, published by Felton, Grimwade & Duerdins Pty Ltd of Melbourne). Devine became a general surgeon who later gained an international reputation for his for his contribution in the advancement of abdominal surgery. Devine was educated in Ballarat and later became an Honourable Fellow of the Royal College of Surgeons. During his career he became Senior Surgeon and Dean of the Medical School at St Vincent’s Hospital in Melbourne. He served in the Australian Army Medical Corps in WWI and developed techniques in gastro-intestinal surgery. He was instrumental in the foundation of the Australasian College of Surgeons in 1927, retiring from the council in 1948. A survey on needs for operating room equipment notes that “In the past some surgeons associated themselves with particular instrument makers… The Melbourne surgeon [Hugh Devine] had his special abdominal retractor made by a small firm in South Yarra…” Hugh Devine writes instructions for inserting the Operating Frame in his book “The Surgery of the Alimentary Tract”. He says “ … the author’s operating frame is inserted into the wound … for exposure of the stomach … and exploration of the abdomen” and adds a note that the frame is “obtainable from J. Ludbrooke & Son, Melbourne, Victoria, Australia”. He accompanies his text with a diagram of the frame set into the wound. This surgical kit was donated to Flagstaff Hill Maritime Village by the family of Doctor William Roy Angus, Surgeon and Oculist. It is part of the “W.R. Angus Collection” that includes historical medical equipment, surgical instruments and material once belonging to Dr Edward Ryan and Dr Thomas Francis Ryan, (both of Nhill, Victoria) as well as Dr Angus’ own belongings. The Collection’s history spans the medical practices of the two Doctors Ryan, from 1885-1926 plus that of Dr Angus, up until 1969. ABOUT THE “W.R.ANGUS COLLECTION” Doctor William Roy Angus M.B., B.S., Adel., 1923, F.R.C.S. Edin.,1928 (also known as Dr Roy Angus) was born in Murrumbeena, Victoria in 1901 and lived until 1970. He qualified as a doctor in 1923 at University of Adelaide, was Resident Medical Officer at the Royal Adelaide Hospital in 1924 and for a period was house surgeon to Sir (then Mr.) Henry Simpson Newland. Dr Angus was briefly an Assistant to Dr Riddell of Kapunda, then commenced private practice at Curramulka, Yorke Peninsula, SA, where he was physician, surgeon and chemist. In 1926, he was appointed as new Medical Assistant to Dr Thomas Francis Ryan (T.F. Ryan, or Tom), in Nhill, Victoria, where his experiences included radiology and pharmacy. In 1927 he was Acting House Surgeon in Dr Tom Ryan’s absence. Dr Angus had become engaged to Gladys Forsyth and they decided he further his studies overseas in the UK in 1927. He studied at London University College Hospital and at Edinburgh Royal Infirmary and in 1928, was awarded FRCS (Fellow from the Royal College of Surgeons), Edinburgh. He worked his passage back to Australia as a Ship’s Surgeon on the on the Australian Commonwealth Line’s T.S.S. Largs Bay. Dr Angus married Gladys in 1929, in Ballarat. (They went on to have one son (Graham 1932, born in SA) and two daughters (Helen (died 12/07/1996) and Berenice (Berry), both born at Mira, Nhill ) According to Berry, her mother Gladys made a lot of their clothes. She was very talented and did some lovely embroidery including lingerie for her trousseau and beautifully handmade baby clothes. Dr Angus was a ‘flying doctor’ for the A.I.M. (Australian Inland Ministry) Aerial Medical Service in 1928 . Its first station was in the remote town of Oodnadatta, where Dr Angus was stationed. He was locum tenens there on North-South Railway at 21 Mile Camp. He took up this ‘flying doctor’ position in response to a call from Dr John Flynn; the organisation was later known as the Flying Doctor Service, then the Royal Flying Doctor Service. A lot of his work during this time involved dental surgery also. Between 1928-1932 he was surgeon at the Curramulka Hospital, Yorke Peninsula, South Australia. In 1933 Dr Angus returned to Nhill and purchased a share of the Nelson Street practice and Mira hospital (a 2 bed ward at the Nelson Street Practice) from Dr Les Middleton one of the Middleton Brothers, the current owners of what previously once Dr Tom Ryan’s practice. Dr Tom and his brother had worked as surgeons included eye surgery. Dr Tom Ryan performed many of his operations in the Mira private hospital on his premises. He had been House Surgeon at the Nhill Hospital 1902-1926. Dr Tom Ryan had one of the only two pieces of radiology equipment in Victoria during his practicing years – The Royal Melbourne Hospital had the other one. Over the years Dr Tom Ryan had gradually set up what was effectively a training school for country general-practitioner-surgeons. Each patient was carefully examined, including using the X-ray machine, and any surgery was discussed and planned with Dr Ryan’s assistants several days in advance. Dr Angus gained experience in using the X-ray machine there during his time as assistant to Dr Ryan. When Dr Angus bought into the Nelson Street premises in Nhill he was also appointed as the Nhill Hospital’s Honorary House Surgeon 1933-1938. His practitioner’s plate from his Nhill surgery is now mounted on the doorway to the Port Medical Office at Flagstaff Hill Maritime Village, Warrnambool. When Dr Angus took up practice in the Dr Edward and Dr Tom Ryan’s old premises he obtained their extensive collection of historical medical equipment and materials spanning 1884-1926. A large part of this collection is now on display at the Port Medical Office at Flagstaff Hill Maritime Village in Warrnambool. In 1939 Dr Angus and his family moved to Warrnambool where he purchased “Birchwood,” the 1852 home and medical practice of Dr John Hunter Henderson, at 214 Koroit Street. (This property was sold in1965 to the State Government and is now the site of the Warrnambool Police Station. and an ALDI sore is on the land that was once their tennis court). The Angus family was able to afford gardeners, cooks and maids; their home was a popular place for visiting dignitaries to stay whilst visiting Warrnambool. Dr Angus had his own silk worm farm at home in a Mulberry tree. His young daughter used his centrifuge for spinning the silk. Dr Angus was appointed on a part-time basis as Port Medical Officer (Health Officer) in Warrnambool and held this position until the 1940’s when the government no longer required the service of a Port Medical Officer in Warrnambool; he was thus Warrnambool’s last serving Port Medical Officer. (Masters of immigrant ships arriving in port reported incidents of diseases, illness and death and the Port Medical Officer made a decision on whether the ship required Quarantine and for how long, in this way preventing contagious illness from spreading from new immigrants to the residents already in the colony.) Dr Angus was a member of the Australian Medical Association, for 35 years and surgeon at the Warrnambool Base Hospital 1939-1942, He served with the Australian Department of Defence as a Surgeon Captain during WWII 1942-45, in Ballarat, Victoria, and in Bonegilla, N.S.W., completing his service just before the end of the war due to suffering from a heart attack. During his convalescence he carved an intricate and ‘most artistic’ chess set from the material that dentures were made from. He then studied ophthalmology at the Royal Melbourne Eye and Ear Hospital and created cosmetically superior artificial eyes by pioneering using the intrascleral cartilage. Angus received accolades from the Ophthalmological Society of Australasia for this work. He returned to Warrnambool to commence practice as an ophthalmologist, pioneering in artificial eye improvements. He was Honorary Consultant Ophthalmologist to Warrnambool Base Hospital for 31 years. He made monthly visits to Portland as a visiting surgeon, to perform eye surgery. He represented the Victorian South-West subdivision of the Australian Medical Association as its secretary between 1949 and 1956 and as chairman from 1956 to 1958. In 1968 Dr Angus was elected member of Spain’s Barraquer Institute of Barcelona after his research work in Intrasclearal cartilage grafting, becoming one of the few Australian ophthalmologists to receive this honour, and in the following year presented his final paper on Living Intrasclearal Cartilage Implants at the Inaugural Meeting of the Australian College of Ophthalmologists in Melbourne In his personal life Dr Angus was a Presbyterian and treated Sunday as a Sabbath, a day of rest. He would visit 3 or 4 country patients on a Sunday, taking his children along ‘for the ride’ and to visit with him. Sunday evenings he would play the pianola and sing Scottish songs to his family. One of Dr Angus’ patients was Margaret MacKenzie, author of a book on local shipwrecks that she’d seen as an eye witness from the late 1880’s in Peterborough, Victoria. In the early 1950’s Dr Angus, painted a picture of a shipwreck for the cover jacket of Margaret’s book, Shipwrecks and More Shipwrecks. She was blind in later life and her daughter wrote the actual book for her. Dr Angus and his wife Gladys were very involved in Warrnambool’s society with a strong interest in civic affairs. He had an interest in people and the community They were both involved in the creation of Flagstaff Hill, including the layout of the gardens. After his death (28th March 1970) his family requested his practitioner’s plate, medical instruments and some personal belongings be displayed in the Port Medical Office surgery at Flagstaff Hill Maritime Village, and be called the “W. R. Angus Collection”. Thaddeus Fairbanks (1796 –1886) was an American inventor. of heating and cook stoves, cast iron ploughs, and other items. His greatest success was the invention and manufacture of the platform scale, which allowed the weighing of large objects accurately. Fairbanks was born in Brimfield, Massachusetts, on January 17, 1796, the son of Joseph Fairbanks (1763–1846) and Phebe (Paddock) Fairbanks (1760–1853). His uncle was Ephraim Paddock, the brother of Phebe Paddock. In 1815 he moved to St. Johnsbury, Vermont, and set up a wheelwright's shop above his father's gristmill. In 1820 he married Lucy Peck Barker and In 1824 he built an iron foundry. his brother Erastus joined him to establish E. and T. Fairbanks, a partnership to manufacture heating stoves, cast iron ploughs a design for which he patented in 1826. In 1830 Fairbanks and Erastus became interested in the raising and processing of hemp. Fairbanks went on to patent a hemp and flax dressing machine and became the manager of the St. Johnsbury Hemp Company. He also built a set of scales that would measure large loads of hemp accurately, as there were no reliable scales at the time. Upon the success of building these scales, his brothers recommended that he make and sell these for general use.  Fairbanks' most famous invention then became the platform scale for weighing heavy objects. These are commonly known as the Fairbanks Scales, for which he patented his original design in 1830.  Before this time, accurate weighing of objects required hanging them from a balancing beam as a result, particularly heavy or ungainly objects could not be weighed accurately. A platform scale, if large enough, could weigh an entire wagon. By placing a full wagon on the scale, unloading it, and then placing it on the scale when empty, it became possible to easily and accurately calculate the weight and value of farm produce and other loads. In 1834 Fairbanks and his brother formed "E. and T. Fairbanks and Company" to manufacture and sell these platform scales. These scales were well known in the United States and around the world resulting in the company doubling in volume every three years from 1842 to 1857. There was a temporary slow down during the American Civil War, however, the business took off again after the war. Their partnership was incorporated in 1874 into a firm known as "Fairbanks Scale Company". These platform scales revolutionized weighing methods of large loads and have been in use ever since. Portable platform scales are found in almost every hardware store, physician's office, and manufacturing factory throughout the United States and the world. The first railway track platform scale patent was granted to Fairbanks on January 13, 1857, as Patent No. 16,381. In 1916 the company was purchased by ”Fairbanks, Morse and Company”. Ownership of the company has since changed several times, but Fairbanks Scales continue to be made in St. Johnsbury Vermont to this day. Fairbanks had received 43 patents in his lifetime with the last one at the age of 91. He died on April 12, 1886, and is buried at St. Johnsbury, Vermont, at the Mount Pleasant Cemetery. An early example of the first type of platform scale that revolutionised the weighing of goods throughout the world made in the USA around the turn of the 19th century. There is a cylindrical sliding weight and on the end a loop for a metal weight holder. The holder is designed for three circular pieces of metal with a slit to the centre. George Lee Lawrence (1901–1976) established a firm in Chicago to make slide rules for photography. In 1935 he moved to Wabash, Ind., renamed the company Lawrence Engineering Service, and began to manufacture general purpose slide rules. In 1938 he relocated once more to Peru, Ind., and in 1947 it was changed to Engineering Instruments, Inc., and the company remained in business until its building burned down in 1967. The model 10-B sold for 25 cents during this period. The Ordnance QF 6-pounder (57mm) 7 cwt was a British anti-tank gun used by both British and Commonwealth forces during World War II. Different versions of the gun were used on tanks, armoured cars and naval vessels. One version - the Molins Gun - was even used on an aircraft. Designed to replace the QF 2-pounder (40mm) it was first used by Australian troops during the El Alamein battles in 1942. The guns were also made in Australia by General Motors Holden who produced 615 of them, delivering the first gun in July 1942. The United States Army also adopted it and called it the 57mm Gun M1. Ammunition was primarily armour-piercing but in March 1944 a high-explosive round was introduced. The shell case shown here would have contained a 2.86kg (6lb 5oz) armour-piercing projectile. A memorial fountain was original originally sited at close to the gates of the Mortake State School and was unveiled by the citizens of Mortlake to perpetuate the memory of the late Cr Thomas Montgomery. The fountain was to be erected before the death of Cr Montgomery but as he died before this happened it became a memorial. Made of bluestone and Apollo Bay and Ceres stone it was designed by Messrs Wilcox Bros of Geelong. Cr Dennis as President of the Mortlake Shire Council was the first to turn on the water and take a drink from the fountain which was later removed to the front wall of the Mortlake Swimming Baths and then just recently to the east wall of the newly constructed bluestone toilets in Market Square.Thomas Montgomery served on the Mortlake Shire Council for thirty eight years, and was a local businessman who owned the general store known as Thos Montgomery as well as being a partner in a similar store in Terang known as Montgomery and Bradshaw.AD 1922 ERECTED BY THE CITIZENS OF MORTLAKE TO PERPETUATE THE MEMORY OF THOMAS MONTGOMERYthomas montgomery memorial fountains

These educational publications covering a topical monthly theme and providing a slice "of the era" in general knowledge, was used by schools in Victoria as a basic starting point for a particular level of perceived knowledge. The general articles and extracts contained within, were not targeting a specific gender or socio economic sector but designed for all children at a particular stage of their development. This publication did have a format of: 1st page topical, e.g. ANZAC day scouting (U.N.), one page of regional Victoria, one page of poetry, one page of short stories, one page of world history and the last page of a song, complete with appropriate notes. These publications were produced during the second World War and made special references to it. This publication occurred during a period when the Education Department was highly authoritarian in its approach to State levels of learning. Fragmenting "special" schools like later "New Age" teaching methods and doctrines (home schooling) were repressed with considerable force.This binder full of monthly educational studies was particularly important to "hidden away" rural communities such as in the Kiewa Valley, especially at this point in time (World War II). The teaching methods used by local schools provided the necessary break through required by local school children to stop any adverse knowledge deficiencies due to factors of regional isolation. School children with in the Kiewa Valley would be able to integrate with children from all regions, weather in cities or larger towns. This hard cover (card) binder contains 11 monthly publications produced by the Victorian Department of Education for Grades 7 and 8 in the year 1947. Each issue has 16 pages with the cover page covering the major theme for the month. Each issue is placed within the folder by the folded middle page constrained by a thin cord.
