Following council amalgamations, a series of community consultations were undertaken in 1995 to inform the development of a cohesive vision for the newly formed Shire of Nillumbik. A response to the new conditions which people of the Eltham/Diamond Creek/Greensborough and surrounding rural areas found themselves in as a result of the decision by the Victorian Government to amalgamate local governments into larger entities. The case for these reforms was strong, but the amalgamation process did disrupt some people's lives.The need to bring together the people within the new boundaries of Nillumbik was recognised by the Commissioners and the Chief Executive Officer of the Shire, who felt that a good way to begin was to develop a future vision for the Shire. It was decided that the people of the Shire should be asked what they wanted their future to be and a process of consultation was established through which people could express their views. Documents relating to a focus group brought together by the Shire of Nillumbik Chairman of Commissioners in 1996 to provide advise on the best long term use for the buildings and land situated between the former Eltham Shire Offices and Country Fire Authority buildings. These buildings are known as the Eltham War Memorial buildings located at 903-907 Main Road, Eltham. Photo of a portrait by Kim Tarpey of Tracey Naughton. Tracey was Eltham’s first Community Arts Officer. Kim coordinated a couple of drawing groups at the North Riding Living and Learning Centre. This organisation eventually metamorphosed into Living and Learning Nillumbik (Panton Hill). Tracey sat for the portrait group. The work was exhibited at the Community Centre in an exhibition organised for the Eltham Festival. Unfortunately the work went missing later down the track when on loan to an art centre and has not been recovered. Kim Tarpey advised "Tracey Naughton sat for my portrait drawing group at Panton Hill. She had a watch with a print of the Mona Lisa on the dial - so I named it the 'Tracey-Lisa.' Previously occupied by the Parks and Environment Department of Nillumbik Shire Council (L-R: Mark Gillham, Margaret Ball Vice President, Sue Law Immediate Past President, Harry Gilham President) Nillumbik Shire Council Commissioner Vin Heffernan (1996-97) worked with Harry Gilham to obtain use of the former Eltham Shire Parks and Gardens office at 728 Main Road for use by the Society. Harry as a younger man had played in the scrum for Heidelberg Football Club along with Vin's brother who was on the wing.
